class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Recently, the <strong>Union Ministry of Tribal Affairs<\/strong> has sanctioned the establishment of <strong>324 district-level FRA cells <\/strong>and <strong>17 state-level FRA cells <\/strong>under the<strong> Dharti Aba Janjatiya Gram Utkarsh Abhiyaan<\/strong> to \u2018facilitate\u2019 implementation of <a href=\"https:\/\/www.nextias.com\/ca\/editorial-analysis\/06-05-2025\/india-forest-rights-act-2006\"><strong>Forest Rights Act, 2006.<\/strong><\/a><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What Are FRA Cells?<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>FRA Cells are State and District-level administrative units created under the <strong>Dharti Aba Janjatiya Gram Utkarsh Abhiyaan (DAJGUA) <\/strong>to accelerate the implementation of the <strong>Forest Rights Act, 2006 (FRA).<\/strong>\n<ul class=\"wp-block-list\">\n<li>These cells are <strong>not created under the FRA 2006 legislation<\/strong>, but under an administrative scheme by the Ministry of Tribal Affairs.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>The newly established FRA cells aim to facilitate the implementation of the <strong>FRA, particularly in districts and states<\/strong> where a<strong> large number of claims remain pending.<\/strong><\/li>\n\n\n\n<li>These cells also aim <strong>to assist claimants and Gram Sabhas<\/strong> in preparing paperwork for FRA claims, managing data efficiently, and streamline administrative processes.<\/li>\n\n\n\n<li>These also aim to accelerate the disposal of pending claims, especially those delayed even after <strong>District Level Committee (DLC)<\/strong> approval.<\/li>\n\n\n\n<li>These cells will <strong>not interfere with decisions<\/strong> made by the Gram Sabha, Sub-Divisional Level Committees (SDLCs), District Level Committees (DLCs), or State government departments.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Current Status<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>About <strong>14.45% of the 51.11 lakh FRA claims<\/strong> across 21 states and union territories remain <strong>pending<\/strong>.<\/li>\n\n\n\n<li><strong>Least FRA Pendency:<\/strong> Chhattisgarh, Madhya Pradesh, Maharashtra, and Jharkhand\n<ul class=\"wp-block-list\">\n<li>However, in<strong> Assam (over 60%),<\/strong> and in<strong> Telangana (around 50.27%) <\/strong>claims are pending.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>The <strong>highest number of district FRA cells<\/strong> sanctioned so far has been in <strong>Madhya Pradesh,<\/strong> followed by Chhattisgarh, Telangana, Maharashtra, Assam, and Jharkhand.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>About the<\/strong><a href=\"https:\/\/www.nextias.com\/ca\/editorial-analysis\/06-05-2025\/india-forest-rights-act-2006\"><strong> <u>Forest Rights Act (FRA), 2006<\/u><\/strong><\/a><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It is officially known as the<strong> Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006<\/strong>.<\/li>\n\n\n\n<li>It was enacted to recognize the <strong>rights of Scheduled Tribes and Other Traditional Forest Dwellers (OTFDs)<\/strong> over forest land.<\/li>\n\n\n\n<li>It ensures that <strong>Scheduled Tribes (STs) and other traditional forest dwellers<\/strong> can <strong>legally access and manage forest resources<\/strong> while contributing to biodiversity conservation.<\/li>\n\n\n\n<li>It impacts an estimated 150 million forest-dwelling people, 40 million hectares of land, and 1,70,000 villages.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Concerns Over New FRA Cells<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Parallel Governance: <\/strong>Creation of FRA cells outside the statutory FRA framework may lead to a dual structure, diluting accountability.<\/li>\n\n\n\n<li><strong>Lack of Legal Backing: <\/strong>The FRA cells have no statutory authority, unlike SDLCs and DLCs.<\/li>\n\n\n\n<li><strong>Potential Duplication:
