{"id":46855,"date":"2025-07-03T20:43:52","date_gmt":"2025-07-03T15:13:52","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=46855"},"modified":"2025-07-23T19:19:32","modified_gmt":"2025-07-23T13:49:32","slug":"pm-state-visit-to-ghana","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/03-07-2025\/pm-state-visit-to-ghana","title":{"rendered":"PM State Visit to Ghana"},"content":{"rendered":"\n<p><strong>Syllabus: GS2\/IR<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Prime Minister Narendra Modi, who is on a five-nation tour, arrived in <strong>Ghana on a two-day State visit.<\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Major Highlights<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>This is the<strong> first visit <\/strong>by an Indian PM to Ghana in the <strong>last three decades.<\/strong><\/li>\n\n\n\n<li><strong>Four MoUs were signed<\/strong> following the talks, including in the areas of<strong> cultural exchange and traditional music.&nbsp;<\/strong><\/li>\n\n\n\n<li>Prime Minister Modi announced that the leaders have decided to give the <strong>India-Ghana partnership the form of a Comprehensive Partnership.<\/strong><\/li>\n\n\n\n<li>PM was also <strong>conferred with Ghana\u2019s highest state honour<\/strong> <strong>\u2018the Companion of the Order of the Star of Ghana\u2019<\/strong> in recognition of his distinguished statesmanship and influential global leadership.&nbsp;<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Brief on India-Ghana Relations<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Historical Context: <\/strong>India and Ghana share historical ties rooted in anti-colonial solidarity and a shared vision for the Global South.\n<ul class=\"wp-block-list\">\n<li>India established its representative office in Accra in <strong>1953<\/strong>, four years before Ghana gained independence in 1957.&nbsp;<\/li>\n\n\n\n<li>Diplomatic relations were formally established the same year, laying the foundation for a close and friendly partnership.<\/li>\n\n\n\n<li>Both nations are<strong> founding members of the Non-Aligned Movement.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Institutional Mechanisms:<\/strong> The Joint Commission was established in <strong>1995 <\/strong>and reinforced in 2016, while a protocol for Foreign Office Consultations was signed in 2002.\n<ul class=\"wp-block-list\">\n<li>Three rounds of consultations have been held since then, with the latest in 2022.&nbsp;<\/li>\n\n\n\n<li>The Joint Trade Committee, operational since 1981, held its fourth meeting in 2024.&nbsp;<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Trade Relations: <\/strong>India is among Ghana\u2019s<strong> top trading partners and the largest destination for Ghanaian exports.&nbsp;<\/strong>\n<ul class=\"wp-block-list\">\n<li>Bilateral trade between India and Ghana stood at approximately <strong>USD 3 billion in 2023\u201324, <\/strong>with Ghana enjoying a <strong>positive trade balance<\/strong> due to <strong>substantial gold exports.&nbsp;<\/strong>\n<ul class=\"wp-block-list\">\n<li>Imports of gold by India accounts for<strong> over 70% of total imports from Ghana.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Ghana is a <strong>key destination for Indian pharmaceutical exports,<\/strong> which are critical to the country\u2019s healthcare system.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Investment:<\/strong> India is among the <strong>top investors in Ghana,<\/strong> with more than $1.2 billion channelled into sectors such as agro-processing, mining, manufacturing, construction, and ICT.\n<ul class=\"wp-block-list\">\n<li><strong>India <\/strong>holds the 2nd place for investments in 12 projects (after China) and 8th by value of FDIs in 2024.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Development Partnership: <\/strong>India has extended around<strong> 450 million US dollars<\/strong> in concessional credit and grants for infrastructure and capacity-building projects.\n<ul class=\"wp-block-list\">\n<li><strong>Landmark initiatives include<\/strong> the India-Ghana Kofi Annan ICT Centre of Excellence established in 2003, the Rural Electrification Project, the Jubilee House Presidential Complex which was rehabilitated in 2017, and the Komenda Sugar Plant and Elmina Fish Processing Plant inaugurated in 2016.&nbsp;<\/li>\n\n\n\n<li>India supported the <strong>construction of the Tema-Mpakadan Standard Gauge Railway Line,<\/strong> which was inaugurated in 2024.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Capacity Building &amp; Human Resource Development: <\/strong>Over 1,600 scholarships have been offered under the<strong> e-Vidya Bharati and e-Arogya Bharati digital network project.&nbsp;<\/strong>\n<ul class=\"wp-block-list\">\n<li>Ghana has benefited from<strong> India\u2019s Pan-African e-Network initiative<\/strong>, enabling telemedicine and tele-education services through Indian institutions.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Sectoral Cooperation: <\/strong>Agreements have been signed to promote cooperation in areas like <strong>LPG distribution, peaceful uses of nuclear energy and standardisation <\/strong>through collaborations between India\u2019s Bureau of Indian Standards and Ghana Standards Authority.\n<ul class=\"wp-block-list\">\n<li><strong>Air connectivity<\/strong> is facilitated through the Air Services Agreement signed in 1978 and updated through subsequent MoUs.&nbsp;<\/li>\n\n\n\n<li><strong>Cultural exchange <\/strong>remains a vibrant aspect of the partnership, anchored by a Cultural Agreement signed in 1981 and periodic Cultural Exchange Programmes.&nbsp;<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Humanitarian Support: <\/strong>India also extended humanitarian support to Ghana during the COVID-19 pandemic, providing 50,000 vaccine doses as a grant and over 1.6 million doses through the COVAX facility.<\/li>\n\n\n\n<li><strong>Indian Community: <\/strong>There is a sizable Indian community in Ghana numbering over 15,000. Some of them have been in Ghana for over 70 years.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Significance of Ghana for India<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Gateway to West Africa: <\/strong>Ghana is considered a <strong>political and economic gateway to West Africa,<\/strong> the <strong>democratic stability <\/strong>makes Ghana an ideal partner for India&#8217;s African engagement strategy.\n<ul class=\"wp-block-list\">\n<li>Its geographic location and regional influence allow India to deepen its
