They occur where the water table is at or near the surface of the land, or where the land is covered by water.<br>&#8211; Wetlands take many forms including rivers, marshes, bogs, mangroves, mudflats, ponds, swamps, billabongs, lagoons, lakes, and floodplains.\u00a0<br>1. Most large wetland areas often include a combination of different types of freshwater systems.<br><strong>Convention on <\/strong><a href=\"https:\/\/www.nextias.com\/ca\/editorial-analysis\/01-03-2025\/mainstreaming-wetland-conservation-necessity\"><strong>Wetlands<\/strong><\/a><br>&#8211; It is the intergovernmental treaty that provides the framework for the conservation and wise use of wetlands and their resources.\u00a0<br>&#8211; It was adopted in the<strong> Iranian city of Ramsar in 1971<\/strong> and came into force in 1975.\u00a0<br>1. Since then, almost 90% of UN member states, from all the world\u2019s geographic regions, have acceded to become \u201cContracting Parties\u201d<br>&#8211; India is one of the Contracting Parties to Ramsar Convention, signed in Ramsar, Iran, in 1971. India became a signatory to the convention on 1st February 1982.<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>15th Meeting of the Ramsar Convention (COP15)<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The <strong>Ramsar COP15 <\/strong>conference in Zimbabwe attended by some 3,000 delegates, was the second time that Africa has played host to a Ramsar Convention conference after Uganda hosted COP9 in 2005.\n<ul class=\"wp-block-list\">\n<li>The conference, themed &#8220;<strong>Protecting <\/strong><a href=\"https:\/\/www.nextias.com\/ca\/editorial-analysis\/01-03-2025\/mainstreaming-wetland-conservation-necessity\"><strong>Wetlands <\/strong><\/a><strong>for Our Common Future&#8221;, <\/strong>gathered global stakeholders to address freshwater ecosystem threats.\u00a0<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>COP16 will be hosted by <strong>Panama <\/strong>in 2028.\n<ul class=\"wp-block-list\">\n<li>Zimbabwe took over the three-year Ramsar Convention on Wetlands presidency from China.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Major Outcomes\u00a0<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>At COP15 of the Ramsar Convention, all 13 proposed resolutions were adopted, marking significant progress in global <a href=\"https:\/\/www.nextias.com\/ca\/editorial-analysis\/01-03-2025\/mainstreaming-wetland-conservation-necessity\">wetland <\/a>protection and restoration.\u00a0<\/li>\n\n\n\n<li>The resolutions focused on<strong> national action, monitoring, capacity building<\/strong>, integrating wetlands into climate adaptation, and disaster risk reduction.<\/li>\n\n\n\n<li>A key outcome was the<strong> Victoria Falls Declaration<\/strong>, emphasizing political will, resource mobilisation, and investment in sustainable wetland management.<\/li>\n\n\n\n<li>Its Highlights include commitments to <strong>restore degraded freshwater ecosystems<\/strong>, <strong>protect migratory birds, <\/strong>and <strong>adopt clearer criteria<\/strong> for designating Wetlands of International Importance.<\/li>\n\n\n\n<li>A new<strong> strategic plan with four goals and 18 targets <\/strong>was approved, though a major breakthrough in long-term financing was not achieved.\u00a0<\/li>\n\n\n\n<li>The core budget was increased by 4.1% to CHF 15.5 million for 2025\u20132027.\n<ul class=\"wp-block-list\">\n<li>Additional resolutions addressed equitable governance, urban wetlands, traditional knowledge, and youth engagement.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>India\u2019s Position\u00a0<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>At the Ramsar COP15 in Victoria Falls, Zimbabwe, India successfully introduced and passed a resolution titled \u2018Promoting Sustainable Lifestyles for the Wise Use of Wetlands\u2019.<\/li>\n\n\n\n<li>The resolution, widely supported by 172 Ramsar Contracting Parties and international organizations, emphasizes the critical role of individual and societal choices in wetland conservation and promotes a \u2018whole-of-society\u2019 approach.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Importance\u00a0\u00a0<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Wetlands are among the most productive and valuable ecosystems on Earth, supporting rich biodiversity and providing essential services such as<strong> water supply, food production, flood control, and climate regulation.\u00a0<\/strong><\/li>\n\n\n\n<li>They are critical for the survival of numerous species and offer major economic benefits through fisheries, agriculture, timber, energy, and tourism.\u00a0<\/li>\n\n\n\n<li>They also hold deep cultural and spiritual significance for many communities.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Threats\u00a0<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Wetlands face threats from pollution, climate change, dams, agriculture and aquaculture, and development<\/li>\n\n\n\n<li>Despite their importance, wetlands are under severe threat due to drainage, pollution, overuse, and land conversion.\u00a0<\/li>\n\n\n\n<li>Global freshwater demand has drastically increased, contributing to water stress in many regions, with climate change further intensifying the crisis.<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-background\" style=\"background-color:#fff2cc\"><tbody><tr><td><strong>Wetlands in India<\/strong><br>&#8211; In June 2025, two more wetlands from India were added to the list of <strong>Ramsar sites, taking the number of such sites in the country to 91.<\/strong>\u00a0<br>1. The latest to join the list of Ramsar sites in India are Khichan in Phalodi and Menar in Udaipur, both in Rajasthan.<br>&#8211; India is home to a rich diversity of wetlands, many of which hold cultural and religious significance.<br>1.
