{"id":37661,"date":"2025-02-19T19:32:23","date_gmt":"2025-02-19T14:02:23","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=37661"},"modified":"2025-02-27T16:46:39","modified_gmt":"2025-02-27T11:16:39","slug":"pm-aasha-scheme-extension-until-2025-26","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/19-02-2025\/pm-aasha-scheme-extension-until-2025-26","title":{"rendered":"Extension of PM-AASHA Scheme Until 2025-26"},"content":{"rendered":"\n<p><strong>Syllabus: GS3\/ Agriculture<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Union Government has approved the continuation of the <strong>Pradhan Mantri Annadata Aay Sanrakshan Abhiyan (PM-AASHA) Scheme<\/strong> during the 15th Finance Commission Cycle up to<strong> 2025-26.<\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>PM-AASHA Scheme<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The scheme was launched in <strong>2018<\/strong> as an umbrella scheme to <strong>ensure <a href=\"https:\/\/www.nextias.com\/blog\/minimum-support-price-msp\/\" data-type=\"link\" data-id=\"https:\/\/www.nextias.com\/blog\/minimum-support-price-msp\/\">Minimum Support Price (MSP)<\/a> <\/strong>to farmers, particularly for <strong>pulses, oilseeds, and copra.<\/strong><\/li>\n\n\n\n<li>It aims to ensure remunerative prices for farmers and price stability in the agricultural sector.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Components of PM-AASHA<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Price Support Scheme (PSS):<\/strong> The government procures pulses, oilseeds, and copra at MSP.\n<ul class=\"wp-block-list\">\n<li>The Central Nodal Agencies (CNAs) conduct procurement in collaboration with state agencies.<\/li>\n\n\n\n<li>Only produce meeting Fair Average Quality (FAQ) standards is procured.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Price Deficiency Payment Scheme (PDPS):<\/strong> It directs compensation payments to pre-registered farmers for the difference between MSP and the market price.\n<ul class=\"wp-block-list\">\n<li>There is <strong>no physical procurement<\/strong> of produce.<\/li>\n\n\n\n<li>It applies to oilseeds and requires transactions through a transparent auction process in notified market yards.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Private Procurement &amp; Stockist Scheme (PPSS) (Pilot Basis):<\/strong> It allows states to involve private stockists for oilseed procurement.\n<ul class=\"wp-block-list\">\n<li>It is implemented in selected <strong>Agricultural Produce Market Committees (APMCs) or districts.<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Key Changes in the Scheme<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>In 2024 the Government converged the <strong>Price Support Scheme (PSS) &amp; Price Stabilization Fund (PSF) schemes<\/strong> in PM AASHA to serve the farmers and consumers more efficiently.\n<ul class=\"wp-block-list\">\n<li>It will help in protecting consumers from extreme volatility in prices of agri-horticultural commodities by maintaining strategic buffer stock of pulses and onion for calibrated release; to discourage hoarding, unscrupulous speculation; and for supplies to consumers at affordable prices.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>The<strong> Market Intervention Scheme (MIS)<\/strong> was made a component of the integrated scheme of PM-AASHA.\n<ul class=\"wp-block-list\">\n<li>The scheme is for perishable agricultural and horticultural commodities like onions, potatoes, and tomatoes.&nbsp;<\/li>\n\n\n\n<li>It is implemented when prices fall by at least <strong>10%<\/strong> from the previous normal season.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Significance of the Scheme<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Ensures price support<\/strong> to farmers, reducing distress sales.<\/li>\n\n\n\n<li><strong>Enhances procurement efficiency<\/strong> through market-based interventions.<\/li>\n\n\n\n<li><strong>Increases farmer participation <\/strong>in transparent marketing systems.<\/li>\n\n\n\n<li><strong>Prevents extreme price fluctuations,<\/strong> protecting both producers and consumers.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Concerns<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Limited implementation:<\/strong> PDPS and PPSS have seen low adoption by states.<\/li>\n\n\n\n<li><strong>Procurement constraints: <\/strong>MSP coverage is not uniform across all crops and regions.<\/li>\n\n\n\n<li><strong>Awareness and accessibility issues: <\/strong>Many farmers lack awareness or face bureaucratic hurdles in registration.<\/li>\n\n\n\n<li><strong>Budgetary concerns: <\/strong>Ensuring adequate funding for procurement operations remains a challenge.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Concluding remarks<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The extension of <strong>PM-AASHA till 2025-26 <\/strong>reaffirms the government&#8217;s commitment to farmers&#8217;
