{"id":49277,"date":"2025-07-25T21:01:01","date_gmt":"2025-07-25T15:31:01","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=49277"},"modified":"2025-07-31T12:32:01","modified_gmt":"2025-07-31T07:02:01","slug":"national-cooperative-policy-2025","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/25-07-2025\/national-cooperative-policy-2025","title":{"rendered":"National Cooperative Policy, 2025"},"content":{"rendered":"\n<p><strong>Syllabus: GS2\/ Governance, GS3\/ Economy<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Union Ministry of Cooperation unveiled the <strong>National Cooperation Policy \u2013 2025<\/strong>, marking a transformative moment in the history of <strong>India\u2019s cooperative movement.<\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>About<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India\u2019s<strong> first National Cooperation Policy<\/strong> was introduced in<strong> 2002.<\/strong><\/li>\n\n\n\n<li>The <strong>second<\/strong> cooperation policy in 2025, represents a renewed commitment to making cooperatives competitive, inclusive, and future-ready.<\/li>\n\n\n\n<li><strong>Pillars of the National Cooperation Policy, 2025:<\/strong>\n<ul class=\"wp-block-list\">\n<li>Strengthening the Foundation<\/li>\n\n\n\n<li>Promoting Vibrancy<\/li>\n\n\n\n<li>Preparing Cooperatives for the Future<\/li>\n\n\n\n<li>Enhancing Inclusivity and Expanding Reach<\/li>\n\n\n\n<li>Expanding into New Sectors<\/li>\n\n\n\n<li>Preparing the Younger Generation<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Objectives of the Policy:<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Triple<\/strong> the cooperative sector&#8217;s contribution to GDP by <strong>2034.<\/strong><\/li>\n\n\n\n<li><strong>Increase cooperative societies by 30% <\/strong>from the current 8.3 lakh.<\/li>\n\n\n\n<li>Bring <strong>50 crore<\/strong> new or inactive citizens into active cooperative participation.<\/li>\n\n\n\n<li>Establishment of at least one cooperative unit in every village &amp; set up <strong>5 Model Cooperative Villages<\/strong> in every tehsil, supported by NABARD.<\/li>\n\n\n\n<li>Establish PACS or primary cooperative units in every panchayat.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What are Cooperatives?<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A cooperative (or co-op) is an <strong>organization or business<\/strong> that is <strong>owned and operated by a group of individuals<\/strong> who share a common interest, goal, or need.&nbsp;<\/li>\n\n\n\n<li>These <strong>individuals<\/strong>, <strong>known as members<\/strong>, participate in the cooperative&#8217;s activities and <strong>decision-making process<\/strong>, typically on a one-member, one-vote basis, regardless of the amount of capital or resources each member contributes.&nbsp;<\/li>\n\n\n\n<li>The main purpose of a cooperative is <strong>to meet the economic, social, or cultural needs of its members, <\/strong>rather than to maximize profits for external shareholders.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Cooperatives as India\u2019s Economic Backbone<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Cooperatives empower small farmers,<\/strong> artisans, fishermen, women, and labourers by giving them collective bargaining power.\n<ul class=\"wp-block-list\">\n<li><strong>Example:<\/strong> Amul has uplifted millions of dairy farmers, many of whom are landless or marginal farmers.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Strengthening Rural Economy: <\/strong>Over <strong>65%<\/strong> of India&#8217;s population lives in rural areas. Cooperatives provide credit, inputs, marketing, and infrastructure support.\n<ul class=\"wp-block-list\">\n<li><strong>PACS (Primary Agricultural Credit Societies) <\/strong>are the first point of credit delivery in rural India.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Promoting Self-Reliance:<\/strong> Cooperatives reduce dependence on middlemen and large corporations by pooling local resources for production, processing, and marketing.<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-background\" style=\"background-color:#fff2cc\"><tbody><tr><td><strong>97th Constitutional Amendment Act 2011<\/strong><br><br>&#8211; It established the right to form cooperative societies as a fundamental right <strong>(Article 19).<\/strong><br>&#8211; It included a new Directive Principle of State Policy on the Promotion of Cooperative Societies<strong> (Article 43-B).<\/strong><br>&#8211; It added a new <strong>Part IX-B<\/strong> to the Constitution titled &#8220;<strong>The Co-operative Societies<\/strong>&#8221; <strong>(Articles 243-ZH to 243-ZT).<\/strong><br>&#8211; It authorizes the Parliament to establish relevant laws in the case of <strong>multi-state cooperative societies (MSCS)<\/strong> and state legislatures in the case of other cooperative societies.<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Initiatives Taken by Government<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The government has laid the foundation stone for India\u2019s first national-level cooperative university, <strong>\u2018Tribhuvan Sahkari University\u2019 (TSU),<\/strong> in Anand, Gujarat.<\/li>\n\n\n\n<li><strong>The Model Cooperative Village (MCV) programme<\/strong>, has been implemented by the National Bank for Agriculture and Rural Development (NABARD) in selected villages of Gujarat.<\/li>\n\n\n\n<li><strong>The Ministry of Cooperation<\/strong> in India was established in <strong>2021<\/strong>, to provide a renewed focus on the Cooperative Sector.<\/li>\n\n\n\n<li><strong>Empowerment of Scheduled Cooperative Banks<\/strong>, treating them on par with commercial banks.<\/li>\n\n\n\n<li>Launch of<strong> \u2018Sahkar Taxi<\/strong>\u2019 to ensure profit-sharing with drivers.<\/li>\n\n\n\n<li>Establishment of <strong>three national-level multi-state cooperative societies<\/strong> for, Export promotion, Seed production and Branding and marketing of organic products.<\/li>\n\n\n\n<li>Initiatives like <strong>White Revolution 2.0,<\/strong> with a focus on women\u2019s participation.<\/li>\n\n\n\n<li>Expansion of PACS into <strong>Jan Aushadhi Kendras, fuel distribution, LPG delivery, and rural infrastructure services.<\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Concluding Remarks<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The National Cooperation Policy, 2025 is a visionary step to mainstream cooperatives as engines of inclusive and sustainable development.&nbsp;<\/li>\n\n\n\n<li>As India approaches its centenary of independence in 2047, a reformed cooperative sector could be key to achieving the vision of Aatmanirbhar
