class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The union government achieved the target of establishing 10,000 farmer producer organisations (FPOs) under a flagship central scheme.\n<ul class=\"wp-block-list\">\n<li>PM Modi launched the 10,000th FPO in Bhagalpur, Bihar focusing on maize, banana, and paddy.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>About<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Central Sector Scheme for \u201cFormation and Promotion of<strong> 10,000 Farmer Producer Organizations (FPOs) <\/strong>was launched in <strong>2020.<\/strong><\/li>\n\n\n\n<li>The scheme was launched with a budget outlay of <strong>\u20b96,865 Crore till 2027-28.<\/strong><\/li>\n\n\n\n<li>Approximately <strong>30 lakh farmers<\/strong> in the country are connected to FPOs, with around <strong>40 percent<\/strong> of them being women.<\/li>\n\n\n\n<li><strong>Objective of the scheme are as;<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>To provide handholding<\/strong> and support to new FPOs up to <strong>five years<\/strong> from the year of its creation,<\/li>\n\n\n\n<li><strong>To provide effective capacity building<\/strong> to FPOs to develop agriculture entrepreneurship skills.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What are FPOs?<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>A <a href=\"https:\/\/www.nextias.com\/ca\/current-affairs\/07-02-2022\/farmer-producer-organisations-fpos\" data-type=\"link\" data-id=\"https:\/\/www.nextias.com\/ca\/current-affairs\/07-02-2022\/farmer-producer-organisations-fpos\">Farmer Producer Organization (FPO)<\/a><\/strong> is a group of farmers who work together to market and produce agricultural products.\n<ul class=\"wp-block-list\">\n<li>FPOs are <strong>legally registered entities<\/strong> under <strong>Part IXA<\/strong> of the <strong>Companies Act<\/strong> or the Cooperative Societies Act of respective states.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>The Small Farmers&#8217; Agribusiness Consortium (SFAC),<\/strong> under the <strong>Ministry of Agriculture,<\/strong> plays a crucial role in facilitating the formation of FPOs across the country.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Need for FPOs<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Indian agriculture is dominated by small, marginal, and landless farmers, who face several challenges such as:\n<ul class=\"wp-block-list\">\n<li><strong>Limited access to technology<\/strong>, quality seeds, fertilizers, and pesticides.<\/li>\n\n\n\n<li><strong>Financial constraints<\/strong> restricting modern farming techniques and mechanization.<\/li>\n\n\n\n<li><strong>Inability to market their produce<\/strong> effectively due to weak negotiation strength.<\/li>\n\n\n\n<li><strong>Lack of proper storage<\/strong>, transportation, and logistics support.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>FPOs help address these issues by <strong>collectivizing small farmers, enhancing their bargaining power, and enabling them to access better inputs,<\/strong> financial support, and market linkages.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Services provided by FPOs<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Supply quality production inputs<\/strong> like seed, fertilizer, pesticides and such other inputs at reasonably lower wholesale rates.<\/li>\n\n\n\n<li><strong>Make available machinery and equipment<\/strong> like cultivator, tiller, sprinkler set, combine harvester and such other machinery and equipment on custom hiring basis for members to reduce the per 2 unit production cost.<\/li>\n\n\n\n<li><strong>Make available value addition <\/strong>like cleaning, assaying, sorting, grading, packing and also farm level processing facilities at user charge basis on a reasonably cheaper rate.&nbsp;<\/li>\n\n\n\n<li><strong>Facilitate logistics services<\/strong> such as storage, transportation, loading\/un-loading etc. on a shared cost basis.<\/li>\n\n\n\n<li><strong>Market the aggregated produce<\/strong> with better negotiation strength to the buyers and in the marketing channels offering better and remunerative prices.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Challenges to FPO<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Complex regulatory and compliance procedures.<\/li>\n\n\n\n<li>Weak infrastructure for storage, processing, and transportation.<\/li>\n\n\n\n<li>Low farmer participation and internal governance issues.<\/li>\n\n\n\n<li>Limited adoption of digital platforms and technology.<\/li>\n\n\n\n<li>Vulnerability to climate risks and market fluctuations.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Way Ahead<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The successful formation of 10,000 Farmer Producer Organizations (FPOs) under the Central Sector Scheme marks a transformative milestone for the agriculture sector.&nbsp;<\/li>\n\n\n\n<li>By fostering collectivization, enhancing market access, and providing financial and institutional support, this initiative has empowered millions of
