style=\"font-size:12pt\">on <\/span><span style=\"font-size:12pt\"><strong>counter-terrorism issues<\/strong><\/span><span style=\"font-size:12pt\"> and <\/span><span style=\"font-size:12pt\"><strong>enhance bilateral coordination at the United Nations<\/strong><\/span><span style=\"font-size:12pt\">.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-size:13pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><strong>More about the UN consultation between India and Russia<\/strong><\/span><\/span><\/p>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">About:<\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">It is the <\/span><span style=\"font-size:12pt\"><strong>third such UN consultation <\/strong><\/span><span style=\"font-size:12pt\">between India and Russia in the past year.<\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">Background:<\/span>\n<ul>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\">Recently India <\/span><span style=\"font-size:12pt\"><strong>abstained from yet another vote at the UN<\/strong><\/span><span style=\"font-size:12pt\"> General Assembly that called for<\/span><span style=\"font-size:12pt\"><strong> reparations to be paid by Russia for the war in Ukraine<\/strong><\/span><span style=\"font-size:12pt\">.<\/span><\/li>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\">Apart from a few procedural votes, <\/span><span style=\"font-size:12pt\"><strong>India has refused to support any vote at the UN Security Council, UN General Assembly and other UN agencies<\/strong><\/span><span style=\"font-size:12pt\"> that have criticised Russia since the Russian President first ordered strikes on Ukraine.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">Significance of this bilateral consultation:<\/span>\n<ul>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\">The bilateral consultations reaffirmed mutual commitment to further strengthen bilateral coordination and constructive cooperation at the UN platform on the basis of its Charter\u00a0<\/span><\/li>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\">It is also in line with the special and privileged strategic partnership between Moscow and New Delhi.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">Other issues of discussion:<\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">On UNSC:<\/span>\n<ul>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\">Both sides held wide-ranging discussions on issues on the<\/span><span style=\"font-size:12pt\"><strong> UN Security Council agenda<\/strong><\/span><span style=\"font-size:12pt\"> and recent developments.\u00a0<\/span><\/li>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\">The two sides also discussed India\u2019s presidency of the UNSC in December 2022, which will be India\u2019s last month in the UNSC, as its <\/span><span style=\"font-size:12pt\"><strong>two-year elected tenure comes to an end<\/strong><\/span><span style=\"font-size:12pt\">.\u00a0<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">On India\u2019s concerns on UN peacekeeping:<\/span>\n<ul>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\">During the talks, \u201cspecial attention\u201d was also paid to the<\/span><span style=\"font-size:12pt\"><strong> problems of UN peacekeeping<\/strong><\/span><span style=\"font-size:12pt\">.\u00a0<\/span>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">It is an area where India has frequently raised concerns at the UN, especially after the <\/span><span style=\"font-size:12pt\"><strong>deaths of Indian personnel in 2022<\/strong><\/span><span style=\"font-size:12pt\">.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">Global issues:<\/span>\n<ul>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\">Both countries also discussed the situation in <\/span><span style=\"font-size:12pt\"><strong>Ukraine, Afghanistan, Syria, Myanmar<\/strong><\/span><span style=\"font-size:12pt\">, and the conflict on the <\/span><span style=\"font-size:12pt\"><strong>Armenia-Azerbaijan border<\/strong><\/span><span style=\"font-size:12pt\">.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><span style=\"font-size:13pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><strong>India-Russia Relations<\/strong><\/span><\/span><\/p>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">India and Russia have a history of strong strategic, military, economic, and diplomatic relationships.<\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">Political Relations:<\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">The Annual Summit meeting between the Prime Minister of India and the President of the Russian Federation is the highest institutionalized dialogue mechanism in the strategic partnership between India and Russia.\u00a0<\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">So far 20 Annual Summit meetings have taken place alternatively in India and Russia.\u00a0<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">Intergovernmental Commissions:\u00a0<\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">There is regular high-level interaction between the two countries.<\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">The IRIGC (India-Russia Intergovernmental Commission):\u00a0<\/span>\n<ul>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\">It is the main body that conducts affairs at the governmental level between both countries. Both countries are members of international bodies including the <\/span><span style=\"font-size:12pt\"><strong>UN, BRICS, G20 and SCO<\/strong><\/span><span style=\"font-size:12pt\">.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">Two Inter-Governmental Commissions:\u00a0<\/span>\n<ul>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\">One on <\/span><span style=\"font-size:12pt\"><strong>Trade, Economic, Scientific, Technological and Cultural Cooperation (IRIGC-TEC)<\/strong><\/span><span style=\"font-size:12pt\">, co-chaired by EAM and the Russian DPM, and\u00a0<\/span><\/li>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\">Another on <\/span><span style=\"font-size:12pt\"><strong>Military-Technical Cooperation (IRIGC- MTC)<\/strong><\/span><span style=\"font-size:12pt\"> co-chaired by Russian and Indian Defence Ministers, meet annually.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">Trade and Economic Relations:\u00a0<\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">Both sides revised targets of increasing bilateral investment to US $50 billion and bilateral trade to US $30 billion by 2025.\u00a0<\/span>\n<ul>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\">India\u2019s merchandise imports from Russia include petroleum oil and other fuel items, fertilizers, coffee and tea, spices, nuclear reactors, and animal and vegetable fats, among others.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">Nuclear Energy:\u00a0<\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">Russia recognizes India as a country with advanced nuclear technology with an impeccable non-proliferation record.\u00a0<\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">Kudankulam Nuclear Power Plant (KKNPP) is being built in India with Russian cooperation.\u00a0<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">Space Cooperation:\u00a0<\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">Both sides cooperate in the peaceful uses of outer space, including satellite launches, GLONASS navigation system, remote sensing and other societal applications of outer space.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">Science &#038; Technology:\u00a0<\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\"><strong>The Working Group on Science and Technology functioning under IRIGC-TEC<\/strong><\/span><span style=\"font-size:12pt\">, the <\/span><span style=\"font-size:12pt\"><strong>Integrated Long Term Programme (ILTP) <\/strong><\/span><span style=\"font-size:12pt\">and the<\/span><span style=\"font-size:12pt\"><strong> Basic Science Cooperation Programme<\/strong><\/span><span style=\"font-size:12pt\"> are the three main institutional mechanisms for bilateral Science and Technology cooperation.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">Cultural Cooperation:\u00a0<\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">There is a strong tradition of Indian studies in Russia.\u00a0<\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">There is strong interest among Russian people in Indian dance, music, yoga and Ayurveda.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">Defence and Security Cooperation:<\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">India has longstanding and wide-ranging cooperation with Russia in the field of defence.\u00a0<\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\"><strong>BrahMos Missile System<\/strong><\/span><span style=\"font-size:12pt\"> as well as the licensed production in India of<\/span><span style=\"font-size:12pt\"><strong> SU-30 aircraft <\/strong><\/span><span style=\"font-size:12pt\">and <\/span><span style=\"font-size:12pt\"><strong>T-90 tanks<\/strong><\/span><span style=\"font-size:12pt\"> are examples of such flagship cooperation.<\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">Both sides concluded agreements on the supply of<\/span><span style=\"font-size:12pt\"><strong> S-400 air defence systems<\/strong><\/span><span style=\"font-size:12pt\">, construction of frigates under <\/span><span style=\"font-size:12pt\"><strong>Project 1135.6<\/strong><\/span><span style=\"font-size:12pt\"> and shareholders agreement on the formation of a joint venture to manufacture<\/span><span style=\"font-size:12pt\"><strong> Ka-226T helicopters<\/strong><\/span><span style=\"font-size:12pt\"> in India.<\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">The two countries also hold exchanges and training <\/span><span style=\"font-size:11pt\">e<\/span><span style=\"font-size:12pt\">xercises between their armed forces annually termed <\/span><span style=\"font-size:12pt\"><strong>INDRA<\/strong><\/span><span style=\"font-size:12pt\">.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<div>\n<table cellspacing=\"0\" style=\"border-collapse:collapse;
