{"id":37231,"date":"2025-02-12T19:54:18","date_gmt":"2025-02-12T14:24:18","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=37231"},"modified":"2025-08-18T17:46:29","modified_gmt":"2025-08-18T12:16:29","slug":"india-russia-defence-cooperations","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/12-02-2025\/india-russia-defence-cooperations","title":{"rendered":"India-Russia Defence Cooperations"},"content":{"rendered":"\n<p><strong>Syllabus: GS2\/IR\/GS3\/Defence<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>In News<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Recently, Russia&#8217;s state-owned defense export company (Rosoboronexport) proposed a partnership with India on the <strong>Russian fifth-generation fighter aircraft (FGFA), the Su-57E<\/strong>.&nbsp;<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>India-Russia Defence cooperations<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Defence cooperation is a key aspect of the<strong> India-Russia strategic partnership<\/strong>, guided by the Agreement on the Programme for Military Technical Cooperation.<\/li>\n\n\n\n<li>The India-Russia defense cooperation also includes the supply and development of military equipment and technology, as well as agreements like the military technical cooperation and a Navy-to-Navy cooperation agreement.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Cooperation Frameworks<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Agreement for 2021-2031<\/strong> signed during the India-Russia 2+2 Dialogue in&nbsp; 2021\n<ul class=\"wp-block-list\">\n<li>It aims to strengthen military cooperation in R&amp;D, production, and after-sales support of armaments and military equipment.&nbsp;<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>IRIGC-MTC <\/strong>: India and Russia have a structured approach for military cooperation, led by the <strong>India-Russia Inter-Governmental Commission on Military Technical Cooperation (IRIGC-MTC),<\/strong> established in 2000.<\/li>\n\n\n\n<li><strong>Annual Defence Minister Meeting<\/strong>s: The Defence Ministers meet annually to review ongoing projects and discuss military cooperation.&nbsp;<\/li>\n\n\n\n<li><strong>Bilateral Projects<\/strong>: It includes the supply of S-400, licensed production of T-90 tanks and Su-30 MKI, supply of MiG-29 and Kamov helicopters, INS Vikramaditya (formerly Admiral Gorshkov), production of Ak-203 rifles in India and BrahMos missiles.&nbsp;<\/li>\n\n\n\n<li><strong>Joint Exercises &#8211; &#8220;INDRA&#8221;: <\/strong>Tri-Service joint exercises, including the Indra exercise, have been held.\n<ul class=\"wp-block-list\">\n<li>India also participated in the International Army Games and Ex Vostok in Russia.<\/li>\n\n\n\n<li><strong>Exercise Aviaindra,<\/strong> a Biennial Air Force level exercise between Indian and the Russian Federation.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><a href=\"https:\/\/www.nextias.com\/ca\/editorial-analysis\/21-12-2024\/india-russia-relationship\">India and Russia<\/a> had previously signed a joint development deal in 2010 for the fifth-generation fighter aircraft (FGFA)program, but India withdrew in 2018 due to issues with technology transfer.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Latest Developments<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Su-57E in India:&nbsp; <\/strong>Russia&#8217;s state-owned defense export company&nbsp; offered to localize production of the<strong> Su-57E in India<\/strong>, potentially starting as early as 2025, at the Hindustan Aeronautics Limited (HAL) plant.\n<ul class=\"wp-block-list\">\n<li>It would provide advanced fifth-generation technologies, including engines, Active Electronically Scanned Array (AESA) radars, optics, AI elements, software communication, and air weapons.<\/li>\n\n\n\n<li>These technologies could benefit <strong>India&#8217;s Advanced Medium Combat Aircraft (AMCA) program.&nbsp;<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Additionally, Russia proposed<strong> long-term cooperatio<\/strong>n with India in upgrading aircraft capabilities, building on 60 years of successful collaboration in aircraft production.<\/li>\n\n\n\n<li>Russia is considering a <strong>logistics support agreement similar to India&#8217;s Logistics Exchange Memorandum of Agreement (LEMOA) <\/strong>with the US.\n<ul class=\"wp-block-list\">\n<li>This would allow mutual use of military bases for refuelling, repairs, and resupply.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Russia recently authorized the signing of the<strong> Reciprocal Exchange of Logistics Agreement (RELOS), <\/strong>which will facilitate military exchanges, exercises, training, port calls, and humanitarian assistance operations.&nbsp;<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Importance&nbsp;<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India views Russia as a long-time ally, particularly from the Cold War era, with significant cooperation in defence, oil, nuclear energy, and space exploration.<\/li>\n\n\n\n<li><strong>India-Russia defence relations<\/strong> are robust&nbsp; which highlight the compatibility of their military hardware, which India largely procures from Russia.<\/li>\n\n\n\n<li>The potential logistics agreement holds strategic significance for India, especially in the Arctic region, as it would enhance India&#8217;s presence in this geopolitically critical area with access to Russian military facilities.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Issues and Concerns&nbsp;<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Reliance on import : <\/strong>India&nbsp; is trying to develop into a defence manufacturing hub.\n<ul class=\"wp-block-list\">\n<li>But it lacks a strong industrial base for military equipment.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Russia -Ukraine War<\/strong> has raised concerns about Russia\u2019s ability to meet timelines for spares and hardware<strong>.<\/strong>\n<ul class=\"wp-block-list\">\n<li>Western sanctions on Russia have raised concerns about delays in military deliveries<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>China Factor&nbsp;
