revamped Central Vista Avenue, the <\/span><span style=\"font-size:12pt\">3-km stretch<\/span><span style=\"font-size:12pt\"> from the <\/span><span style=\"font-size:12pt\">Rashtrapati Bhavan to the India Gate.<\/span>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">PM also said that the <\/span><span style=\"font-size:12pt\"><strong>Kingsway or Rajpath<\/strong><\/span><span style=\"font-size:12pt\"> which was the <\/span><span style=\"font-size:12pt\"><strong>symbol of slavery<\/strong><\/span><span style=\"font-size:12pt\"> has become a <\/span><span style=\"font-size:12pt\"><strong>matter of history<\/strong><\/span><span style=\"font-size:12pt\"> and has been <\/span><span style=\"font-size:12pt\"><strong>erased forever.<\/strong><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><span style=\"font-size:13pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><strong>About the recent event\u00a0<\/strong><\/span><\/span><\/p>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">Statue of Subhas Chandra Bose<\/span>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">Referring to the statue of <\/span><span style=\"font-size:12pt\">King George V<\/span><span style=\"font-size:12pt\"> which once adorned the Grand Canopy has now been replaced by a <\/span><span style=\"font-size:12pt\">28-feet statue of Netaji Subhas Chandra Bose.\u00a0<\/span>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">Netaji\u2019s statue is like <\/span><span style=\"font-size:12pt\"><strong>Praan Pratishtha<\/strong><\/span><span style=\"font-size:12pt\"> of a new India.<\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><strong>Andaman Islands<\/strong><\/span><span style=\"font-size:12pt\"> were also recently renamed after Netaji Bose.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">Chhatrapati Shivaji\u2019s symbol<\/span>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">The Indian Navy has also adopted Chhatrapati Shivaji\u2019s symbol and shed the symbol of style=\"font-size:12pt\"><strong>integrated administration block<\/strong><\/span><span style=\"font-size:12pt\">\u00a0and\u00a0<\/span><span style=\"font-size:12pt\"><strong>synergised functioning<\/strong><\/span><span style=\"font-size:12pt\">\u00a0of ministries presently spread across<\/span><span style=\"font-size:12pt\"><strong>\u00a047 buildings in the region<\/strong><\/span><span style=\"font-size:12pt\">, and in particular, the\u00a0<\/span><span style=\"font-size:12pt\"><strong>Central Secretariat block.<\/strong><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">It seeks to build a new<\/span><span style=\"font-size:12pt\"><strong>\u00a0Parliament house<\/strong><\/span><span style=\"font-size:12pt\">, a new residential complex, which would house the Prime Minister and the Vice President besides several new office buildings including the North and South Block buildings.<\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">It will cover a 3-km stretch from Rashtrapati Bhavan to India Gate in Lutyens\u2019 Delhi.<\/span>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">The\u00a0<\/span><span style=\"font-size:12pt\"><strong>Parliament House, the Rashtrapati Bhavan<\/strong><\/span><span style=\"font-size:12pt\">\u00a0and the secretariat that includes both north and south block were designed by\u00a0<\/span><span style=\"font-size:12pt\"><strong>Edwin Lutyens and Herbert Baker.<\/strong><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><span style=\"font-size:13pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><strong>New Parliament<\/strong><\/span><\/span><\/p>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">It will be<\/span><span style=\"font-size:12pt\"><strong>\u00a0three times bigge<\/strong><\/span><span style=\"font-size:12pt\">r than the existing 93-year-old heritage building.<\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">It is likely to have a\u00a0<\/span><span style=\"font-size:12pt\"><strong>triangular shape with a built-up area<\/strong><\/span><span style=\"font-size:12pt\">\u00a0of 65,000 sq.m. and is scheduled to be completed in 2022, in time for the 75th Independence Day celebrations and the Global G-20 summit.<\/span><\/li>\n<\/ul>\n<div style=\"margin-left:-7px\">\n<table cellspacing=\"0\" style=\"font-size:12pt\"><strong>Rashtrapati Bhavan<\/strong><\/span><span style=\"font-size:12pt\">\u00a0was designed by Edwin Lutyens and the secretariat that includes both\u00a0<\/span><span style=\"font-size:12pt\"><strong>north<\/strong><\/span><span style=\"font-size:12pt\">\u00a0and\u00a0<\/span><span style=\"font-size:12pt\"><strong>south block<\/strong><\/span><span style=\"font-size:12pt\">\u00a0was designed by\u00a0<\/span><span style=\"font-size:12pt\"><strong>Herbert Baker.<\/strong><\/span><\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><strong>The \u201cNorth\u201d and \u201cSouth\u201d Blocks are named so for their location north and south of the Rashtrapati Bhavan.<\/strong><\/span><\/li>\n<\/ul>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<p>\u00a0<\/p>\n<p><span style=\"font-size:13pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><strong>Significance\u00a0<\/strong><\/span><\/span><\/p>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">The present Parliament building is\u00a0<\/span><span style=\"font-size:12pt\"><strong>85-year-old and suffers<\/strong><\/span><span style=\"font-size:12pt\">\u00a0from<\/span><span style=\"font-size:12pt\"><strong>\u00a0inadequacy<\/strong><\/span><span style=\"font-size:12pt\">\u00a0of\u00a0<\/span><span style=\"font-size:12pt\"><strong>space to house members<\/strong><\/span><span style=\"font-size:12pt\">\u00a0and their staff.<\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">It suffers from<\/span><span style=\"font-size:12pt\"><strong>\u00a0structural issue<\/strong><\/span><span style=\"font-size:12pt\">s and the<\/span><span style=\"font-size:12pt\"><strong>\u00a0building needs to be protected\u00a0<\/strong><\/span><span style=\"font-size:12pt\">because of its heritage, it is a\u00a0<\/span><span style=\"font-size:12pt\"><strong>major attraction for the tourists<\/strong><\/span><span style=\"font-size:12pt\">\u00a0who visit the country.<\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">The new Parliament building will have\u00a0<\/span><span style=\"font-size:12pt\"><strong>high-quality acoustic<\/strong><\/span><span style=\"font-size:12pt\">s and\u00a0<\/span><span style=\"font-size:12pt\"><strong>audio-visual<\/strong><\/span><span style=\"font-size:12pt\">\u00a0facilities, improved and comfortable seating arrangements, effective and inclusive emergency evacuation provisions, with high-level security for the members.<\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">Central Vista is an essential ingredient of sovereignty and pride, and also where recreational spaces are available for enjoyment by the citizens.\u00a0<\/span><\/li>\n<\/ul>\n<p><span style=\"font-size:13pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><strong>Major Concerns Highlighted\u00a0<\/strong><\/span><\/span><\/p>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><strong>Lack of transparency:<\/strong><\/span><span style=\"font-size:12pt\">\u00a0In the \u2018re-development of the Central Vista, the entire matter has been formed in<\/span><span style=\"font-size:12pt\"><strong>\u00a0secrecy and opacity.<\/strong><\/span>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">Several key approvals for the proposed Parliament building have been pushed during the lockdown which led to allegations of a lack of transparency.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><strong>Environment clearance<\/strong><\/span><span style=\"font-size:12pt\">: Many opposition and environmentalists point out concerns related to the lack of studies to ascertain the need for the project and its impact on the environment, traffic and pollution.<\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><strong>Financial burden<\/strong><\/span><span style=\"font-size:12pt\">: The ambitious project, costing Rs 20,000 crore and\u00a0 It came when the country is battling the COVID-19 pandemic and is staring at a serious economic crisis.<\/span>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">The failure of the public health facilities to cope with the increasing number of corona cases has
