width:512px;height:auto\" srcset=\"https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2025\/06\/Electoral-Rolls-for-Bihar-to-be-Prepared-Afresh-1024x651.png 1024w, https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2025\/06\/Electoral-Rolls-for-Bihar-to-be-Prepared-Afresh-300x191.png 300w, https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2025\/06\/Electoral-Rolls-for-Bihar-to-be-Prepared-Afresh-768x488.png 768w, https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2025\/06\/Electoral-Rolls-for-Bihar-to-be-Prepared-Afresh.png 1356w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n<\/div>\n\n\n<h2 class=\"wp-block-heading\"><strong>Provision in RPA<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>As per the Section 21(3) of The Representation of the People Act, 1950<\/strong> the Election Commission \u201cmay at any time\u2026 direct a special revision of the electoral roll for any constituency or part of a constituency in such manner as it may think fit\u201d.<\/li>\n\n\n\n<li>The revision of rolls can be carried out \u201c<strong>either in<\/strong><strong>tensively or summarily or partly intensively and partly summarily,<\/strong> as the (ECI) may direct\u201d.\n<ul class=\"wp-block-list\">\n<li>In an intensive revision, the electoral roll is prepared afresh and in a summary revision, the roll is amended.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Intensive revisions <\/strong>have been carried out in 1952-56, 1957, 1961, 1965, 1966, 1983-84, 1987-89, 1992, 1993, 1995, 2002, 2003 and 2004.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Eligibility to be a Registered Voter in India<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Article 326 of the Constitution stipulates that:<\/strong> every person who is a citizen of India &amp; who is not less than 18 years of age on the qualifying date &amp; is not otherwise disqualified under any law shall be entitled to be<strong> registered in the electoral roll.<\/strong><\/li>\n\n\n\n<li><strong>Section 16<\/strong> of the <strong>Representation of the People Act, 1950<\/strong> disqualifies a person from being registered on an electoral roll if:\n<ul class=\"wp-block-list\">\n<li>they are not a citizen of India,<\/li>\n\n\n\n<li>are of unsound mind, as declared by a competent court, or<\/li>\n\n\n\n<li>are disqualified under any law relating to corrupt practices or offences in connection with elections.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Procedure for Voter Registration<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Election Commission of India (ECI) mandates new voters to apply using <strong>Form 6.<\/strong><\/li>\n\n\n\n<li>Applicants must submit:\n<ul class=\"wp-block-list\">\n<li><strong>Self-attested proof of age and address <\/strong>(such as utility bills, passport, etc.)<\/li>\n\n\n\n<li><strong>A declaration of Indian citizenship<\/strong>, which they must personally sign.<\/li>\n\n\n\n<li><strong>Proof of citizenship<\/strong> (such as passport or birth certificate) is not strictly required unless the ERO suspects the applicant&#8217;s credentials.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Electoral Registration Officers (EROs) and Booth Level Officers (BLOs)<\/strong> are responsible for verifying the applications.
