{"id":42221,"date":"2025-04-28T19:43:13","date_gmt":"2025-04-28T14:13:13","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=42221"},"modified":"2025-04-28T19:43:24","modified_gmt":"2025-04-28T14:13:24","slug":"nmcg-annual-master-plan-river-sensitive-planning","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/28-04-2025\/nmcg-annual-master-plan-river-sensitive-planning","title":{"rendered":"NMCG Approves Annual Master Plan to Promote River-Sensitive Urban Planning Under RCA"},"content":{"rendered":"\n<p><strong>Syllabus: GS3\/Urban Planning<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>The National Mission for Clean Ganga (NMCG)<\/strong> has approved the annual master plan under the <strong>River Cities Alliance (RCA)<\/strong> to chart a <strong>roadmap of initiatives to be undertaken across the year.\u00a0<\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>About<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>As per the Jal Shakti Ministry, the plan focuses on<strong> integrating river-sensitive urban planning within India\u2019s growing cities.\u00a0<\/strong><\/li>\n\n\n\n<li>It encompasses a series of capacity-building programs, knowledge exchange platforms, development of technical tools, expert guidance, and thematic case studies.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Urban River Management Plans (URMPs)<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It was launched in <strong>2020 <\/strong>by <strong>National Institute of Urban Affairs (NIUA) and NMCG.<\/strong><\/li>\n\n\n\n<li>It represents a<strong> first-of-its-kind approach<\/strong> to ensure that environmental, economic, and social dimensions are considered in the urban management of rivers.\u00a0<\/li>\n\n\n\n<li><strong>Five cities<\/strong>\u2014Kanpur, Ayodhya, Chhatrapati Sambhaji Nagar, Moradabad, and Bareilly\u2014have already developed their URMPs.\u00a0<\/li>\n\n\n\n<li>The year ahead will also see the development of<strong> 25 more URMPs as part of the first phase<\/strong> of a larger mission to create<strong> 60 such plans across India over the next two to three years.\u00a0<\/strong><\/li>\n\n\n\n<li><strong>Steering Committees<\/strong> have already been constituted in states like <strong>Uttarakhand, Uttar Pradesh, Bihar, and West Benga<\/strong>l to facilitate plan formulation and guide implementation.<\/li>\n\n\n\n<li><strong>Supported by the World Bank,<\/strong> this initiative marks a bold step in deepening river-sensitive urban governance.\u00a0<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>River City Alliance<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>RCA was\u00a0 initiated by NMCG under the <strong>Ministry of Jal Shakti<\/strong>, in association with National Institute of Urban Affairs (NIUA) under <strong>Ministry of Housing and Urban Affairs (MoHUA)<\/strong> in <strong>2021.<\/strong><\/li>\n\n\n\n<li><strong>It is a dedicated platform<\/strong> for river cities across India to discuss &amp; exchange information for sustainable management of urban rivers.<\/li>\n\n\n\n<li>The Alliance focuses on <strong>three broad themes<\/strong>&#8211; Networking, Capacity Building and Technical Support.<\/li>\n\n\n\n<li><strong>The alliance began with 30 member cities <\/strong>and has since expanded to include <strong>over 145 cities across India,<\/strong> encompassing both Ganga basin and non-Ganga basin urban areas.\n<ul class=\"wp-block-list\">\n<li>The city of Aarhus, Denmark, has also joined, marking the alliance&#8217;s growing international engagement.\u200b<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Global River Cities Alliance (GRCA)<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Building on RCA&#8217;s success, the Global River Cities Alliance (GRCA) was launched at <strong>COP28 in 2024.\u00a0<\/strong><\/li>\n\n\n\n<li><strong>This international coalition<\/strong> includes <strong>over 275 river cities<\/strong> from<strong> 11 countries,<\/strong> such as Egypt, the Netherlands, Denmark, Ghana, Australia, Bhutan, Cambodia, and Japan.\u00a0<\/li>\n\n\n\n<li>The GRCA aims to foster global collaboration on river conservation and sustainable water management, with support from international funding agencies like the <strong>World Bank, Asian Development Bank (ADB), and Asian Infrastructure Investment Bank (AIIB).\u200b<\/strong><\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-background\" style=\"background-color:#fff2cc\"><tbody><tr><td><strong>National Mission for Clean Ganga (NMCG)<\/strong><br>&#8211; <strong>NMCG<\/strong> is a registered society under the <strong>Societies Registration Act 1860.<\/strong><br>&#8211; <strong>Objective:<\/strong> To ensure effective abatement of pollution and rejuvenation of the river Ganga and maintain minimum ecological flows in the river while ensuring environmentally sustainable development.<br>&#8211; NMCG has a two tier management structure and comprises <strong>Governing Council and Executive Committee.<\/strong>\u00a0<br>1. <strong>Head: <\/strong>Both of them are headed by Director General, <strong>NMCG.<\/strong><br>2. <strong>The Executive Committee<\/strong> has been authorized to accord approval for all projects up to <strong>Rs.1000 crore.<\/strong><br>&#8211;
