About 57.7 million micro units in the country.<br>2. More than 90% enterprises or proprietary concerns (mostly by the weaker sections of the society).<br>3. Only about 5-6% of these enterprises had formal credit support.<br>&#8211; <strong>Union Budget 2015-16:<\/strong> Formation of a MUDRA Bank to extend refinance and regulate the microfinance sector.<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>About PM Mudra Yojana<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Mudra Vision: <\/strong>PMMY was initiated with the vision to <strong>\u2018Fund the Unfunded\u2019 <\/strong>\u2013 aiming to empower micro and small enterprises (MSEs) by facilitating access to collateral-free institutional credit of up to \u20b910 lakh.<\/li>\n\n\n\n<li>The loans are disbursed through three products:\n<ul class=\"wp-block-list\">\n<li><strong>Shishu: <\/strong>Loans up to \u20b950,000 for budding entrepreneurs.\u00a0\u00a0<\/li>\n\n\n\n<li><strong>Kishore:<\/strong> Loans between \u20b950,000 and \u20b95 lakh for growing businesses.\u00a0\u00a0<\/li>\n\n\n\n<li><strong>Tarun: <\/strong>Loans between \u20b95 lakh and \u20b910 lakh for established enterprises.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full processing, and services\u2014a major employment segment after agriculture.\n<ul class=\"wp-block-list\">\n<li>Collateral-free credit up to \u20b920 lakh is provided by Member Lending Institutions (MLIs) i.e. Scheduled Commercial Banks (SCBs), Regional Rural Banks (RRBs), Non-Banking Financial Companies (NBFCs) and Micro Finance Institutions (MFIs).<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><a href=\"https:\/\/www.nextias.com\/ca\/current-affairs\/08-04-2025\/pradhan-mantri-mudra-yojana-10-years\"><strong>MUDRA Scheme: Decade of Impacts<\/strong><\/a><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Credit Flow:<\/strong> Around \u20b957,000 crore in 2013 (Before MUDRA)\n<ul class=\"wp-block-list\">\n<li>\u20b91.32 lakh crore in 2014-15 and \u20b95.41 lakh crore in the last nine years.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Financial Inclusion:<\/strong> Over 52 crore loans worth \u20b932.61 lakh crore have been sanctioned since its inception.\n<ul class=\"wp-block-list\">\n<li>Around 30% of units financed under MUDRA were new or fresh to financing.\u00a0<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Focus on Women and Marginalized Groups:<\/strong> Approximately 68% of loan accounts under the scheme belong to women, and 50% are loans to SC\/ST and OBC entrepreneurs.\n<ul class=\"wp-block-list\">\n<li>About 70% of the borrowers were women in the first year.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Wide Accessibility:<\/strong> Loans are provided through a network of banks, NBFCs, MFIs, and other financial institutions, ensuring broad coverage across urban and rural areas.<\/li>\n\n\n\n<li><strong>Economic Empowerment:<\/strong> The scheme has supported small businesses across sectors like retail, food processing, and services, fostering self-employment and job creation.\n<ul class=\"wp-block-list\">\n<li>States like Tamil Nadu, Uttar Pradesh, and Karnataka have seen significant disbursals, contributing to regional economic growth.\u00a0<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Some Major Achievements:<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Empowerment of Nano Entrepreneurs:<\/strong> A significant chunk of beneficiaries are street vendors, artisans, and small service providers.<\/li>\n\n\n\n<li><strong>Women-Led Enterprises:<\/strong> More than 29 crore loans have been granted to women, boosting female entrepreneurship.<\/li>\n\n\n\n<li><strong>Digital Integration:<\/strong> PMMY integrated with platforms like <strong>Jan Dhan accounts and Aadhaar,<\/strong> ensuring transparency and efficiency in credit delivery.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Case Studies of Transformation<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Renu Devi from Bihar, who started a tailoring business with a \u20b940,000 Shishu loan, now employs 3 others and runs a boutique.<\/li>\n\n\n\n<li>Naveen from Karnataka used a Tarun loan to set up a vehicle repair shop and expanded into auto parts retail.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Challenges<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Rising NPAs:<\/strong> Public Sector Banks have reported rising Non-Performing Assets (NPAs) under Mudra loans (NPA in these loans are <strong>around 2.2%).<\/strong><\/li>\n\n\n\n<li><strong>Lack of Impact Evaluation:<\/strong> There is insufficient <strong>third-party auditing or impact assessment<\/strong> of PMMY at scale.\n<ul class=\"wp-block-list\">\n<li>Success claims are mostly based on disbursement volumes rather than actual outcomes.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Over-leveraging and Misutilization:<\/strong> Instances of borrowers using loans for consumption rather than productive use have raised concerns about loan effectiveness.<\/li>\n\n\n\n<li><strong>Limited Tarun Loans:<\/strong> While most disbursements are under the Shishu category (low-ticket), Tarun loans have remained relatively underutilized\u2014undermining high-growth potential entrepreneurs.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Future Roadmap<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Deepen Credit + Capability Linkages: <\/strong>Integrate MUDRA with Skill India, Start-Up India, and Livelihood Missions to offer a comprehensive entrepreneurial ecosystem.<\/li>\n\n\n\n<li><strong>Promote Financial Literacy:<\/strong> Embed credit counselling and digital literacy modules during loan disbursal to reduce defaults and enhance productive utilization.<\/li>\n\n\n\n<li><strong>Encourage Tarun Category Lending:<\/strong> Design interest subvention, risk-sharing frameworks, or credit guarantee mechanisms to incentivize higher-value lending.<\/li>\n\n\n\n<li><strong>Digitize Microcredit Processes:<\/strong> Expand UPI-linked MUDRA cards, mobile-based applications, and e-verification for faster processing, real-time tracking, and reduced transaction costs.<\/li>\n\n\n\n<li><strong>Institutionalize Mentorship Networks:<\/strong> Facilitate local mentorship cells under the aegis of District Industries Centres (DICs) or MSME
