{"id":51864,"date":"2025-08-21T21:15:02","date_gmt":"2025-08-21T15:45:02","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=51864"},"modified":"2025-08-23T15:13:01","modified_gmt":"2025-08-23T09:43:01","slug":"renewable-consumption-obligation-framework","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/21-08-2025\/renewable-consumption-obligation-framework","title":{"rendered":"Renewable Consumption Obligation Framework"},"content":{"rendered":"\n<p><strong>Syllabus: GS3\/ Energy<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Union Ministry of Power, under the Energy Conservation Act (2001), has released a revised draft notification introducing the <strong>Renewable Consumption Obligation (RCO).<\/strong>\n<ul class=\"wp-block-list\">\n<li>It marks a paradigm shift from the earlier Renewable Purchase Obligation (RPO) that focused on procurement, to binding consumption-based renewable targets.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What is Renewable Consumption Obligation (RCO)?<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Binding Targets:<\/strong> It requires distribution companies (discoms), open access consumers, and captive power users to source <strong>29.91%\u201343.33%<\/strong> of energy from renewables by <strong>2030.<\/strong><\/li>\n\n\n\n<li><strong>Categories Covered:<\/strong>\n<ul class=\"wp-block-list\">\n<li>Distributed renewable energy (rooftop solar, virtual net metering, behind-the-meter installations).<\/li>\n\n\n\n<li>Wind energy.<\/li>\n\n\n\n<li>Hydro energy (including projects abroad, with approval).<\/li>\n\n\n\n<li>Other renewables ( biomass co-firing, municipal solid waste).<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Differentiated Targets: <\/strong>For hilly &amp; Northeastern states, distributed renewable energy targets are set at half the national rate, recognising geographical constraints.<\/li>\n\n\n\n<li><strong>Compliance Mechanisms:<\/strong>\n<ul class=\"wp-block-list\">\n<li>Direct renewable energy consumption.<\/li>\n\n\n\n<li>Purchase of Renewable Energy Certificates (RECs).<\/li>\n\n\n\n<li><strong>Buyout option:<\/strong> A consumer can pay a buyout price fixed by the Central Electricity Regulatory Commission (CERC). However this acts like a penalty payment, but it does not lead to any actual renewable energy being generated.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Significance of the RCO Framework<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Shift from Procurement to Consumption:<\/strong> Ensures actual renewable energy use rather than symbolic compliance.<\/li>\n\n\n\n<li><strong>Distributed Energy Emphasis:<\/strong> Targets for rooftop solar and small-scale projects to&nbsp; rise from 1.5% in 2024-25 to 4.5% by 2029-30, potentially democratising energy production by involving households, local communities, and smaller developers.<\/li>\n\n\n\n<li><strong>Investment Certainty: <\/strong>Creates predictable demand for renewable developers, likely to attract investment.<\/li>\n\n\n\n<li><strong>Climate Commitments:<\/strong> Aligned with India\u2019s target of achieving 50% cumulative electric power from non-fossil fuel-based energy resources by 2030.<\/li>\n\n\n\n<li><strong>Consumer Coverage: <\/strong>Over 100 discoms and thousands of captive\/open access users included, bringing wide compliance scope.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Legal and Structural Challenges<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Weak Enforcement in past: <\/strong>In past RPO audits, only 6 of 24 states imposed penalties despite significant non-compliance.\n<ul class=\"wp-block-list\">\n<li>It suggests systemic reluctance by regulators to enforce penalties on powerful discoms\/industries.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Unclear Legal Authority of CERC in Buyout Clause:<\/strong> The RCO framework allows consumers to \u201cbuy out\u201d their obligation by paying a price set by the<strong> Central<\/strong> <strong>Electricity Regulatory Commission (CERC).<\/strong>\n<ul class=\"wp-block-list\">\n<li>However the <strong>Energy Conservation Act, 2001<\/strong>, under which RCO is notified, does not give CERC any role. The CERC\u2019s powers come from the Electricity Act, 2003.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Overlapping Enforcement Authorities: <\/strong>The framework allows three different authorities to take action in case of non-compliance, which can create confusion, duplication, or conflict in enforcement.\n<ul class=\"wp-block-list\">\n<li>Bureau of Energy Efficiency (BEE) at the central level.<\/li>\n\n\n\n<li>State Designated Agencies (SDAs).<\/li>\n\n\n\n<li>Other state-appointed officers\/persons.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Reporting and Timeline Gaps:<\/strong> While RCO requires submission of energy accounts and compliance reports, there are no strict penalties for late reporting.
