The members could ask questions, introduce resolutions, and vote on demands for grants.\n<ul class=\"wp-block-list\">\n<li>However, the Governor-General retained veto powers and could certify bills even without Assembly approval.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>The CLA was dissolved<\/strong> on August 14, 1947, with the establishment of India&#8217;s independence and the formation of the Constituent Assembly.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>About Vitthalbhai Patel<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Contribution as Speaker (1925\u20131930): <\/strong>In 1925, he became the first Indian to be elected as President (Speaker) of the Central Legislative Assembly.\n<ul class=\"wp-block-list\">\n<li>He asserted the<strong> independence of the legislature from the executive<\/strong>, laying the foundations for parliamentary autonomy.<\/li>\n\n\n\n<li>He created the <strong>Legislative Department,<\/strong> an innovation that was later accepted by the Constituent Assembly and continues under presiding officers in both Parliament and State legislatures.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Climbing the Political Ladder: <\/strong>He won a seat in the<strong> Bombay Legislative Council (1912) <\/strong>after securing eligibility through property ownership.\n<ul class=\"wp-block-list\">\n<li>Advocated <strong>free and compulsory elementary education (1917)<\/strong> for Bombay Presidency\u2014though the Bill was never implemented, it reflected his reformist zeal.<\/li>\n\n\n\n<li>Entered the <strong>Imperial Legislative Assembly in 1920,<\/strong> where he became one of the most active members, posing 62 questions in a single session.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Differences with Gandhiji:<\/strong> He disagreed with Mahatma Gandhi\u2019s suspension of the Non-Cooperation Movement in 1922.\n<ul class=\"wp-block-list\">\n<li>He became a founding member of the <strong>Swaraj Party (1923)<\/strong>, a <strong>\u201cpro-changer\u201d group<\/strong> that believed in entering legislatures to expose colonial rule from Lok Sabha derives much of its institutional legacy from the President of the Central Legislative Assembly during colonial times.<\/li>\n\n\n\n<li>Thus, Vitthalbhai Patel is often seen as a
