The most important factor with the ENSO is the ability of the scientists to predict its occurrence, thereby predicting the amount of rainfall and temperature in the region.\u00a0\u00a0<\/span><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><strong>ENSO includes three phenomena:<\/strong><\/span><\/span>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><strong>El-Nino<\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\">: The term<\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><strong> \u201cEl Ni\u00f1o\u201d refers<\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\"> to the<\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><strong> Christ Child <\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\">and was given by fishermen along the coasts of Ecuador and Peru to describe the warming of the central and eastern pacific.\u00a0<\/span><\/span>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\">It leads to <\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><strong>warming in surface temperature of the eastern Pacific Ocean region<\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\">. This is associated with an increase in rainfall along the western coast of South America and a decrease in rainfall over the Indian subcontinent. It also leads to westerly winds, instead of the generally occurring easterly winds.<\/span><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">El Nino as the <\/span><span style=\"font-size:12pt\"><strong>warm phase of ENSO.<\/strong><\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><strong>La-Nina:<\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\">\u00a0La Ni\u00f1a means Little Girl in Spanish. La Ni\u00f1a is also sometimes called El Viejo, anti-El Ni\u00f1o, or simply<\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><strong> &#8220;a cold event.&#8221;<\/strong><\/span><\/span>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\">La Ni\u00f1a is a climate pattern that describes the<\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><strong> cooling of surface<\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\"> <\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><strong>ocean waters<\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\"> along the tropical west coast of South America along with a decrease in rainfall. La Nina is considered to be the counterpart to El Nino. And, the rainfall over the Indian subcontinent increases, along with augmentation of the strength of surface-level easterly winds.<\/span><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">La Nina represents the cool phase of the <\/span><span style=\"font-size:12pt\"><strong>El Nino\/Southern Oscillation (ENSO) cycle<\/strong><\/span><span style=\"font-size:12pt\">.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><strong>Neutral:\u00a0<\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\">These years are not associated with any of the above phenomena.<\/span><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><strong>Southern Oscillation:<\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\">\u00a0This is the interconnection which was established between the El-Nino and the decrease in rainfall over the Indian subcontinent. Although the fishermen and later the scientists knew both the phenomena, the two were thought to be independent of each other. It was quite later that interconnection was established between the two and it was named Southern Oscillation.<\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><span style=\"font-size:13pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><strong>What happens during the La Nina event?<\/strong><\/span><\/span><\/p>\n<p style=\"text-align:center\"><span style=\"font-size:12pt\"><span temperatures<\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\">\u00a0prevail over the\u00a0<\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><strong>east and the central Pacific Ocean<\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\">.\u00a0<\/span><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\">Due to the cooler temperature, the<\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><strong>\u00a0trade winds above the sea surface<\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\">\u00a0change in character because of a difference in the wind pressures.\u00a0<\/span><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\">This change in the character of the trade winds<\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><strong>\u00a0is then carried all around the world\u00a0<\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\">affecting different regions in different ways.\u00a0<\/span><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\">Many\u00a0<\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><strong>regions become colder and wetter<\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\">, while many others become\u00a0<\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><strong>hotter and drier<\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\">.\u00a0<\/span><\/span><\/li>\n<\/ul>\n<p><span style=\"font-size:13pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><strong>Causes<\/strong><\/span><\/span><\/p>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><strong>Human-induced climate change<\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\">\u00a0amplifies the impacts of naturally occurring events like La Ni\u00f1a and is increasingly influencing our weather patterns.<\/span><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\">Extreme El Ni\u00f1o and La Ni\u00f1a events may increase in frequency from about one every 20 years to one every 10 years by the end of the 21st century under\u00a0<\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><strong>aggressive greenhouse gas emission scenarios.<\/strong><\/span><\/span><\/li>\n<\/ul>\n<p><span style=\"font-size:13pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><strong>Concerns<\/strong><\/span><\/span><\/p>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><strong>No spring season for India:<\/strong><\/span><\/span>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\">La Nina usually brings wet and cold winter and spring seasons for India, but this time large parts of India did not experience a spring season at all.\u00a0<\/span><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\">This happened as a north-south pressure pattern, which usually forms over India during the winter season and dissipates by spring, continued into March and April this year.\u00a0<\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><strong>Prolonged monsoon and floods in India:<\/strong><\/span><\/span>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\">India can experience a prolonged monsoon season for the third year in a row, for instance.\u00a0<\/span><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\">The monsoon seasons of 2020 and 2021 were also extended, leading to an increase in extreme rainfall events during the period.<\/span><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\">It may lead to subsequent floods as seen in many states in the last two years.\u00a0<\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><strong>Drought conditions in the other parts of the world:<\/strong><\/span><\/span>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\">The ongoing drought conditions in 40 percent of the\u00a0<\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><strong>United States,<\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\">\u00a0the years-long drought conditions in the\u00a0<\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><strong>Horn of Africa and southern South America<\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\">\u00a0would also likely continue and become more intense due to the continuation of the La Nina.<\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><strong>Hurricanes:<\/strong><\/span><\/span>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\">It could also form an above-average hurricane season for the Atlantic Ocean, with a 65 percent probability.\u00a0<\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><strong>Heat waves &#038; wildfires:<\/strong><\/span><\/span>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\">This condition could lead to devastating and unpredictable consequences for India and many other regions around the world in particular through more\u00a0<\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><strong>intense heat waves and drought<\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\">\u00a0and the associated risk of\u00a0<\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><strong>wildfires<\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\">.<\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><span style=\"font-size:13pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><strong>Way Ahead<\/strong><\/span><\/span><\/p>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><strong>Mitigation:<\/strong><\/span><\/span>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\">The current atmospheric carbon dioxide (CO2) concentrations are higher than at any time in the last two million years.\u00a0<\/span><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\">To align with a 1.5\u00b0C target of limiting warming, global CO2 emissions must reach net zero around 2050, with global GHG emissions reaching net-zero 15-20 years later.\u00a0<\/span><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\">A delay of 15-20 years in either net-zero CO2 or net-zero GHGs implies limiting warming to 2\u00b0C rather than shift\u00a0from the sensational to the strategic:<\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\">\u00a0<\/span><\/span>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\">In order to stabilise the rise in temperatures, two things have to happen:<\/span><\/span>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\">Anthropogenic emissions must become net-zero and,\u00a0<\/span><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\">In the interim, cumulative emissions cannot exceed a global carbon budget.<\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><strong>Adaptation:<\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\">\u00a0<\/span><\/span>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\">Adaptation can be understood as the process of adjusting to the current and future effects of climate change.\u00a0<\/span><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\">India has a strategy to combat climate change under the\u00a0<\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><strong>National Action Plan on Climate Change<\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\">\u00a0formed with the integration of similar missions at the state level.\u00a0<\/span><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\">Apart from that, India has also launched the\u00a0<\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><strong>Coalition for Disaster Resilient Infrastructure (CDRI).<\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\">\u00a0<\/span><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\">However, climate change would require an<\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><strong>\u00a0international collective action for maximum impact<\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\">.\u00a0<\/span><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\">This is because safeguarding the climate is a global requirement and any strategy in silos will only have a limited impact.<\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><span style=\"font-size:13pt\"><span
