{"id":46240,"date":"2025-06-25T19:45:58","date_gmt":"2025-06-25T14:15:58","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=46240"},"modified":"2025-06-25T19:46:01","modified_gmt":"2025-06-25T14:16:01","slug":"urban-bureaucracy-gender-equity-need","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/editorial-analysis\/25-06-2025\/urban-bureaucracy-gender-equity-need","title":{"rendered":"Need For Gender Equity in Urban Bureaucracy"},"content":{"rendered":"\n<p><strong>Syllabus: GS2\/Governance; Issues Related To Women<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The lack of gender equity in India\u2019s municipal and urban administrative structures has a significant impact on India\u2019s urban governance like urban planning, service delivery, and overall inclusivity.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Need of Urban Governance<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Global Scenario: <\/strong>More than 4 billion people \u2014 over half of the world&#8217;s population\u2014now live in urban areas.\n<ul class=\"wp-block-list\">\n<li>Nearly 68% of the global population is expected to reside in cities by 2050 <strong>(UN projections).<\/strong><\/li>\n\n\n\n<li>The number of megacities (cities with over 10 million inhabitants) is projected to increase significantly by 2035.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>India\u2019s Status: Over 35% of the population<\/strong> lives in urban areas <strong>in India<\/strong> and it is expected to surpass 600 million by 2030, over 800 million people by 2050, and is expected to <strong>grow over 60%<\/strong> of the population <strong>by the 2060s.<\/strong>\n<ul class=\"wp-block-list\">\n<li>As of 2022, women constituted <strong>just 20%<\/strong> of the IAS, with even <strong>lower presence in urban planning, engineering, and transport.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>In policing, <strong>women make up only 11.7%<\/strong> of the force <em>(Bureau of Police Research and Development, 2023)<\/em>.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Impacts of Neglecting Gender Equity in Urban Governance<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Policy Blind Spots:<\/strong> Urban policies often <strong>fail to reflect the needs of women<\/strong> and gender minorities without diverse representation.\n<ul class=\"wp-block-list\">\n<li>For instance, inadequate street lighting, poor sanitation facilities, or a lack of safe public transportation disproportionately <strong>affect women\u2019s mobility and safety.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Loss of Human Capital: <\/strong>Excluding talented women from decision-making roles means wasting a vast reservoir of skills, perspectives, and leadership potential that could greatly enhance governance outcomes.<\/li>\n\n\n\n<li><strong>Widening Inequality:<\/strong> When urban planning ignores gendered experiences, it <strong>reinforces existing social and economic disparities<\/strong> \u2014 particularly for women in low-income or marginalized communities.<\/li>\n\n\n\n<li><strong>Missed Innovation and Creativity:<\/strong> Gender-inclusive bureaucracies can generate more holistic solutions to complex urban challenges \u2014 from climate resilience to digital access.<\/li>\n\n\n\n<li><strong>Undermined Global Goals:<\/strong> Gender equity is central to <strong>SDG 5 (UN) <\/strong>and intersects with several others. Ignoring it stalls progress on international development commitments.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Efforts, Initiatives &amp; Policy Frameworks<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Gender-responsive budgeting (GRB)<\/strong> is a vital tool in urban governance. India adopted a <strong>Gender Budget Statement in 2005-06<\/strong>, but only a few states have operationalized it:\n<ul class=\"wp-block-list\">\n<li><strong>Delhi<\/strong>: Introduced women-only buses and street lighting initiatives.<\/li>\n\n\n\n<li><strong>Tamil Nadu<\/strong>: Applied GRB across 64 departments in 2022\u201323.<\/li>\n\n\n\n<li><strong>Kerala<\/strong>: Embedded gender goals through the People\u2019s Plan Campaign.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Political Representation: <\/strong>The <strong>73rd and 74th Constitutional Amendments<\/strong> mandated <strong>33% reservation<\/strong> for women in local governance, with 17 states and a Union Territory <strong>increasing it to 50%.<\/strong><\/li>\n\n\n\n<li>As a result, women now account for <strong>over 46% of local elected representatives<\/strong>.<\/li>\n\n\n\n<li><strong>Jawaharlal Nehru National Urban Renewal Mission (JNNURM): <\/strong>It emphasized inclusive planning, with <strong>gender mainstreaming<\/strong> was identified as a <strong>key strategy, <\/strong>with provisions for:\n<ul class=\"wp-block-list\">\n<li>Gender-sensitive infrastructure development<\/li>\n\n\n\n<li>Inclusion of women in <strong>City Development Plans (CDPs)<\/strong><\/li>\n\n\n\n<li>Capacity building for women\u2019s participation in governance<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Smart Cities Mission and AMRUT 2.0: <\/strong>Selected cities have adopted <strong>gender audits, inclusive mobility plans, and safety-focused urban design.<\/strong><\/li>\n\n\n\n<li><strong>National Institute of Urban Affairs (NIUA):<\/strong> It has developed frameworks for mainstreaming women-led urban governance.<\/li>\n\n\n\n<li><strong>State and City-Level Innovations:<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Kudumbashree (Kerala):<\/strong> It is a globally recognized model of women-led urban development.<\/li>\n\n\n\n<li><strong>Jalasathi Model (Odisha): <\/strong>It engages <strong>women SHG members<\/strong> as frontline service providers in <strong>urban water supply.<\/strong><\/li>\n\n\n\n<li><strong>Gender Budgeting in Kochi:<\/strong> Funds are allocated specifically for programs addressing women\u2019s safety, mobility, and economic empowerment.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Global Best Practices in Gender Budgeting<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Philippines<\/strong>: Mandates 5% of local budgets for gender programmes.<\/li>\n\n\n\n<li><strong>Rwanda<\/strong>: Integrates GRB into national planning with oversight bodies.<\/li>\n\n\n\n<li><strong>Mexico<\/strong>: Ties GRB to outcomes through results-based budgeting.<\/li>\n\n\n\n<li><strong>Uganda<\/strong>: Requires gender equity certificates for fund approvals.<\/li>\n\n\n\n<li><strong>South Africa<\/strong>: Uses participatory planning to ground GRB in lived experience.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Policy Interventions and Reform Pathways<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Reforming Urban Bureaucracy: <\/strong>Inclusive cities require women not just as elected figures but as administrators, planners, engineers, and police officers.
