href=\"https:\/\/www.nextias.com\/ca\/current-affairs\/23-11-2024\/india-u-s-ties-have-strong-foundation\"><strong><u>India-U.S. Cooperation<\/u><\/strong><\/a><strong> in Energy and Defence<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Strengthening India\u2019s Energy Security:<\/strong> India\u2019s energy security is anchored in three imperatives:\n<ul class=\"wp-block-list\">\n<li><strong>Stable and Predictable Energy Resources:<\/strong> Ensuring access to reliable energy supplies to support India&#8217;s rapid economic growth.<\/li>\n\n\n\n<li><strong>Minimizing Supply Chain Disruptions:<\/strong> Strengthening supply chains for critical minerals and energy infrastructure to reduce dependency on geopolitical uncertainties.<\/li>\n\n\n\n<li><strong>Advancing Sustainability:<\/strong> Expanding the role of nuclear energy and clean technologies to achieve India\u2019s net-zero targets.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Nuclear energy and critical minerals<\/strong> play a pivotal role in India\u2019s clean energy transition, positioning them as <a href=\"https:\/\/www.nextias.com\/ca\/current-affairs\/23-11-2024\/india-u-s-ties-have-strong-foundation\">foundational pillars for a stronger India-U.S. <\/a>energy and technology partnership.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Critical Minerals<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>These are those minerals, <em>such as lithium, graphite, cobalt, titanium, and rare earth elements<\/em> that are essential for economic development and national security.<\/li>\n\n\n\n<li>These are essential for the advancement of many sectors, including hightech electronics, telecommunications, transport, and defence.<\/li>\n\n\n\n<li><strong>China <\/strong>controls <strong>nearly 90% of rare earth processing<\/strong>, and its recent <strong>restrictions on exports<\/strong> highlight the fragility of global supply chains.&nbsp;<\/li>\n\n\n\n<li>In response,<strong> India and the U.S. signed a MoU in 2024<\/strong> to diversify these supply chains.\n<ul class=\"wp-block-list\">\n<li>It can bolster economic security, technological innovation, and strategic autonomy.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Nuclear Energy Security<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India\u2019s nuclear energy capacity <strong>currently stands at just over 8 GW, <\/strong>contributing <strong>only 2% of the country\u2019s installed power capacity.<\/strong><\/li>\n\n\n\n<li>To meet the <strong>2047 target of 100 GW<\/strong>, India must commission 5-6 GW annually starting in the early 2030s.<\/li>\n\n\n\n<li>Studies by CEEW suggest that achieving <strong>net zero by 2070<\/strong> could require <strong>over 200 GW of nuclear capacity<\/strong> under certain scenarios.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Strengthening Supply Chain Transparency For Critical Minerals<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>India-US Critical Minerals Consortium <\/strong>could explore <strong>joint extraction and processing projects<\/strong> across <strong>Africa, South America, and Southeast Asia.<\/strong><\/li>\n\n\n\n<li>Establishing an <strong>India-U.S. Mineral Exchange<\/strong>, a secure digital platform for real-time trade, investment tracking, and mineral traceability.<\/li>\n\n\n\n<li><strong>Co-developing a Blockchain-based Traceability Standard: <\/strong>It is inspired by the <strong>EU\u2019s Battery Passport which would<\/strong> prevent supply chain disruptions and ensure ethical sourcing.<\/li>\n\n\n\n<li><strong>Joint Strategic Stockpiles of Key Minerals:<\/strong> For leveraging existing storage infrastructure<strong> such as India\u2019s Strategic Petroleum Reserves<\/strong> and the <strong>U.S. National Defense Stockpile<\/strong> for cost-effective deployment.<\/li>\n\n\n\n<li><strong>Investment in Energy Infrastructure:<\/strong> Platforms such as the <strong>U.S.-India Initiative on Critical and Emerging Technology (iCET)<\/strong> could advance data-sharing protocols, innovation corridors, and workforce development.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Key Reforms for Nuclear Expansion <\/strong>&nbsp;<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Reducing Deployment Timelines:<\/strong> Standardizing reactor designs, streamlining approval processes, and improving skilled project delivery are essential.<\/li>\n\n\n\n<li><strong>Strengthening Financial and International Cooperation:<\/strong> India\u2019s power sector exposure stands at $200 billion.\n<ul class=\"wp-block-list\">\n<li>Collaboration with global firms for technology transfer, co-creation, and waste management solutions is crucial.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Enabling Private Sector Participation:<\/strong><strong>Small Modular Reactors (SMRs)<\/strong>, with their lower capital expenditure, flexibility, and reduced land requirements, can become viable with private sector involvement.\n<ul class=\"wp-block-list\">\n<li><strong>Amending the Civil Liability
