{"id":51622,"date":"2025-08-19T20:32:06","date_gmt":"2025-08-19T15:02:06","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=51622"},"modified":"2025-08-19T20:32:23","modified_gmt":"2025-08-19T15:02:23","slug":"india-africa-uae-trilateral-framework","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/19-08-2025\/india-africa-uae-trilateral-framework","title":{"rendered":"The India-Africa-UAE Trilateral Framework"},"content":{"rendered":"\n<p><strong>Syllabus: GS2\/ International Relations<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Against the backdrop of BRICS 2026 in India, a stronger India\u2013Africa\u2013UAE (IAU) trilateral framework is emerging with the entry of new members including the UAE, Egypt, and Ethiopia in the group.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Background<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The India-Africa-UAE trilateral partnership is an<strong> evolving concept focused on strengthening economic cooperation and connectivity,<\/strong> particularly in the areas of trade, investment, and infrastructure development.&nbsp;<\/li>\n\n\n\n<li>Back in <strong>2019<\/strong>, India and the United Arab Emirates (UAE) signed a Memorandum of Understanding on development cooperation in Africa.<\/li>\n\n\n\n<li>The evolution is reflected in initiatives such as the <strong>Bharat Africa Setu<\/strong>, conceptualised in <strong>2025<\/strong>.\n<ul class=\"wp-block-list\">\n<li>It is a trade ecosystem launched by <strong>India and DP World (UAE) <\/strong>to double India\u2013Africa trade by leveraging logistics, export finance, and certification services.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Existing Bilateral Ties<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>India and the UAE<\/strong> signed a <strong>Comprehensive Economic Partnership Agreement (CEPA) in 2022<\/strong>.\n<ul class=\"wp-block-list\">\n<li><strong>Aim:<\/strong> Raise non-oil trade to <strong>US$ 100 billion<\/strong> annually by <strong>2027<\/strong>. Already, bilateral trade has reached <strong>US$57.8 billion<\/strong> in non-oil trade (US$85 billion including oil).<\/li>\n\n\n\n<li><strong>Sectors unlocked: <\/strong>Renewable energy, civil nuclear cooperation, fintech, logistics, aviation, food security, critical minerals, space, and advanced technologies.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>UAE and Africa:<\/strong> Gulf countries invested over <strong>US$100 billion in Africa <\/strong>(2012\u20132022), with the <strong>UAE leading<\/strong> the pack.\n<ul class=\"wp-block-list\">\n<li>UAE investments surpass those of <strong>China, France, and the UK<\/strong>, extending beyond traditional sectors into food parks, agri-tech, fintech, and renewable energy.<\/li>\n\n\n\n<li>The UAE is also backing new economic zones in key African states, such as the <strong>digital incubator ecosystem in Ghana.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>India and Africa: <\/strong>India has long-standing cultural and historical ties with African countries, but current trade levels remain modest. Africa accounts for <strong>6%<\/strong> of India\u2019s exports and <strong>5.6%<\/strong> of imports.\n<ul class=\"wp-block-list\">\n<li><strong>Demographic synergy:<\/strong> India\u2019s demographic dividend peaks by 2041 whereas Africa will see over 60% of its population in working age by 2050, making it the next global growth hub.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Pillars of the IAU Trilateral Cooperation<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Industrial and Technological Cooperation<\/strong>\n<ul class=\"wp-block-list\">\n<li>Co-development in <strong>agritech, edtech, fintech, AI-based learning, clean energy<\/strong>, and advanced manufacturing.<\/li>\n\n\n\n<li>Platforms for joint intellectual property,<strong> innovation sandboxes<\/strong>, and start-up exchanges.<\/li>\n\n\n\n<li><strong>Bharat Mart (Dubai) <\/strong>will provide Indian SMEs and women-led enterprises a global export hub.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Investment and Financing Collaboration<\/strong>\n<ul class=\"wp-block-list\">\n<li>Integration of India\u2019s <strong>GIFT City, UAE\u2019s DIFC<\/strong>, and emerging African hubs <strong>(Lagos\/Kigali\/Nairobi)<\/strong> for seamless capital flows.<\/li>\n\n\n\n<li>Potential joint investment fund for SMEs, startups, and infrastructure.<\/li>\n\n\n\n<li>Cross-border digital payment integration through <strong>UPI\u2013RuPay<\/strong> connectivity.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Research, Vocational and Academic Partnerships<\/strong>\n<ul class=\"wp-block-list\">\n<li>Academic partnerships, fellowship exchanges, and vocational upskilling.<\/li>\n\n\n\n<li>Growing number of African students in India and institutional tie-ups with UAE universities.<\/li>\n\n\n\n<li>Cultural festivals, tourism exchanges, and heritage commerce.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Strategic and Geopolitical Significance<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Leadership in the Global South:<\/strong> The trilateral framework represents a fresh model of South\u2013South cooperation, showcasing how emerging powers can shape global governance.<\/li>\n\n\n\n<li><strong>Strengthening Supply Chain Resilience: <\/strong>By diversifying trade and connectivity routes, the partnership helps reduce excessive reliance on Western-dominated or China-centric supply chains.<\/li>\n\n\n\n<li><strong>Enhanced Security Collaboration: <\/strong>The three regions can work together on maritime safety in the Indian Ocean, as well as emerging domains like cyber defense and counter-terrorism.<\/li>\n<\/ul>\n\n\n\n<h2
