class=\"wp-block-list\">\n<li>Tamil Nadu Cabinet approved the<strong> Space Industrial Policy,<\/strong> thereby following Karnataka and Gujarat in formulating a State-specific document.\u00a0<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>About<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Aim:<\/strong> To stimulate development and attract investments in the space sector.\u00a0<\/li>\n\n\n\n<li>In 2023, the Union government came out with the<strong> Indian Space Policy 2023<\/strong> to provide a framework to support the space ecosystem.<\/li>\n\n\n\n<li><strong>The Indian National Space Promotion and Authorisation Centre (IN-SPACe) <\/strong>had suggested to the State government to come out with a document.\n<ul class=\"wp-block-list\">\n<li>IN-SPACe is created by the Department of Space at the Centre for <strong>promoting, authorising and overseeing the activities <\/strong>of Non-Government Entities (NGEs) in the sector.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Key Highlights of the TN Policy<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Aim: <\/strong>Aimed at attracting <strong>\u20b910,000 crore investments<\/strong> in the <strong>next five years<\/strong> and generation of direct and indirect employment for nearly 10,000 persons in the given period.<\/li>\n\n\n\n<li>The State government would provide a <strong>payroll subsidy for companies<\/strong> that are <strong>involved in R&amp;D <\/strong>or that would establish<strong> global capability centres in the space sector.\u00a0<\/strong><\/li>\n\n\n\n<li>The government will also notify <strong>select regions as Space Bays<\/strong> for offering <strong>structured packages of incentive<\/strong>s to firms that plan to do investments below \u20b9300 crore.\u00a0<\/li>\n\n\n\n<li><strong>Space industrial park developers<\/strong> will be eligible for an industrial housing incentive of 10% on the cost of developing residential facilities within the industrial park over 10 years, subject to a <strong>ceiling of \u20b910 crore.\u00a0<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Those undertaking green and sustainable initiatives<\/strong> will be eligible for a <strong>25% subsidy <\/strong>on the cost of capital for such initiatives, subject to a ceiling of <strong>\u20b95 crore.<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>The Indian Space Policy \u2013 2023<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Vision: <\/strong>To enhance India\u2019s space capabilities, enable a robust commercial presence, promote international cooperation, and leverage space technology for Socio-economic development, National security, Environmental protection and Scientific advancement.<\/li>\n\n\n\n<li><strong>Applicability:\u00a0<\/strong>\n<ul class=\"wp-block-list\">\n<li>Covers all space activities originating from or involving Indian territory or jurisdiction.<\/li>\n\n\n\n<li>Implementation will be governed by detailed directives issued by DoS.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Strategy: <\/strong>Encourage full-spectrum private sector participation in the space economy (satellites, ground systems, services, etc.).\n<ul class=\"wp-block-list\">\n<li>Allow public and private users to procure space services freely.\u00a0<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Role of Non-Governmental Entities (NGEs): <\/strong>NGEs are permitted to:\n<ul class=\"wp-block-list\">\n<li>Design, launch, and operate satellites and launch vehicles.<\/li>\n\n\n\n<li>Provide communication, remote sensing, navigation services.<\/li>\n\n\n\n<li>Build and operate ground stations.<\/li>\n\n\n\n<li>Develop space transportation, space situational awareness, and recovery systems.<\/li>\n\n\n\n<li>Conduct asteroid\/space resource mining and commercialize it.<\/li>\n\n\n\n<li>Collaborate internationally and engage in human spaceflight.<\/li>\n\n\n\n<li>Must comply with IN-SPACe regulations.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Roles and responsibilities of Various Organizations Under the Policy:\u00a0<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>IN-SPACe (Indian National Space Promotion and Authorization Center): <\/strong>It is an <strong>autonomous single-window agency <\/strong>responsible for:\n<ul class=\"wp-block-list\">\n<li>Authorizing all government and private space activities.<\/li>\n\n\n\n<li>Issuing operational guidelines.<\/li>\n\n\n\n<li>Promoting industry clusters, incubation centers, and accelerators.<\/li>\n\n\n\n<li>Ensuring fair access to public infrastructure.<\/li>\n\n\n\n<li>Enabling NGE participation in space exploration.<\/li>\n\n\n\n<li>Handling safety, liability, and dispute resolution.<\/li>\n\n\n\n<li>Facilitating technology transfer from ISRO to private players.<\/li>\n\n\n\n<li>Approving remote sensing data dissemination and launch manifests.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Indian Space Research Organisation (ISRO) refocused on:<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>R&amp;D <\/strong>in new space technologies, human spaceflight, and scientific exploration.<\/li>\n\n\n\n<li>Transitioning operational space systems to industry.<\/li>\n\n\n\n<li>Providing open access to remote sensing data.<\/li>\n\n\n\n<li>Supporting academia and industry collaboration.<\/li>\n\n\n\n<li>Enabling long-term human presence in space.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>NewSpace India Limited ISRO.<\/li>\n\n\n\n<li>Manufactures and procures space assets.<\/li>\n\n\n\n<li>Serves both government and private sector clients on commercial
