class=\"wp-block-heading\"><strong>Challenges<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Poor Digital Infrastructure: <\/strong>Patchy internet connectivity, low broadband penetration, and unreliable electricity supply in rural areas hinder the progress.<\/li>\n\n\n\n<li><strong>Digital Literacy Gap:<\/strong> A large section of villagers, especially elderly lack digital skills leading to the fear of technology adoption.<\/li>\n\n\n\n<li><strong>Language and Content Barriers:<\/strong> Most digital platforms are in English or Hindi, leaving out regional language users.<\/li>\n\n\n\n<li><strong>Cybersecurity and Trust Deficit: <\/strong>Rural citizens are more vulnerable to digital frauds and scams due to the low awareness about data privacy and online safety.<\/li>\n\n\n\n<li><strong>Resistance to Change:<\/strong> Preference for traditional cash-based transactions and offline systems.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Government Initiatives<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>SabhaSaar: AI for Gram Sabha Meetings: <\/strong>Launched in 2025, SabhaSaar is an Artificial Intelligence (AI) tool that creates structured minutes of meetings from the audio or video of Gram Sabha and other Panchayat gatherings.<\/li>\n\n\n\n<li><strong>The SVAMITVA (Survey of Villages and Mapping with Improvised Technology in Village Areas) Scheme <\/strong>was launched in 2020.\n<ul class=\"wp-block-list\">\n<li>The scheme gives rural households legal ownership papers for the homes and land they occupy.&nbsp;<\/li>\n\n\n\n<li>Using drones and advanced mapping tools, it clearly marks property boundaries.&nbsp;<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>BharatNet:<\/strong> It was launched in2011, to bridge the digital divide.\n<ul class=\"wp-block-list\">\n<li>The project aims to deliver affordable, high-speed internet to every Gram Panchayat.&nbsp;<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>eGramSwaraj:&nbsp;<\/strong><\/li>\n<\/ul>\n\n\n<div class=\"wp-block-image\">\n<figure (NIC).\n<ul class=\"wp-block-list\">\n<li>It empowers rural communities by promoting transparency, accountability and citizen participation in Panchayat affairs.&nbsp;<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Gram Manchitra: Geo-Spatial Planning Tool: <\/strong>The Ministry of Panchayati Raj launched the Gram Manchitra Geographic Information System (GIS) application.\n<ul class=\"wp-block-list\">\n<li>It offers a unified digital map where officials can visualise developmental works across different sectors and align them with the Gram Panchayat Development Plan (GPDP).<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Conclusion<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>These reforms aim to make governance faster, more transparent and more inclusive.&nbsp;<\/li>\n\n\n\n<li>Tools now range from artificial intelligence (AI) meeting summarisers to geo-spatial mapping platforms, digital accounting systems and citizen-facing mobile apps.&nbsp;<\/li>\n\n\n\n<li>This shift also reflects the Government\u2019s broader vision under Digital India and Atmanirbhar
