a<strong> Central Sector Scheme<\/strong> implemented by the <strong>Ministry of Tribal Affairs <\/strong>to provide quality education to the tribal children.<\/li>\n\n\n\n<li>The government aims to establish one EMRS in every block having more than <strong>50% ST population<\/strong> and at least <strong>20,000 tribal persons<\/strong> (as per Census 2011).<\/li>\n\n\n\n<li>The target is to set <strong>District Mineral Foundation (DMF)<\/strong> initiatives with the <strong>Aspirational District Programme (ADP) and Aspirational Block Programme (ABP).<\/strong><\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Key Highlights<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Purpose: <\/strong>The guidelines ensure that DMF funds\u2014collected from mining companies for the benefit of mining-impacted communities\u2014are used in sync with central flagship schemes and local development needs, especially in areas of health, nutrition, education,
