90th Session"},"content":{"rendered":"<p><span style=\"font-size:12pt\"><strong>In News<\/strong><\/span><\/p>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">The Union Home minister recently addressed the concluding session of the 90th INTERPOL General Assembly.<\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">This session was hosted by India in New Delhi.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><span style=\"font-size:13pt\"><strong>India\u2019s recommendations for INTERPOL<\/strong><\/span><\/p>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">Setting up of permanent platforms:<\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">India recommended to Interpol that setting up <\/span><span style=\"font-size:12pt\"><strong>permanent counter-terrorism and anti-narcotics real-time information exchange platforms<\/strong><\/span><span style=\"font-size:12pt\">.<\/span>\n<ul>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\">These platforms would further strengthen the <\/span><span style=\"font-size:12pt\"><strong>coordination and sustained action<\/strong><\/span><span style=\"font-size:12pt\"> by the member countries against the global menaces.<\/span><\/li>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\">For a united response,<\/span><\/li>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\">India is also committed to extending all possible <\/span><span style=\"font-size:12pt\"><strong>technical and manpower assistance<\/strong><\/span><span style=\"font-size:12pt\"> to the global police organisation in this regard.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">A similar approach was required to ensure effective action against the <\/span><span style=\"font-size:12pt\"><strong>international drug trafficking networks<\/strong><\/span><span style=\"font-size:12pt\">, for which\u00a0<\/span>\n<ul>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\"><strong>Deeper cooperation <\/strong><\/span><span style=\"font-size:12pt\">among the countries,<\/span><span style=\"font-size:12pt\"><strong>\u00a0<\/strong><\/span><\/li>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\"><strong>Intelligence-based operations<\/strong><\/span><span style=\"font-size:12pt\">,\u00a0<\/span><\/li>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\">Regional maritime security accords and\u00a0<\/span><\/li>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\">Efficient anti-money laundering system were also essential.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">Good and bad terrorism:<\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">Describing terrorism as the worst form of human rights violation, the Home Minister said <\/span><span style=\"font-size:12pt\"><strong>a general consensus<\/strong><\/span><span style=\"font-size:12pt\"> would have to be developed on the <\/span><span style=\"font-size:12pt\"><strong>definitions of \u201cterrorism\u201d and \u201cterrorist\u201d<\/strong><\/span><span style=\"font-size:12pt\">.\u00a0<\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">The<\/span><span style=\"font-size:12pt\"><strong> narratives of \u201cgood\u201d and \u201cbad\u201d terrorism<\/strong><\/span><span style=\"font-size:12pt\"> and<\/span><span style=\"font-size:12pt\"><strong> \u201csmall\u201d and \u201cbig\u201d terrorism<\/strong><\/span><span style=\"font-size:12pt\"> would weaken the fight against the threat which was high on Interpol\u2019s priority list.\u00a0<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">Plan of Action:<\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">Shah also suggested that Interpol <\/span><span style=\"font-size:12pt\"><strong>prepare a plan for the next 50 years<\/strong><\/span><span style=\"font-size:12pt\"> on the basis of its experience and achievements of the past 100 years.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><strong>India\u2019s efforts in combating crimes:<\/strong><\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">Establishment of National Forensic Science University; an inter-operable criminal justice system; and linking of e-courts, e-prisons, e-forensics and e-prosecution with the Crime and Criminal Tracking Network and Systems.<\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">The Indian government has also decided to create a national database on crimes such as terrorism, narcotics and economic offences.<\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">India has established the Indian Cyber Crime Coordination Centre, I4C, to combat cyber-crime in a comprehensive manner.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><span style=\"font-size:13pt\"><strong>Terrorism<\/strong><\/span><\/p>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">An offence to intimidate a population or to compel a government or an international organisation to do or abstain from doing any act, which causes:<\/span><\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">Death or serious bodily injury to any person.<\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">Serious damage to public or private property, including a place of public use, a State or government facility, a public transportation system, an infrastructure facility or the environment.<\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">Damage to property, places, facilities, or systems resulting in or likely to result in a major economic loss.<\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">It encompasses a range of complex threats like organized terrorism in conflict zones, foreign terrorist fighters, radicalised \u2018lone wolves\u2019, etc.<\/span><\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">Factors Responsible for Growth of Terrorism:<\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">State-sponsorship and safe havens.<\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">State-of-the-art communication systems.<\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">Access to advanced technology.<\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">Networking of terrorist groups with the criminal underworld.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">Pakistan\u2019s \u2018good\u2019 and \u2018bad\u2019 terrorists:<\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">Pakistan\u2019s stand:<\/span>\n<ul>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\">Pakistan\u2019s Army General in one of his speeches stated that as far as his country, army and ISI are concerned, there are clearly \u2018good and bad\u2019 terrorists.\u00a0<\/span><\/li>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\">He stated that Pakistan was a victim of \u2018bad terrorists\u2019, implying terrorism emanating from Afghanistan.<\/span><\/li>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\">Without naming India, he added that Islamabad supports \u2018good terrorism\u2019 if it is against any country it considers oppressive.\u00a0<\/span><\/li>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\">In his opinion, India is an oppressive force in Kashmir. Thus, he officially admitted that Pakistan does support terror groups operating against India.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">Realistically for Pakistan, the more it attempts to follow good versus bad terror, the more it would face destabilisation.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<div>\n<table cellspacing=\"0\" style=\"border-collapse:collapse;
