FAO of the United Nations.&nbsp;<\/li>\n\n\n\n<li>India formally submitted its application for <strong>Rinderpest Holding Facility status in 2019.&nbsp;<\/strong>\n<ul class=\"wp-block-list\">\n<li>A joint inspection of ICAR-NIHSAD was conducted in <strong>2025 by international experts appointed by FAO and WOAH.&nbsp;<\/strong><\/li>\n\n\n\n<li>Following a comprehensive evaluation, the<strong> institute has now been officially approved as a Category A RHF for a one-year term.&nbsp;<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>This recognition places India among a <strong>distinguished group of only six facilities worldwide <\/strong>entrusted with the <strong>critical responsibility of securely holding rinderpest virus material.<\/strong>\n<ul class=\"wp-block-list\">\n<li>The other five facilities are located in the <strong>UK, USA, France, Japan, and Ethiopia.<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Rinderpest<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Rinderpest, once known as<strong> cattle plague,<\/strong> was one of the <strong>most destructive livestock diseases<\/strong> in history before its <strong>global eradication in 2011.&nbsp;<\/strong><\/li>\n\n\n\n<li>However, Rinderpest Virus-Containing Material (RVCM) still remains in a <strong>few laboratories, posing potential risks if released.&nbsp;<\/strong><\/li>\n\n\n\n<li>To preserve global freedom from the disease, FAO and WOAH have implemented <strong>strict measures to limit the storage of RVCM<\/strong> to a small number of high-security laboratories worldwide.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p><strong>Source: <\/strong><a href=\"https:\/\/www.newsonair.gov.in\/india-joins-elite-group-of-rinderpest-virus-cattle-plague-containment\/#:~:text=9%3A38%20PM-,India%20joins%20elite%20group%20of%20Rinderpest%20Virus%20&#039;Cattle%20Plague&#039;%20Containment,Category%20A%20Rinderpest%20Holding%20Facility.\" rel=\"nofollow noopener\" target=\"_blank\"><strong>AIR<\/strong><\/a><\/p>\n\n\n\n<h2 class=\"wp-block-heading has-text-align-center\"><strong>FATF Condemns Pahalgam Terror Attack<\/strong><\/h2>\n\n\n\n<p><strong>Syllabus: GS2\/ International Organisations, GS3\/ Internal Security<\/strong><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Context<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Financial Action Task Force (FATF) has condemned the Pahalgam terror attack, saying the attack could not have occurred without financial backing.\n<ul class=\"wp-block-list\">\n<li>This is the first time that <strong>\u201cstate-sponsored terrorism\u201d<\/strong> is being acknowledged by FATF as a funding source.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Financial Action Task Force (FATF)<\/strong>&nbsp;<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/www.nextias.com\/ca\/current-affairs\/16-06-2022\/financial-action-task-force-fatf\"><strong>FATF <\/strong><\/a>is an intergovernmental organization which leads global action to tackle money laundering, terrorist and proliferation financing.<\/li>\n\n\n\n<li><strong>History: <\/strong>FATF was established in <strong>1989 <\/strong>by the<strong> G7 <\/strong>to examine and develop measures to combat money laundering.\n<ul class=\"wp-block-list\">\n<li><strong>In 2001,<\/strong> the FATF expanded its mandate to also combat terrorist financing.&nbsp;<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Members: <\/strong>FATF currently has <strong>39 members,<\/strong> including <strong>two regional organizations <\/strong>(European Commission and Gulf Co-operation Council).\n<ul class=\"wp-block-list\">\n<li><strong>India<\/strong> became a member in <strong>2010.<\/strong><\/li>\n\n\n\n<li>FATF suspended membership of the Russian Federation on 24 February 2023. ( Earlier there were 40 members).&nbsp;<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Secretariat:<\/strong> It is located at the<strong> OECD<\/strong> Headquarters in<strong> Paris.<\/strong><\/li>\n\n\n\n<li><strong>Mandate: <\/strong>FATF has the authority to issue warnings and sanctions against countries that fail to comply with its standards, such as suspension of membership and blacklisting.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>FATF \u2018Grey list\u2019 and \u2018Blacklist\u2019<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Black List: <\/strong>Countries known as <strong>Non-Cooperative Countries or Territories (NCCTs) <\/strong>are put on the Blacklist. These countries support terror funding and money laundering activities.\n<ul class=\"wp-block-list\">\n<li>Three countries are in the black list at the moment: <strong>North Korea, Myanmar, and Iran.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Grey List: <\/strong>Countries that are considered a safe haven for supporting terror funding and money laundering are put in the FATF Grey list.\n<ul class=\"wp-block-list\">\n<li>Countries in the grey list are subject to increased monitoring by the FATF. However, merchandise exports fell 2.2% to $38.7 billion, mainly due to falling global oil prices.<\/li>\n\n\n\n<li>Non-petroleum exports grew 5.1%. <strong>Environment Minister Bhupender Yadav as President of the coalition.<\/strong><\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>About<\/strong><\/h3>\n\n\n\n<ul (IBCA)<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The IBCA was established through the nodal organisation viz. <strong>National Tiger Conservation Authority, Ministry of Environment, Forest and Climate Change 2024.<\/strong><\/li>\n\n\n\n<li>The IBCA became a legal entity after<strong> five countries\u2014<\/strong>Nicaragua, Eswatini, India, Somalia, and Liberia\u2014had signed the Framework Agreement to formally become members of the IBCA.\n<ul class=\"wp-block-list\">\n<li>It is a coalition of<strong> 95 range countries<\/strong>.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>The IBCA primarily <strong>aims for conservation of seven big cats<\/strong> namely<strong> Tiger, Lion, Leopard, Snow Leopard, Cheetah, Jaguar and
