{"id":55195,"date":"2025-09-25T21:14:30","date_gmt":"2025-09-25T15:44:30","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=55195"},"modified":"2025-09-27T12:41:13","modified_gmt":"2025-09-27T07:11:13","slug":"csir-scheme-on-cbhrd","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/25-09-2025\/csir-scheme-on-cbhrd","title":{"rendered":"CSIR Scheme on Capacity Building and Human Resource Development (CBHRD)"},"content":{"rendered":"\n<p><strong>Syllabus: GS3\/ Science and Technology<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Union Cabinet has approved the Department of Scientific and Industrial Research (DSIR) \/ Council of Scientific and Industrial Research (CSIR) Scheme on <strong>\u201cCapacity Building and Human Resource Development (CBHRD)\u201d.<\/strong>\n<ul class=\"wp-block-list\">\n<li>The scheme will have a total financial outlay of <strong>Rs. 2,277.397 crore<\/strong> for the Fifteenth Finance Commission Cycle (2021-22 to 2025-26).<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>About the Scheme<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Implementation: <\/strong>Managed by CSIR, the scheme will cover all R&amp;D institutions, national laboratories, Institutes of National Importance, Institutes of Eminence, and universities across India.<\/li>\n\n\n\n<li><strong>Objective: <\/strong>To provide a structured platform for young researchers to build careers in universities, industry, national R&amp;D laboratories, and academic institutions.<\/li>\n\n\n\n<li><strong>Focus Areas:<\/strong> The initiative targets growth in Science, Technology &amp; Engineering, Medical, and Mathematical Sciences (STEMM).<\/li>\n\n\n\n<li>The CBHRD scheme consolidates <strong>four sub-schemes:<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Doctoral and Postdoctoral Fellowships:<\/strong> Support for young researchers pursuing advanced studies.<\/li>\n\n\n\n<li><strong>Extramural Research Scheme, Emeritus Scientist Scheme, and Bhatnagar Fellowship Programme: <\/strong>Encouraging research excellence and mentorship.<\/li>\n\n\n\n<li><strong>Promotion and Recognition of Excellence through Award Schemes: <\/strong>Recognizing outstanding contributions in science and technology.<\/li>\n\n\n\n<li><strong>Knowledge Sharing through Travel and Symposia Grant Schemes: <\/strong>Facilitating exposure to global research environments and collaborative opportunities.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Government Initiatives to Promote Innovation<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Impacting Research Innovation &amp; Technology (IMPRINT):<\/strong> Encourages research and innovation in various engineering and technology domains.<\/li>\n\n\n\n<li><strong>VigyanDhara Scheme:<\/strong> Operationalised to strengthen India\u2019s <strong>STI ecosystem<\/strong> by enhancing <strong>S&amp;T infrastructure<\/strong>, developing well-equipped <strong>R&amp;D labs in academic institutions<\/strong>, and promoting research in <strong>critical sectors<\/strong>.<\/li>\n\n\n\n<li><strong>Atal Innovation Mission (AIM): <\/strong>It was set up by <strong>NITI Aayog in 2016 <\/strong>&nbsp;to promote a culture of innovation and entrepreneurship in India. AIM has created <strong>four programs<\/strong> to support these functions:\n<ul class=\"wp-block-list\">\n<li>Atal Tinkering Labs<\/li>\n\n\n\n<li>Atal Incubation Centers<\/li>\n\n\n\n<li>Atal New India Challenges and Atal Grand Challenges<\/li>\n\n\n\n<li>Mentor India.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong><a href=\"https:\/\/www.nextias.com\/ca\/current-affairs\/11-09-2024\/anusandhan-national-research-foundation-anrf\" data-type=\"link\" data-id=\"https:\/\/www.nextias.com\/ca\/current-affairs\/11-09-2024\/anusandhan-national-research-foundation-anrf\">Anusandhan National Research Foundation (ANRF)<\/a>,<\/strong> seeks to create a unified research ecosystem bridging science, humanities, and social sciences.<\/li>\n\n\n\n<li><strong>Research parks<\/strong> at IIT Delhi, IIT Guwahati, IIT Kharagpur, IIT Kanpur, IIT Chennai, have been established which provide an interface between entrepreneurship and Industry to establish their R&amp;D units in collaboration with students &amp; faculty members of the IITs.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>India&#8217;s Progress<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Global Standing:&nbsp;<\/strong>\n<ul class=\"wp-block-list\">\n<li>India secured the <strong>39th position<\/strong> among 133 global economies in the <strong>Global Innovation Index 2024<\/strong>, marking a significant improvement from its 81st rank in 2015.<\/li>\n\n\n\n<li>India is now among the<strong> top three countries globally<\/strong> in terms of scientific paper publications, according to data from the National Science Foundation (NSF), USA.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Growth in Startups: <\/strong>India has emerged as the<strong> third-largest startup ecosystem<\/strong> globally, with over 1.92 lakh startups, up from just 500 in 2014. This growth is attributed to supportive policies and a vibrant innovation landscape.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Challenges<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Funding Constraints:<\/strong> Despite robust government support, private sector investment in R&amp;D in India remains limited compared to global benchmarks, constraining large-scale innovation.<\/li>\n\n\n\n<li><strong>Talent Retention Challenges: <\/strong>The brain drain persists, as skilled researchers are often drawn abroad by better infrastructure, funding, and career advancement opportunities.<\/li>\n\n\n\n<li><strong>Global Competitiveness:<\/strong> India must accelerate its capabilities in frontier technologies such as quantum computing, artificial intelligence, deep-tech, and biotechnology to maintain and enhance its global standing.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Way Ahead<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India\u2019s concerted efforts in strengthening its research and innovation ecosystem reflect a strategic vision to become a global leader in science and technology.&nbsp;<\/li>\n\n\n\n<li>Continued focus on <strong>talent retention, technology commercialization, and global partnerships<\/strong> will ensure that India not only addresses national challenges but also contributes significantly to global scientific progress, driving sustainable growth and technological self-reliance.<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-background\" style=\"background-color:#ebecf0\"><tbody><tr><td><strong>Council of Scientific and Industrial Research(CSIR)<\/strong><br>&#8211; <strong>CSIR is a R&amp;D organization <\/strong>known for its cutting edge R&amp;D knowledge base in diverse S&amp;T areas.<br>&#8211; <strong>It was established <\/strong>as an autonomous body in<strong> 1942 <\/strong>and Headquartered in <strong>New Delhi.<\/strong><br>&#8211;
