{"id":33382,"date":"2024-12-07T19:26:55","date_gmt":"2024-12-07T13:56:55","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=33382"},"modified":"2025-01-28T18:32:07","modified_gmt":"2025-01-28T13:02:07","slug":"agriculture-digital-public-infrastructure-dpi","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/07-12-2024\/agriculture-digital-public-infrastructure-dpi","title":{"rendered":"Digital Public Infrastructure (DPI) for Agriculture\u00a0"},"content":{"rendered":"\n<p><strong>Syllabus: GS2\/ Governance, GS3\/ Agriculture<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Under the Digital Agriculture Mission, Gujarat became the first state in the country to generate \u201cFarmer IDs\u201d for 25 percent of the targeted number of farmers in the state.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Digital Agriculture Mission<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Digital Agriculture Mission was approved with an outlay of <strong>Rs. 2817 Crore,<\/strong> including the central share of<strong> Rs. 1940 Crore.<\/strong><\/li>\n\n\n\n<li>It is conceived as an umbrella scheme to support digital agriculture initiatives, such as creating<strong> Digital Public Infrastructure<\/strong>, implementing the <strong>Digital General Crop Estimation Survey (DGCES), <\/strong>and taking up other IT initiatives by the Central Government, State Governments, and Academic and Research Institutions.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Digital Public Infrastructure (DPI) for Agriculture<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>DPI for Agriculture aims to provide comprehensive and useful data on farmers consisting of <strong>authenticated demographic details, land holdings and crops sown.&nbsp;<\/strong>\n<ul class=\"wp-block-list\">\n<li>It will include <strong>cultivators &amp; tenant farmers,<\/strong> as per the policy of the State Government.&nbsp;<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>It is a transformative approach to digital governance, underpinned by the following principles:\n<ul class=\"wp-block-list\">\n<li><strong>Interoperability:<\/strong> Seamless integration with central and state government platforms.<\/li>\n\n\n\n<li><strong>Open Standards:<\/strong> Ensuring widespread adoption and accessibility.<\/li>\n\n\n\n<li><strong>Scalability:<\/strong> Designed to serve farmers across the country.<\/li>\n\n\n\n<li><strong>Robust Governance:<\/strong> Data security and privacy frameworks ensure trust and transparency.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Three Pillars DPIs<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Agristack: <\/strong>The farmer\u2019s digital toolbox. It\u2019s a federated structure, collaboratively built by various agencies of both central and state governments. Agristack houses three foundational registries:\n<ul class=\"wp-block-list\">\n<li><strong>Farmers\u2019 Registry: <\/strong>A virtual farmer directory.<\/li>\n\n\n\n<li><strong>Geo-referenced Village Maps:<\/strong> For every village, with crop details overlaid.<\/li>\n\n\n\n<li><strong>Crop Sown Registry:<\/strong> A digital ledger of what\u2019s sprouting where.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Krishi Decision Support System:<\/strong> It provides timely and reliable information to farmers, helping them make informed decisions.\n<ul class=\"wp-block-list\">\n<li>It aims to create a comprehensive geospatial system to unify remote sensing-based information on crops, Soil, Weather, water resources, etc.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Soil Profile Mapping: <\/strong>It maps soil properties, moisture levels, and nutrient content, empowering precision agriculture.<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-background\" style=\"background-color:#ebecf0\"><tbody><tr><td><strong>A Farmer ID (Kisan Pehchaan Patra)<\/strong><br><br>&#8211; It is a <strong>unique digital identity of farmers <\/strong>based on Aadhaar, linked dynamically to the State\u2019s land records system.\u00a0<br>&#8211; The Farmer ID gets <strong>automatically updated with the changes in the land record details<\/strong> of an individual farmer.\u00a0<br>&#8211; The Farmer ID, is intended to provide the following farmer-centric benefits:<br>1. Simplified and seamless access to Government schemes,<br>2. Streamlined paperless and contactless crop loans and credit that can be processed within an hour,<br>3.
