{"id":54965,"date":"2025-09-23T20:26:18","date_gmt":"2025-09-23T14:56:18","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=54965"},"modified":"2025-09-25T15:21:13","modified_gmt":"2025-09-25T09:51:13","slug":"france-recognised-palestine-state","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/23-09-2025\/france-recognised-palestine-state","title":{"rendered":"France Recognised Palestine as a State"},"content":{"rendered":"\n<p><strong>Syllabus: GS2\/IR<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>France and several other Western nations<\/strong> formally declared their <strong>recognition of a Palestinian state at the United Nations.&nbsp;<\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>About<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>France\u2019s announcement comes as the <strong>United Kingdom, Canada, Australia and Portugal declared recognition recently.<\/strong>\n<ul class=\"wp-block-list\">\n<li>The move, however, is largely symbolic <strong>without support from the United States, <\/strong>which has the <strong>power to veto membership.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>The Israeli Prime Minister reiterated his position that <strong>there would be no Palestinian state and vowed to accelerate the creation of new settlements.<\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Attempt for Recognition of Palestine&nbsp;<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Earlier Attempts:<\/strong> Palestinian attempts for UN recognition as a full member state began in 2011.\n<ul class=\"wp-block-list\">\n<li>They are currently a non-member observer state, a status that was granted in 2012.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Recognition at UN: <\/strong>The path to becoming a member-state requires at least <strong>nine of the 15 members of the Security Council to vote in favor,<\/strong> and none of its five permanent members \u2013 the US, France, China, Britain and Russia \u2013\u202fto veto it.\n<ul class=\"wp-block-list\">\n<li>The US has frequently wielded its veto power in line with Israel\u2019s foreign policy, blocking a Security Council resolution.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>More than 145 UN member states<\/strong> had already recognized Palestinian statehood.\n<ul class=\"wp-block-list\">\n<li><strong>Algeria <\/strong>became the <strong>first country<\/strong> to officially recognise a Palestinian state on November 15, 1988.<\/li>\n\n\n\n<li>India formally recognised Palestinian statehood in 1988.<\/li>\n\n\n\n<li>At least <strong>45 countries<\/strong> including the United States reject the idea of Palestinian State.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img data-dominant-color=\"d8dfd6\" data-has-transparency=\"false\" loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"1024\" src=\"https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2025\/09\/Attempt-for-Recognition-of-Palestine-.webp\" alt=\"attempt for recognition of palestine\u00a0\" class=\"not-transparent wp-image-54968\" style=\"--dominant-color: #d8dfd6; width:440px;height:auto\" srcset=\"https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2025\/09\/Attempt-for-Recognition-of-Palestine-.webp 1024w, https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2025\/09\/Attempt-for-Recognition-of-Palestine--300x300.webp 300w, https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2025\/09\/Attempt-for-Recognition-of-Palestine--150x150.webp 150w, https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2025\/09\/Attempt-for-Recognition-of-Palestine--768x768.webp 768w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n<\/div>\n\n\n<h2 class=\"wp-block-heading\"><strong>Criteria to be Recognised as a Sovereign State<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Under the Montevideo Convention of 1933,<\/strong> officially the Convention on the Rights and Duties of States, there are several criteria before Palestine can be recognised as a sovereign state under international law. The process requires the state to have:\n<ul class=\"wp-block-list\">\n<li>A permanent population.<\/li>\n\n\n\n<li>A defined territory.<\/li>\n\n\n\n<li>An effective government and international relations.<\/li>\n\n\n\n<li>Formal diplomatic processes including embassies, ambassadors and treaties.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Current Status of Palestine<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Palestine has <strong>international recognition, <\/strong>diplomatic missions abroad and teams that compete in sporting competitions, including the Olympics.&nbsp;<\/li>\n\n\n\n<li>But because of its long-standing dispute with Israel, <strong>Palestine has no internationally agreed boundaries, no capital and no army.<\/strong><\/li>\n\n\n\n<li>Also, because of Israel&#8217;s military occupation in the West Bank, the Palestinian Authority (PA) which was set up in the wake of peace agreements in the 1990s <strong>does not have full control of its land or people.<\/strong><\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-background\" style=\"background-color:#ebecf0\"><tbody><tr><td><strong>What is the two-state solution?<\/strong><br>&#8211; <strong>UN 1947 Partition Plan:<\/strong> When the British mandate over Palestine ended, the UN partition plan in 1947 envisioned<strong> dividing the territory into Jewish and Arab states.&nbsp;<\/strong><br>&#8211; <strong>Arab War: <\/strong>Upon Israel\u2019s declaration of independence the following year, <strong>war erupted with its Arab neighbours<\/strong> and the plan was <strong>never implemented.&nbsp;<\/strong><br>1. More than half of the Palestinian population fled or were forced to flee.&nbsp;<br>2. Under a 1949 armistice, Jordan held control over the West Bank and East Jerusalem, and Egypt over Gaza.<br>3. The two-state solution has wide international support, but there is disagreement about how it would be implemented.<br>2. Israel\u2019s creation and expansion of settlements in the Occupied West Bank, which are illegal under international law, are seen as a major obstacle to this.<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What Does Recognition as a State Means?<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Diplomatic Meaning: <\/strong>Countries that recognize Palestine agree it has the right to exist as an independent state, separate from Israel.\n<ul class=\"wp-block-list\">\n<li>They may establish formal diplomatic relations i.e. embassies, ambassadors, treaties.<\/li>\n\n\n\n<li>Recognition strengthens Palestine\u2019s claim to sovereignty and self-determination.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Legal &amp;
