{"id":52381,"date":"2025-08-27T19:28:28","date_gmt":"2025-08-27T13:58:28","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=52381"},"modified":"2025-08-29T10:58:25","modified_gmt":"2025-08-29T05:28:25","slug":"census-pvtg-count-separately-mota","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/27-08-2025\/census-pvtg-count-separately-mota","title":{"rendered":"Census To Count Particularly Vulnerable Tribal Groups Separately: MoTA"},"content":{"rendered":"\n<p><strong>Syllabus: GS1\/Tribal Groups<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Ministry of Tribal Affairs (MoTA) has written to the Registrar General and Census Commissioner, urging that<strong> particularly vulnerable tribal groups (PVTGs) be separately enumerated in the upcoming census.<\/strong>\n<ul class=\"wp-block-list\">\n<li>While data on Scheduled Tribes was collected during the 2011 Census, <strong>data separately for PVTGs was not collected.<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Who are Particularly Vulnerable Tribal Groups (PVTGs)?<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>In 1973, the <strong>Dhebar Commission<\/strong> set up a separate category for <strong>Primitive Tribal Groups (PTGs)<\/strong>.\n<ul class=\"wp-block-list\">\n<li><strong>In 1975,<\/strong> the Union identified 52 tribal groups as PTGs.&nbsp;<\/li>\n\n\n\n<li><strong>In 1993,<\/strong> 23 more groups were added to the list. Later, in 2006, these groups were named PVTGs.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>PVTGs are a<strong> more vulnerable group<\/strong> among tribal groups in India.\n<ul class=\"wp-block-list\">\n<li>These groups have primitive traits, geographical isolation, low literacy, zero to negative population growth rate, and backwardness.&nbsp;<\/li>\n\n\n\n<li>Moreover, they are largely dependent upon hunting for food and a pre-agriculture level of technology.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Out of more than 700 tribal communities,<\/strong> there are <strong>75 tribal communities identified as PVTGs <\/strong>residing in 18 States and the Union Territory of Andaman\u202fand Nicobar Islands.\n<ul class=\"wp-block-list\">\n<li>As per the Ministry of Tribal Affairs, the PVTG population is estimated to be <strong>45.56 lakh.&nbsp;<\/strong><\/li>\n\n\n\n<li><strong>Madhya Pradesh, Maharashtra, and Andhra Pradesh<\/strong> are the top three in terms of PVTG population.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Challenges Faced by the PVTGs<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Marginalisation: <\/strong>Due to their isolation, small population size, and distinct socio-economic and cultural traits.<\/li>\n\n\n\n<li><strong>Limited Access to Services:<\/strong> Poor access to healthcare, education, and other basic facilities.<\/li>\n\n\n\n<li><strong>Discrimination and Vulnerability:<\/strong> Subject to social discrimination and displacement from development projects and natural disasters.<\/li>\n\n\n\n<li><strong>Lack of Political Representation:<\/strong> Minimal role in decision-making due to low political visibility.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Why the Census Matters?<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Better Resource Allocation:<\/strong> Helps the government to channel resources effectively for infrastructure, healthcare, and education.<\/li>\n\n\n\n<li><strong>Targeted Welfare Schemes:<\/strong> It will enable the design and delivery of focused development programmes.<\/li>\n\n\n\n<li><strong>Improved Planning:<\/strong> Provides data for long-term development strategies and policy decisions.<\/li>\n\n\n\n<li><strong>Support for Research and Governance: <\/strong>Offers reliable information for the judiciary, policymakers, and scholars to study trends in migration, urbanisation, employment, and fertility.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Government Initiatives<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>PM-JANMAN Scheme: <\/strong>It was launched on the occasion of <strong><a href=\"https:\/\/www.nextias.com\/ca\/current-affairs\/11-11-2021\/janjatiya-gaurav-divas\" data-type=\"link\" data-id=\"https:\/\/www.nextias.com\/ca\/current-affairs\/11-11-2021\/janjatiya-gaurav-divas\">Janjatiya Gaurav Divas<\/a><\/strong> in 2023 in Jharkhand, targeting 75 PVTGs communities.\u00a0<\/li>\n<\/ul>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img data-dominant-color=\"cdb3a2\" data-has-transparency=\"false\" loading=\"lazy\" decoding=\"async\" width=\"885\" height=\"444\" src=\"https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2025\/08\/pm-janman-objectives.png\" alt=\"pm-janman-objectives\" class=\"not-transparent wp-image-52383\" style=\"--dominant-color: #cdb3a2; width:493px;height:auto\" srcset=\"https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2025\/08\/pm-janman-objectives.png 885w, https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2025\/08\/pm-janman-objectives-300x151.png 300w, https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2025\/08\/pm-janman-objectives-768x385.png 768w\" sizes=\"auto, (max-width: 885px) 100vw, 885px\" \/><\/figure>\n<\/div>\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Particularly Vulnerable Tribal Groups (PVTGs) Development Program: <\/strong>The PVTG program targets the most vulnerable tribal communities, focusing on improving access to healthcare, education, clean water, and electricity.\n<ul class=\"wp-block-list\">\n<li>Around 7 lakh PVTG families across 22,000 habitations in 200 districts benefit from comprehensive development plans under this initiative.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Conclusion<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>PVTGs are one of the most marginalized and socio-economically backward vulnerable sections of the population.
