{"id":56591,"date":"2025-10-11T19:02:17","date_gmt":"2025-10-11T13:32:17","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=56591"},"modified":"2025-10-14T12:08:20","modified_gmt":"2025-10-14T06:38:20","slug":"mea-comments-overseas-mobility-bill-2025","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/11-10-2025\/mea-comments-overseas-mobility-bill-2025","title":{"rendered":"MEA Invites Comments on Draft Overseas Mobility Bill, 2025"},"content":{"rendered":"\n<p><strong>Syllabus: GS2\/ Governance<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>In News<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The External Affairs Ministry has sought comments and suggestions on the <strong>draft Overseas Mobility (Facilitation and Welfare) Bill, 2025.<\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>About<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The proposed <strong>Overseas Mobility (Facilitation and Welfare) Bill, 2025<\/strong> envisages comprehensive emigration management, institutes regulatory mechanisms by developing a regime for safe and orderly migration governing overseas employment of Indian nationals.\u00a0<\/li>\n\n\n\n<li>It also <strong>establishes a framework<\/strong> which creates policies and schemes for incentivizing policy actions for protection and promotion of welfare of emigrants.<\/li>\n\n\n\n<li>It will replace the<strong> existing Emigration Act, 1983.<\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Salient Features of the Bill<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Establishment of Overseas Mobility and Welfare Council:<\/strong> To be constituted as the apex body for emigration governance, headed by the Secretary, Ministry of External Affairs as ex-officio Chairperson.\n<ul class=\"wp-block-list\">\n<li>The council will exercise powers, oversee implementation, and ensure coordination between multiple ministries and stakeholders.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Balanced Approach:<\/strong> Encourages mobility opportunities abroad while safeguarding vulnerable emigrant categories (especially low-skilled workers in GCC and Southeast Asia).
