{"id":44692,"date":"2025-06-03T21:40:32","date_gmt":"2025-06-03T16:10:32","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=44692"},"modified":"2025-06-03T21:41:45","modified_gmt":"2025-06-03T16:11:45","slug":"https-www-nextias-com-ca-current-affairs-03-06-2025-guidelines-electric-passenger-vehicle-manufacturing-scheme","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/03-06-2025\/https-www-nextias-com-ca-current-affairs-03-06-2025-guidelines-electric-passenger-vehicle-manufacturing-scheme","title":{"rendered":"Guidelines For Electric Passenger Vehicle Manufacturing Scheme"},"content":{"rendered":"\n<p><strong>Syllabus: GS3\/ Science and Technology<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Ministry of Heavy Industries (MHI) has notified the <strong>detailed guidelines<\/strong> for the <strong>\u201cScheme to Promote Manufacturing of Electric Passenger Cars in India (SPMEPCI)\u201d<\/strong>, aiming to position India as a major electric vehicle (EV) manufacturing hub.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>SPMEPCI Scheme<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Nodal Ministry:<\/strong> Ministry of Heavy Industries (MHI)<\/li>\n\n\n\n<li><strong>Launch Date:<\/strong> Announced in 2024<\/li>\n\n\n\n<li><strong>Objective:<\/strong>\n<ul class=\"wp-block-list\">\n<li>Attract global investments in India&#8217;s EV sector<\/li>\n\n\n\n<li>Promote domestic manufacturing of EVs<\/li>\n\n\n\n<li>Align with India\u2019s climate commitments (net-zero by 2070)<\/li>\n\n\n\n<li>Support job creation and industrial growth.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Guidelines:<\/strong>\n<ul class=\"wp-block-list\">\n<li>Under the scheme, approved companies will be allowed to import a limited number of completely built <strong>electric four-wheelers (e-4W)<\/strong> at a reduced customs duty rate of <strong>15 percent<\/strong> for a period of<strong> five years.\u00a0<\/strong><\/li>\n\n\n\n<li>These imports must meet a minimum cost, insurance and freight (CIF) value of <strong>USD 35,000 per unit.\u00a0<\/strong><\/li>\n\n\n\n<li>The concession is capped at <strong>8,000 units per year,<\/strong> with the flexibility to carry forward unused quotas.\u00a0<\/li>\n\n\n\n<li>The total duty foregone will be limited to either <strong>Rs 6,484 crore<\/strong> or the actual investment made by the applicant, whichever is lower.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Significance of the Scheme<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Encourages <strong>cutting-edge EV technology transfer<\/strong> to India.<\/li>\n\n\n\n<li>It strengthens<strong> Make in India<\/strong> and <strong>Aatmanirbhar Bharat<\/strong> initiatives.<\/li>\n\n\n\n<li>The scheme enhances <strong>clean mobility adoption <\/strong>and contributes to climate goals.<\/li>\n\n\n\n<li>It aims to <strong>generate high-skilled employment<\/strong> in manufacturing and R&amp;D.<\/li>\n\n\n\n<li>It seeks to position India as a preferred destination for global EV investments.<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-background\" style=\"background-color:#fff2cc\"><tbody><tr><td><strong>Other initiatives for Electric Vehicle mobility in India<\/strong><br>&#8211; <strong>Electric Mobility Promotion Scheme 2024 (EMPS) <\/strong>with an outlay of\u00a0 \u20b9 778 Crore for a period 6 months (April 2024-September 2024) which provides incentives to buyers of e-2W and e-3W.<br>&#8211; <strong>Production Linked Incentive Scheme for Automobile and Auto Component Industry (PLI-AAT) <\/strong>with a budgetary outlay of\u00a0 \u20b9 25,938 Crore.\u00a0<br>1. The scheme incentivises various categories of electric vehicles including e-2W, e-3W, e-4W, e-buses &amp; e-trucks also.<br>&#8211; <strong>Production Linked Incentive Scheme for manufacturing of Advanced Chemistry Cell (PLI-ACC)<\/strong> in the country with a budgetary outlay of \u20b918,100 Crore.<br>&#8211; <strong>PM E-DRIVE Scheme:<\/strong> It stands for PM Electric Drive Revolution in Innovative Vehicle Enhancement (PM E-DRIVE).<br>1. <strong>The PM E-DRIVE will replace<\/strong> Faster Adoption and Manufacturing of Electric Vehicles in India Phase II <strong>(FAME India Phase II)<\/strong>.<br>2. The scheme will focus on <strong>promoting electric buses, trucks, and ambulances.
