Technology (S&amp;T) Councils<\/strong> across India.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Key Objectives<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Enhance State S&amp;T Ecosystems: <\/strong>Bridge the gap between scientific innovation and socio-economic development at the state level.<\/li>\n\n\n\n<li><strong>Foster Collaboration: <\/strong>Improve coordination among ministries, state governments, academia, industry, and funding agencies.<\/li>\n\n\n\n<li><strong>Promote Innovation: <\/strong>Support patent facilitation, remote sensing, grassroots innovation, science popularisation, and capacity-building.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Major Challenges Identified<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Weak Governance:<\/strong> Irregular meetings, lack of executive leadership, and delays in decision-making.<\/li>\n\n\n\n<li><strong>Inadequate Funding:<\/strong> Disparities in budget allocations, over-reliance on core grants, and underutilization of available central support.<\/li>\n\n\n\n<li><strong>Manpower Shortages:<\/strong> Many councils have unfilled positions, limited career progression, and insufficient skilled personnel.<\/li>\n\n\n\n<li><strong>Limited Collaboration:<\/strong> Weak linkages with industry, academia, and central institutions restrict the impact and reach of S&amp;T initiatives.<\/li>\n\n\n\n<li><strong>Administrative Bottlenecks: <\/strong>Rigid rules and fragmented mandates slow down project execution and resource utilization.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Recommendations<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Structural Reforms:<\/strong> Expand Governing Councils to include representatives from central institutions, universities, industry, and PSUs.\n<ul class=\"wp-block-list\">\n<li>Appoint a full-time Executive Director with scientific expertise for each council.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Financial Support: <\/strong>States should allocate at least 0.5% of GSDP to S&amp;T.\n<ul class=\"wp-block-list\">\n<li>Shift from core grants to project-based grants (except for NE and UTs).<\/li>\n\n\n\n<li>Encourage performance-based grants and wider funding from industry and central ministries.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Human Resources: <\/strong>Maintain a 70:30 ratio of scientific to non-scientific staff.\n<ul class=\"wp-block-list\">\n<li>Ensure regular positions are state-supported with clear career progression.<\/li>\n\n\n\n<li>Use faculty secondment and retired scientists for capacity building.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>State-Focused Roles:<\/strong> Conduct state-specific S&amp;T need mapping.\n<ul class=\"wp-block-list\">\n<li>Establish substructures (e.g., Patent Facilitation, Tech Transfer, Biodiversity Cells).<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Program Redefinition: <\/strong>Prioritize R&amp;D support to state institutions.\n<ul class=\"wp-block-list\">\n<li>Institute state-level awards, fellowships, and internships.<\/li>\n\n\n\n<li>Regularly update science cities and centres for outreach.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Collaboration &amp;
