class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>The Confederation of Indian Industry (CII) <\/strong>has unveiled a proposed <strong>National Framework<\/strong> for<strong> Global Capability Centres (GCCs).<\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What are Global Capability Centres?<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Global In-house Centres or Captives (GICs) or Global Capability Centres (GCCs)<\/strong>, are mainly offshore centres established by<strong> global level firms\/MNCs<\/strong> to <strong>provide various services to their parent organisations.&nbsp;<\/strong><\/li>\n\n\n\n<li>These centres operate as<strong> internal organisations within the global corporate<\/strong> structure, providing specialised solutions such as <strong>IT services, Research and Development (R&amp;D), customer support and other business tasks.&nbsp;<\/strong><\/li>\n\n\n\n<li>GCCs have evolved from being <strong>cost-saving centres<\/strong> that were largely <strong>set up to gain from lower labour costs<\/strong> to becoming<strong> strategic hubs<\/strong> that encourage innovation and lead to value creation, over the past couple of decades.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>India\u2019s GCC Landscape<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India already hosts <strong>more than 1,800 GCCs<\/strong> employing <strong>2.16 million professionals<\/strong> and contributing about<strong> $68 billion<\/strong> in direct gross value addition (GVA), which roughly works out as<strong> 1.8% of GDP.<\/strong><\/li>\n\n\n\n<li>According to the CII framework, <strong>by 2030<\/strong> the number of centres <strong>could rise to 5,000<\/strong>, generating<strong> $154\u2013199 billion in direct GVA.&nbsp;<\/strong>\n<ul class=\"wp-block-list\">\n<li>Including indirect and induced effects<strong>, the overall impact could touch $470\u2013600 billion.<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large is-resized\"><img data-dominant-color=\"e6e9e7\" class=\"wp-block-list\">\n<li><strong>Employment potential:<\/strong> By 2030, it could translate into <strong>20\u201325 million jobs, <\/strong>including <strong>4\u20135 million high-quality direct roles<\/strong> in areas such as artificial intelligence, engineering R&amp;D, cybersecurity and digital platforms.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Drivers of GCC Growth in India<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Talent Hub:<\/strong> India is known globally for its diverse pool of talent with expertise in domains ranging from IT, engineering, analytics, and finance.\n<ul class=\"wp-block-list\">\n<li>The availability of a skilled workforce has enabled GCCs to implement high-value and complex projects in India.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Technological innovations: <\/strong>ML, AI, Internet of Things (IoT) and blockchain are some of the advanced technologies that have been adapted rapidly.\n<ul class=\"wp-block-list\">\n<li>This in turn has enabled GCCs in India to deliver innovative solutions and digitally transform their parent companies.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Strategically focused:<\/strong> From being known as a cost-saving centre to becoming a strategic hub, over the years, MNCs have recognised the potential of setting up GCCs in India.\n<ul class=\"wp-block-list\">\n<li>These centres are now viewed as a strategic asset that enables businesses to drive growth, improve operational efficiency and gain competitive advantages.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Government support:<\/strong> Various reforms of the Indian government, such as the Digital India Campaign aimed at enabling ease of doing business, have contributed to making a favourable environment in India for the growth of GCCs.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Recommendations by CII<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Investment facilitation:<\/strong> The policy recommends legislatively backed Digital Economic Zones with \u201cplug-and-play physical and digital infrastructure, harmonised regulations and competitive incentives.\u201d&nbsp;<\/li>\n\n\n\n<li><strong>National Portal:<\/strong> It calls for a National Single Window Portal to provide seamless approvals, supported by a three-tier governance system anchored by a National GCC Council.<\/li>\n\n\n\n<li><strong>Expansion:<\/strong> It suggests expanding GCCs beyond <strong>India\u2019s six metro hubs.&nbsp;<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Tier-2 and Tier-3<\/strong> cities such as Coimbatore, Kochi, Indore, Jaipur, and Bhubaneswar are flagged as future growth centres, offering lower costs, rising digital talent and better retention rates.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Concessional Corporate Tax:<\/strong> The government should consider offering concessional corporate tax rates or tax holidays to GCCs set up within the notified special economic zones.\n<ul class=\"wp-block-list\">\n<li>It also called for the harmonisation of permanent establishment rules.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Clarification on Services: <\/strong>The government should also provide clarification on the nature of services being provided by the GCCs, thereby removing them from the category of \u2018intermediary\u2019.\n<ul class=\"wp-block-list\">\n<li>This will help expedite goods and services tax (GST) refunds and detailed scrutiny by authorities on tax refund applications.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>To support the talent requirement of these GCCs,<\/strong> the government\u2019s national policy should aim to develop specialised talent that aligns with the sector\u2019s demands.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Way Ahead<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Global capability centres have <strong>transformed<\/strong> the landscape for corporations in India by <strong>shifting the perspective <\/strong>of viewing India as a cost-saving medium to a <strong>hub of innovation and strategic value.<\/strong>&nbsp;<\/li>\n\n\n\n<li>GCCs in India have enabled <strong>economic growth, job creation and regional development<\/strong> by utilising the country\u2019s skilled workforce, technological advantage, and supportive government policies.&nbsp;<\/li>\n\n\n\n<li>GCCs can drive sustainable growth and <strong>contribute<\/strong> to India\u2019s goal of becoming a <strong>US$ 5 trillion economy<\/strong> through continued innovation, collaboration, and investment in talent and
