(retd.) B.D. Mishra<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-background\" style=\"background-color:#fff2cc\"><tbody><tr><td><strong>Other related Appointments<\/strong><br>&#8211; Pusapati Ashok Gajapathi Raju, a senior TDP leader and former Civil Aviation Minister, has been appointed Governor of Goa, succeeding P.S. Sreedharan Pillai.<br>&#8211; Ashim Kumar Ghosh, a senior BJP leader from West Bengal, has been appointed Governor of Haryana, replacing Bandaru Dattatreya.<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Governor: Appointment and Eligibility\u00a0<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The <strong>Governor<\/strong> is the constitutional head of a State and acts as a link between the <strong>Union and the State governments<\/strong>.&nbsp;<\/li>\n<\/ul>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img data-dominant-color=\"ccd7c9\" data-has-transparency=\"false\" style=\"--dominant-color: #ccd7c9;\" loading=\"lazy\" decoding=\"async\" width=\"336\" height=\"233\" src=\"https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2025\/07\/Appointment-of-Governors-1.png\" alt=\"appointment of governors\" class=\"not-transparent wp-image-48214\" srcset=\"https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2025\/07\/Appointment-of-Governors-1.png 336w, https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2025\/07\/Appointment-of-Governors-1-300x208.png 300w\" sizes=\"auto, (max-width: 336px) 100vw, 336px\" \/><\/figure>\n<\/div>\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Article 153<\/strong> provides that each State shall have a Governor, and the same person can be appointed for more than one State.&nbsp;<\/li>\n\n\n\n<li>The Governor is <strong>appointed by the President<\/strong> (<strong>Article <\/strong>155) and holds office <strong>during the President\u2019s pleasure<\/strong>, though his tenure is generally five years (<strong>Article <\/strong>&nbsp;156).&nbsp;<\/li>\n\n\n\n<li><strong>Eligibility <\/strong>: To be eligible, one must be an Indian citizen aged 35 or above (<strong>Article <\/strong>157), and cannot be a member of Parliament or a State Legislature, nor hold any other office of profit (<strong>Article <\/strong>158).<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Power and Functions<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>As per Article 154<\/strong>, the <strong>executive powers<\/strong> of the State are vested in the Governor and exercised according to the Constitution.\n<ul class=\"wp-block-list\">\n<li>He\/she appoints the Chief Minister, and on the Chief Minister\u2019s advice, appoints the Council of Ministers and allocates their portfolios.&nbsp;<\/li>\n\n\n\n<li>The Governor also appoints the Advocate-General, and the Chairman and members of the State Public Service Commission.&nbsp;<\/li>\n\n\n\n<li>Additionally, the Governor appoints judges of subordinate courts and is consulted in the appointment of High Court judges by the President.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Legislative: <\/strong>The Governor is an integral part of the State Legislature, holding several legislative powers.\n<ul class=\"wp-block-list\">\n<li>Governors&nbsp; may summon, prorogue, or dissolve the Legislature (<strong>Article<\/strong> 174), address or send messages to the House (<strong>Article<\/strong> 175), and must deliver a special address at the start of the first session each year or after general elections (<strong>Article<\/strong> 176).&nbsp;<\/li>\n\n\n\n<li>For any bill to become law, the Governor\u2019s assent is essential; he\/she can approve, withhold, return it for reconsideration, or reserve it for the President. During the Legislature&#8217;s recess, the Governor can issue ordinances, which must be approved within six weeks of the Assembly\u2019s reconvening.&nbsp;<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Financial Powers:&nbsp; <\/strong>The Governor has key financial powers in the State: no money bill can be introduced in the Legislative Assembly without prior permission\n<ul class=\"wp-block-list\">\n<li>The annual and supplementary budgets are presented in the Governor\u2019s name; and the Governor controls the State Contingency Fund.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Judicial: <\/strong>The Governor has the power to grant pardons, reprieves, respites, remission, or to suspend, remit, or commute sentences of persons convicted under laws related to the State&#8217;s executive powers (<strong>Article 161<\/strong>).<\/li>\n<\/ul>\n\n\n\n<p>Source :TH<\/p>\n","protected":false},"excerpt":{"rendered":"<h3><strong>In News<\/strong><\/h3>\n<li class=\"ms-5\">Kavinder Gupta (former Deputy Chief Minister of Jammu and Kashmir) has been appointed Lieutenant Governor of Ladakh, replacing Brig.
