nominated members of the Rajya Sabha.\n<ul class=\"wp-block-list\">\n<li>The President nominated them on the recommendation of the <strong>Council of Ministers (headed by the Prime Minister).<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>About Nomination to Rajya Sabha<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Article 80 of the Constitution:<\/strong> Out of the maximum 250 members in the <a href=\"https:\/\/www.nextias.com\/blog\/rajya-sabha\/\" data-type=\"link\" data-id=\"https:\/\/www.nextias.com\/blog\/rajya-sabha\/\">Rajya Sabha<\/a>, 12 are nominated by the President of India.\n<ul class=\"wp-block-list\">\n<li>The nominated members are chosen for their special knowledge or practical experience in areas such as literature, science, art, and social service.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Purpose:<\/strong> The nomination system ensures that the Rajya Sabha benefits from the insights of eminent personalities who may not wish to contest elections but can contribute significantly to national discourse.<\/li>\n\n\n\n<li><strong>Term:<\/strong> Nominated members serve for a six-year term, the same as elected members.<\/li>\n\n\n\n<li><strong>Powers and Rights:<\/strong> Nominated members class=\"wp-block-heading\"><strong>Context<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The upcoming <strong>2027 Census<\/strong> will include efforts to count the six main indigenous tribes of the Andaman and Nicobar Islands, including the Jarawa tribe.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Jarawas Tribes<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Jarawa tribe is one of the <strong>world\u2019s oldest surviving indigenous communities <\/strong>and has traditionally lived as <strong>nomadic hunter-gatherers <\/strong>in the dense forests of the Middle and South Andaman Islands.\n<ul class=\"wp-block-list\">\n<li>They were historically hostile to outsiders and resisted contact until the late <strong>1990s.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>They typically move in small bands of <strong>40\u201350 people,<\/strong> relying on forest and marine resources.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Census Data and Population Estimates<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>The 2011 Census<\/strong> recorded <strong>380 Jarawa individuals<\/strong>, out of the total <strong>28,530 Scheduled Tribe<\/strong> population in the Andaman and Nicobar Islands.<\/li>\n\n\n\n<li><strong>Other ST tribes in the region include:<\/strong> Andamanese, Nicobarese, Shompen, Onge, and Sentinelese.\n<ul class=\"wp-block-list\">\n<li><strong>All except Nicobarese<\/strong> are classified as <strong>Particularly Vulnerable Tribal Groups (PVTGs).<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>According to recent official estimates (2025), the Jarawa population has increased to<strong> 647, <\/strong>which reflects improved health services and reduced mortality.<\/li>\n\n\n\n<li><strong>The PM-JANMAN scheme (Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan)<\/strong> for PVTGs has identified <strong>191 PVTG class=\"wp-block-list\">\n<li>The Aircraft Accident Investigation Bureau (AAIB) has released its 15-page preliminary report on the investigation into the recent Air India plane crash in Ahmedabad that claimed 260 lives.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>What is the AAIB?<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Aircraft Accident Investigation Bureau (AAIB) is a <strong>statutory body<\/strong> under the Ministry of Civil Aviation, Government of India, responsible for investigating civil aviation accidents and serious incidents in the country.<\/li>\n\n\n\n<li>Under <strong>Rule 3 of the Aircraft (Investigation of Accidents and Incidents) Rules, 2017<\/strong>, its sole objective is to prevent future accidents and incidents \u2014 <strong>not to apportion blame or liability<\/strong>.<\/li>\n\n\n\n<li>The AAIB has <strong>unrestricted access<\/strong> to all relevant evidence, without needing prior permission from judicial or consumption will reach <strong>20 lakh tonnes by 2030,<\/strong> highlighting the urgent need to accelerate domestic production to meet rising demand and reduce import dependency.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Status of Natural Rubber in India<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Natural rubber is derived from the<strong> latex of Hevea brasiliensis<\/strong>, a tree native to the <strong>Amazon Basin.<\/strong>&nbsp;<\/li>\n\n\n\n<li>In the financial year <strong>2024\u201325 (FY25)<\/strong>, India\u2019s domestic production of natural rubber stood at <strong>8.7 lakh tonnes.<\/strong><\/li>\n\n\n\n<li>During the same period, the domestic consumption of natural rubber reached <strong>14.1 lakh tonnes.<\/strong><\/li>\n\n\n\n<li>India is currently the <strong>second-largest consumer <\/strong>of natural rubber in the world, after <strong>China.<\/strong><\/li>\n\n\n\n<li>However, it ranks as the <strong>sixth-largest producer globally<\/strong>, highlighting a significant gap between consumption and domestic production.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Initiatives taken to increase rubber production<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>NE-MITRA project (North East Mission for Integrated Technology and Rubber Advancement)<\/strong>: It aims to increase rubber production and self-reliance in natural rubber, reducing the country&#8217;s dependence on imports.<\/li>\n\n\n\n<li>To address the supply gap, <strong>ATMA or Automotive Tyre Manufacturers\u2019 Association<\/strong>, in collaboration with the <strong>Ministry of Commerce and Industry and the Rubber Board of India<\/strong>, has launched <strong>Project Indian Natural Rubber Operations for Assisted Development (INROAD).<\/strong><\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Importance of Natural Rubber<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Tyre Industry: <\/strong>Consumes over 70% of NR; critical for the automobile, aviation, and defence
