Cooperation<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Nuclear Energy Expansion:<\/strong> India is amending its <strong>Nuclear liability laws<\/strong> to encourage greater foreign investment and collaboration.\n<ul class=\"wp-block-list\">\n<li>Russian state-owned nuclear firm Rosatom, builder of the <strong>Kudankulam Nuclear Power Plant (NPP),<\/strong> signed an MoU with Maharashtra for thorium-based <strong>Small Modular Reactors (SMRs).<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-background\" style=\"background-color:#ebecf0\"><tbody><tr><td><strong>What are Small Modular Reactors (SMRs)?<\/strong><br>&#8211; Small modular reactors (SMRs) are advanced nuclear reactors with a power capacity of up to <strong>300 MW(e) per unit, <\/strong>roughly one-third the generating capacity of traditional nuclear power plants.\u00a0<br>1. <strong>Small <\/strong>\u2013 physically a fraction of the size of a conventional nuclear power reactor.<br>2. <strong>Modular <\/strong>\u2013 making it possible for systems and components to be factory-assembled and transported as a unit to a location for installation.<br>3. <strong>Reactors <\/strong>\u2013 harnessing nuclear fission to generate heat to produce energy.<br>&#8211; <strong>There are four four main types<\/strong> of SMR i.e., light water, high temperature gas, liquid metal, and molten salt.<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Cybersecurity and Digital Infrastructure: <\/strong>India and Russia are exploring co-development of cyber defence mechanisms, sector-specific firewalls, and cybersecurity products for the global market.\n<ul class=\"wp-block-list\">\n<li><strong>Russia-based foundation Cyberus <\/strong>has identified India&#8217;s growth in <strong>fintech, e-governance, and smart cities<\/strong> as a strong case for deeper cyber cooperation.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Science and Technology Cooperation: Innopraktika,<\/strong> a Moscow-based NGO, plans to set up an <strong>Indo-Russian Technology Association <\/strong>and Engineering Centre with bases in both countries.\n<ul class=\"wp-block-list\">\n<li>Agreements have been signed between University of Delhi and Russia\u2019s Higher School of Economics to create a<strong> \u201cmirror laboratory\u201d<\/strong> for research in data storage, processing, and space systems.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Other Key Areas Identified for Collaboration:<\/strong> Semiconductors, Artificial Intelligence, Space Technology, Critical Minerals and <strong>BrahMos-like <\/strong>co-development models for knowledge-based innovation and joint product development.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Strategic Significance<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Energy Security:<\/strong> SMRs offer a safer, more flexible, and scalable nuclear option, crucial for India\u2019s low-carbon energy transition.<\/li>\n\n\n\n<li><strong>Technological Sovereignty: <\/strong>Joint ventures in AI, semiconductors, and cyber defence will reduce dependency on Western technologies.<\/li>\n\n\n\n<li><strong>Geopolitical Realignment:<\/strong> Strengthening ties with Russia offers India a hedge amid evolving tensions in Asia and disruptions in the multilateral order.<\/li>\n\n\n\n<li><strong>Economic Diversification:<\/strong> In November 2024, a Russian Business Center was inaugurated in New Delhi to boost trade and high-tech cooperation between India and Russia.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Concluding
