It outlines cooperation <strong>across 31 dialogue mechanisms<\/strong>, including:\n<ul class=\"wp-block-list\">\n<li><strong>Trade &amp; Investment:<\/strong> The EU is India\u2019s second-largest trading partner that has <strong>grown over 90% in the past decade.<\/strong>\n<ul class=\"wp-block-list\">\n<li>In FY 2023-24, <strong>Bilateral trade in Goods<\/strong> with the EU stood at US$135 billion (<strong>Exports<\/strong>: US$ 76Bn; <strong>Imports<\/strong>: US$ 59Bn).<\/li>\n\n\n\n<li><strong>Bilateral Trade in Services<\/strong> stood at US $53Bn (<strong>Exports<\/strong>: US$ 30Bn; <strong>Imports<\/strong>: US$ 23Bn).<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Security &amp; Defence:<\/strong> Joint naval exercises in the <strong>Gulf of Guinea (2023)<\/strong>, <strong>Gulf of Aden (2021)<\/strong>, and cooperation under <strong>Operation Atalanta<\/strong> highlight growing maritime collaboration.<\/li>\n\n\n\n<li><strong>Climate &amp; Sustainability:<\/strong><strong>India \u2013 EU Clean Energy and Climate Partnership (CECP)<\/strong> established in 2016 focuses on clean energy and climate-friendly technologies.\n<ul class=\"wp-block-list\">\n<li>Green Hydrogen, offshore wind energy, development of gas infrastructure in India, and reduction of methane emission are emerging areas of cooperation.<\/li>\n\n\n\n<li>EU is a partner organisation to the <strong>International Solar Alliance (ISA) <\/strong>since 2018 and joined the <strong>Coalition for Disaster Resilient Infrastructure (CDRI).<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Digital &amp; Technology: <\/strong>The establishment of the <strong>India\u2013EU Trade and Technology Council in 2022<\/strong> marked a new era of cooperation in digital governance, AI, and cybersecurity.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>High-Level Engagements: India and EU <\/strong>have met on the sidelines of major global events including the<strong> G20, G7, and several global forums.<\/strong>\n<ul class=\"wp-block-list\">\n<li>The EU College of Commissioners\u2019 visit to India in February 2025 further reinforced the strategic importance of the partnership.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>EU\u2019s Perspective on the Partnership<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The EU and India are accelerating negotiations on a <strong>Free Trade Agreement (FTA)<\/strong>, <strong>Investment Protection Agreement (IPA)<\/strong>, and <strong>Geographical Indications (GI) Agreement<\/strong>. Key highlights include:\n<ul class=\"wp-block-list\">\n<li>Both are committed to<strong> finalize the FTA <\/strong>and <strong>launch a new security and defence pact by the end of 2025 <\/strong>to elevate their strategic partnership.<\/li>\n\n\n\n<li><strong>Market Access<\/strong>: Strengthening India\u2019s integration into European value chains while improving EU exporters\u2019 access to Indian markets.<\/li>\n\n\n\n<li><strong>Sustainability<\/strong>: Embedding commitments on climate action, green technologies, and responsible supply chains.<\/li>\n\n\n\n<li><strong>Digital Trade<\/strong>: Cooperation on secure and open digital ecosystems.<\/li>\n\n\n\n<li><strong>Strategic Autonomy<\/strong>: Both aim to reduce dependency on single-source suppliers by diversifying trade.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>India\u2019s Standpoint<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India views the EU as a <strong>reliable partner for technology transfer, green hydrogen, and digital innovation<\/strong>. Challenges Ahead<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Trade Negotiations &amp; Tariff Barriers: <\/strong>India\u2019s protective tariffs and EU\u2019s agricultural, cars, alcohol, and dairy products subsidies remain contentious.\n<ul class=\"wp-block-list\">\n<li>The EU has raised concerns that<strong>India\u2019s Qualitative Control Orders (QCOs)<\/strong> may <strong>act as non-tariff barriers,<\/strong> especially if they disproportionately affect European exports like automobiles, dairy, and wine.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Russia Factor: <\/strong>The EU has raised concerns over India\u2019s close engagement with Russia, citing <strong>participation in the Zapad-2025 Military Exercises<\/strong> and <strong>continued purchases of Russian oil.<\/strong><\/li>\n\n\n\n<li><strong>Strategic Disconnect:<\/strong> The relationship is often described as \u2018high on promise, short on delivery\u2019.<\/li>\n\n\n\n<li><strong>Institutional Gaps &amp; Standards Alignment:<\/strong> Differences in digital governance, data protection, and green standards pose hurdles to deeper cooperation.\n<ul class=\"wp-block-list\">\n<li>India seeks flexibility, while the EU pushes for stringent regulatory alignment, especially in areas like AI, cybersecurity, and sustainability.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Way Forward<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Renewal of Strategic Roadmap:<\/strong> A <strong>new five-year roadmap<\/strong> is expected to be launched at the next India\u2013EU Summit in <strong>early 2026, <\/strong>with <strong>key focus areas<\/strong> like <strong>supply chain resilience, critical minerals, digital governance, and defence cooperation.<\/strong><\/li>\n\n\n\n<li><strong>Deepening Strategic Convergence: <\/strong>Both sides are aligning on <strong>China de-risking, Indo-Pacific engagement, and technology sovereignty.<\/strong>\n<ul class=\"wp-block-list\">\n<li>India\u2019s demographic dividend and EU\u2019s innovation ecosystem offer complementary strengths.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Institutional Strengthening: <\/strong>Expansion of the India\u2013EU Trade and Technology Council (TTC);<\/li>\n\n\n\n<li><strong>Balancing Domestic Priorities &amp;
