{"id":34233,"date":"2024-12-24T19:28:56","date_gmt":"2024-12-24T13:58:56","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=34233"},"modified":"2024-12-24T19:28:58","modified_gmt":"2024-12-24T13:58:58","slug":"government-ends-no-detention-policy","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/24-12-2024\/government-ends-no-detention-policy","title":{"rendered":"Government Ends No-Detention Policy\u00a0"},"content":{"rendered":"\n<p><strong>Syllabus: GS2\/Education<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Centre has scrapped the no-detention policy in schools governed by it, including Kendriya Vidyalayas and Jawahar Navodaya Vidyalayas.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>About<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The decision will impact around <strong>3,000 Central schools,<\/strong> including Sainik Schools, which function under the Ministry of Defence, and Eklavya Model Residential Schools, under the Ministry of Tribal Affairs.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>No Detention Policy<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Under Section 16 of the Right to Education Act, 2009,<\/strong> schools were prohibited from detaining students <strong>up to Class 8.\u00a0<\/strong><\/li>\n\n\n\n<li><strong>Reason:<\/strong> With the possibility of students dropping out if they were detained, the no-detention policy was meant to ensure<strong> children received a minimum level of education at least.<\/strong><\/li>\n\n\n\n<li><strong>Criticism: <\/strong>In the years since then, several States called for scrapping the no-detention policy.\n<ul class=\"wp-block-list\">\n<li>In 2016, the Central Advisory Board of Education passed a resolution <strong>calling for scrapping the policy <\/strong>on the grounds that students were no longer serious about their studies.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>2019 Amendment: <\/strong>The Act was then amended in 2019, allowing \u201cappropriate government to hold back a child in the fifth class or in the eighth class or in both classes if the child fails in the re-examination.\n<ul class=\"wp-block-list\">\n<li>This left it to the States to decide on scrapping the no-detention policy.<\/li>\n\n\n\n<li>Since the amendment, 18 States and UTs have done away with the no-detention policy.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>New Policy<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It has now allowed schools to hold back students who fail annual examinations.<\/li>\n<\/ul>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img data-dominant-color=\"acbdcc\" data-has-transparency=\"false\" loading=\"lazy\" decoding=\"async\" width=\"334\" height=\"289\" src=\"https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2024\/12\/Additional-support-for-students.webp\" alt=\"Additional-support-for-students\" class=\"not-transparent wp-image-34234\" style=\"--dominant-color: #acbdcc;
