Demands for autonomy and special status create governance challenges.\n<ul class=\"wp-block-list\">\n<li><strong>Naga and Mizo separatist movements<\/strong> gained momentum until the 1980s.<\/li>\n\n\n\n<li><strong>ULFA and NDFB<\/strong> emerged in Assam demanding autonomy and sovereignty.<\/li>\n\n\n\n<li><strong>Infiltration from Bangladesh<\/strong> led to large-scale protests, culminating in the <strong>Assam Accord of 1985<\/strong>.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Economic Underdevelopment:<\/strong> The region contributes <strong>only about 2.8% to India&#8217;s GDP, <\/strong>with <strong>Assam being the largest contributor.<\/strong>\n<ul class=\"wp-block-list\">\n<li>Limited industrialization and dependence on agriculture slow economic growth.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Environmental Challenges:<\/strong> Deforestation, floods, and landslides impact agriculture and infrastructure.\n<ul class=\"wp-block-list\">\n<li>Climate change threatens biodiversity and traditional livelihoods.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Policy &amp; Governance Gaps:<\/strong> Delayed implementation of key policies like the <strong>Inner Line Permit (ILP) in Meghalaya.<\/strong>\n<ul class=\"wp-block-list\">\n<li>Need for better coordination between central and state governments.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Policy Transformation in Northeast India<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>From Insurgency to Integration:<\/strong> Post-Independence, the Northeast remained marred by insurgencies.\n<ul class=\"wp-block-list\">\n<li>The government viewed the Northeast mainly through a <strong>security lens<\/strong>, with little focus on development. Many in the region felt alienated, both <strong>physically and emotionally<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Strategic Shift: Look East to Act East<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The <strong>Look East policy<\/strong> was initiated by the <strong>Narasimha Rao government<\/strong> to boost ties with Southeast Asia.\n<ul class=\"wp-block-list\">\n<li><strong>Atal Bihari Vajpayee<\/strong> formalized this direction by<strong> establishing the DoNER Ministry in 2001<\/strong>.<\/li>\n\n\n\n<li>In <strong>2014<\/strong>, the <strong>Modi government<\/strong> adopted the <strong>Act East policy<\/strong>, marking a decisive turn in India\u2019s regional strategy.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Era of Infrastructure and Integration<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Ground-Level Transformation: <\/strong>The Northeast became central to India\u2019s economic and geopolitical vision.\n<ul class=\"wp-block-list\">\n<li>Union ministers maintained a<strong> continuous presence<\/strong> in the region, closing the emotional gap between people and government.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Infrastructure Push: <\/strong>Government initiatives like<strong> NESIDS and PM-DevINE<\/strong> aim to improve roads, water supply, and power infrastructure.\n<ul class=\"wp-block-list\">\n<li><strong>North East Special Infrastructure Development Scheme (NESIDS)<\/strong> launched in 2018 with a <strong>$1 billion budget<\/strong> for roads, power, and water supply.<\/li>\n\n\n\n<li><strong>4,950 km of National Highways<\/strong> constructed.<\/li>\n\n\n\n<li><strong>More than $5Bn invested<\/strong> via the <strong>Ministry of Road Transport and Highways<\/strong>, allocating <strong>10% of its budget<\/strong> to the region.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Key Infrastructure Projects:<\/strong>\n<ul class=\"wp-block-list\">\n<li>India-Myanmar-Thailand Trilateral Highway<\/li>\n\n\n\n<li>Kaladan Multi-Modal Transit Transport Project<\/li>\n\n\n\n<li>Revival of Stilwell Road<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>These initiatives aim to <strong>boost land-based trade with ASEAN<\/strong>.
