and Triangular Cooperation (SSTC)<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Buenos Aires Plan of Action (BAPA), 1978<\/strong> enshrined principles of mutual respect, shared learning, and solidarity, far from being a transactional model among developing nations.<\/li>\n\n\n\n<li><strong>Nairobi Outcome Document (2009):<\/strong> It was negotiated in the <strong>UN High-Level Conference on South-South Cooperation<\/strong> in Nairobi, Kenya and adopted by the UNGA.\n<ul class=\"wp-block-list\">\n<li>It <strong>defined the principles<\/strong> guiding how cooperation <strong>among developing countries (South-South cooperation)<\/strong> operates, expanding beyond technical assistance to <strong>encompass political, institutional, and infrastructural cooperation<\/strong>.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>The South-South Cooperation (SSC)<\/strong> is defined as a process where <strong>two or more developing countries<\/strong> pursue individual or shared capacity development objectives through knowledge exchange, skills, resources, and technical know-how.\n<ul class=\"wp-block-list\">\n<li>It involves governments, regional organizations, civil society, academia, and the private sector.<\/li>\n\n\n\n<li>It acts as a <strong>complement<\/strong>, not a substitute, to North-South cooperation.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Triangular Cooperation<\/strong> is defined as \u2018Southern-driven partnerships between two or more developing countries, <strong>supported by a developed country or multilateral organization\u2019<\/strong>.\n<ul class=\"wp-block-list\">\n<li>It provides financial, technical, and experiential support to strengthen Southern partnerships and promote regional integration.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Key Principles of South-South Cooperation<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Common endeavor based on <strong>shared experiences, solidarity, and objectives<\/strong>.<\/li>\n\n\n\n<li>Respect for <strong>national sovereignty, ownership, and priorities<\/strong>.<\/li>\n\n\n\n<li>Partnerships among equals, free from conditionalities.<\/li>\n\n\n\n<li><strong>Mutual accountability and transparency<\/strong>, aligned with development essential services like health and education.\n<ul class=\"wp-block-list\">\n<li>SSTC provides homegrown, scalable solutions tailored to local realities\u2014from climate-smart agriculture to digital finance and health innovations.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Empowerment Through Solidarity: <\/strong>SSTC is built on mutual respect, shared learning, and sovereignty, unlike traditional aid models that often come with conditions.\n<ul class=\"wp-block-list\">\n<li>It fosters self-reliance and resilience, enabling countries to co-create solutions rather than depend on external prescriptions.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Catalyst for the SDGs:<\/strong> SSTC is a key engine for achieving the <strong><a href=\"https:\/\/www.nextias.com\/ca\/editorial-analysis\/19-06-2024\/world-lagging-on-sustainable-development-goals\" data-type=\"link\" class=\"wp-block-list\">\n<li><strong>Fragmentation and Lack of Coordination: <\/strong>Diverse political systems, economic priorities, and historical contexts often lead to fragmented efforts and difficulty in forming unified positions on global issues.\n<ul class=\"wp-block-list\">\n<li>It can dilute the impact of SSTC initiatives and hinder the creation of cohesive platforms for collaboration.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Limited Institutional Capacity:<\/strong> Many developing countries lack the technical, financial, and institutional capacity to implement and sustain SSTC projects.\n<ul class=\"wp-block-list\">\n<li>Fiscal constraints and evolving geopolitical dynamics pose serious challenges to collective action.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Funding and Resource Gaps:<\/strong> SSTC often relies on trust funds and voluntary contributions, such as the <strong>India-UN Development Partnership Fund<\/strong> or the <strong>IBSA Fund.<\/strong>\n<ul class=\"wp-block-list\">\n<li>These mechanisms are not always predictable or sufficient to meet growing development needs.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Political Will and Follow-Through:<\/strong> There are concerns about inconsistent follow-through on commitments, while countries like India have shown strong rhetorical support for SSTC.\n<ul class=\"wp-block-list\">\n<li>For example, the <strong>India-Africa Forum Summit<\/strong> has been<strong> overdue since 2015, <\/strong>raising questions about sustained engagement.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Triangular Cooperation Complexities:<\/strong> Involving developed countries or multilateral organizations adds value but introduces <strong>power asymmetries and bureaucratic hurdles<\/strong>.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Role of United Nations (UN) &amp; UNDP<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The <strong>United Nations<\/strong> commemorates SSTC on September 12, recognizing its role in fostering inclusive partnerships and sustainable development.<\/li>\n\n\n\n<li><strong>UN Office for South-South Cooperation (UNOSSC)<\/strong>: It supports coherence and coordination of SSC and TrC initiatives.<\/li>\n\n\n\n<li><strong>UNDP <\/strong>incorporated SSTC as a <strong>core working approach<\/strong> in its <strong>Strategic Plan (2014\u20132017).<\/strong>\n<ul class=\"wp-block-list\">\n<li>It serves as an <strong>operational arm<\/strong> to support SSTC at global, regional, and country levels.<\/li>\n\n\n\n<li>UNDP acts as Knowledge Broker, Capacity Development Supporter, and Partnership Facilitator.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>India\u2019s Role and Philosophy<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Vasudhaiva Kutumbakam <\/strong><strong><em>(the world is one family):<\/em><\/strong><em> <\/em><strong>India&#8217;s evolution from a food-deficit to a food-surplus economy <\/strong>\u2014 underpinned by one of the world&#8217;s largest food safety nets \u2014 illustrates the <strong>power of indigenous solutions.<\/strong>\n<ul class=\"wp-block-list\">\n<li>Its philosophy of <strong>Vasudhaiva Kutumbakam<\/strong><em> (the world is one family)<\/em> aligns with SSTC\u2019s values of inclusion and cooperation.<\/li>\n\n\n\n<li>India has emerged as a hub for cost-effective, locally relevant innovations in digital transformation, climate resilience, health systems, and sustainable financing.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Key Contributions:<\/strong>\n<ul class=\"wp-block-list\">\n<li>Hosting the Voice of the <strong>Global South Summits;<\/strong><\/li>\n\n\n\n<li>Securing permanent membership for the African Union during its G20 presidency;<\/li>\n\n\n\n<li>Establishing the D<strong>evelopment Partnership Administration;<\/strong><\/li>\n\n\n\n<li>Scaling the <strong>Indian Technical and Economic Cooperation (ITEC)<\/strong> programme in 160+ countries;<\/li>\n\n\n\n<li>Launching the <strong>India-UN Development Partnership Fund<\/strong> and sharing digital <strong>innovations such as Aadhaar and UPI <\/strong>globally.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>India-WFP Partnership: <\/strong>India and the <strong>World Food Programme (WFP<\/strong>) have co-created solutions with global relevance for more than six decades.
