{"id":32866,"date":"2024-11-28T18:49:47","date_gmt":"2024-11-28T13:19:47","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=32866"},"modified":"2025-04-04T12:33:37","modified_gmt":"2025-04-04T07:03:37","slug":"national-landslide-risk-mitigation-nlrm-project","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/28-11-2024\/national-landslide-risk-mitigation-nlrm-project","title":{"rendered":"National Landslide Risk Mitigation (NLRM) Project"},"content":{"rendered":"\n<p><strong>Syllabus: GS3\/Disaster Management<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The committee under the chairmanship of Union Home Minister has approved <strong>disaster mitigation and capacity building projects for various states.<\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>About<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Landslides pose a <strong>significant threat to life and property<\/strong>, especially in hilly and mountainous regions of India.<\/li>\n\n\n\n<li>The proposal includes the funding from <strong>National Disaster Mitigation Fund (NDMF)&nbsp; <\/strong>to mitigate Landslide Risk in<strong> 15 States.<\/strong>\n<ul class=\"wp-block-list\">\n<li>The NDMF is exclusively for the purpose of mitigation projects, aimed at reducing the impact of disasters. It is overseen by the National Disaster Management Authority (NDMA).<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Another proposal is for<strong> training and capacity building of Civil Defense volunteers in all States and UT\u2019s<\/strong> under Preparedness and Capacity Building from the funding window of <strong>National Disaster Response Fund (NDRF).<\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Recent Incidents in India<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>There has been a <strong>sharp rise in landslide events<\/strong> due to extreme weather conditions.\u00a0<\/li>\n\n\n\n<li>India faced extreme weather events on <strong>93% of the days in the first nine months \u2014 255 out of 274 days<\/strong> \u2014 in 2024 that claimed 3,238 lives, destroyed over 2.35 lakh houses\/buildings and affected crops in 3.2 million hectare (mha) of land.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Landslides<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A landslide is a geological phenomenon of <strong>sudden movement of rock, earthen materials, and debris down a sloped section of land.&nbsp;<\/strong><\/li>\n\n\n\n<li>This movement can be triggered by various <strong>natural and man-made factors.<\/strong>\n<ul class=\"wp-block-list\">\n<li>Intense rain, severe earthquakes, volcanic activity or human activities like construction, deforestation, or changes in cropping patterns can trigger <a href=\"https:\/\/www.nextias.com\/blog\/landslides\/\">landslides<\/a>.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Is India prone to landslides?<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India is highly prone to landslides due to its tectonic position.&nbsp;<\/li>\n\n\n\n<li><strong>The northward movement of the Indian landmass<\/strong> at a rate of 5 cm\/year <strong>accumulates stress<\/strong> to which natural disasters like landslides are attributed.<\/li>\n\n\n\n<li>The Landslide Atlas of India released by the Indian Space Research Organisation (ISRO) listed some of the country&#8217;s most vulnerable areas.\n<ul class=\"wp-block-list\">\n<li>India is among the top five landslide-prone countries in the world.<\/li>\n\n\n\n<li>Apart from snow-covered areas, around<strong> 12.6% of India is vulnerable<\/strong>.&nbsp;<\/li>\n\n\n\n<li>Among them around<strong> 66.5% are in the north-western Himalayas<\/strong>, 18.8% are in the north-eastern Himalayas and around 14.7% are in the Western Ghats region.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>The Northeastern Region (comprises about 50% of the total landslide prone areas in India)<\/li>\n\n\n\n<li>Areas of Uttarakhand, Himachal Pradesh, and Jammu &amp; Kashmir lying along the Himalayas.<\/li>\n\n\n\n<li>Areas of Maharashtra, Goa, Karnataka, Kerala, and Tamil Nadu lying along the Western Ghats.<\/li>\n\n\n\n<li>The Araku region in Andhra Pradesh along the Eastern Ghats.<\/li>\n<\/ul>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img data-dominant-color=\"9ec5ca\" data-has-transparency=\"false\" loading=\"lazy\" decoding=\"async\" width=\"594\" height=\"581\" src=\"https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2024\/11\/Landslide-province.webp\" alt=\"Landslide-province\" class=\"not-transparent wp-image-32870\" style=\"--dominant-color: #9ec5ca; width:398px;height:auto\" srcset=\"https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2024\/11\/Landslide-province.webp 594w, https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2024\/11\/Landslide-province-300x293.webp 300w\" sizes=\"auto, (max-width: 594px) 100vw, 594px\" \/><\/figure>\n<\/div>\n\n\n<h2 class=\"wp-block-heading\"><strong>Measures Taken by India<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The <strong>Disaster Management Act, of 2005<\/strong> provides a comprehensive legal and institutional framework for the management of various disasters including landslides.<\/li>\n\n\n\n<li><strong>Landslide Hazard Zonation Maps (LHZM):<\/strong> The Geological Survey of India (GSI) and the National Remote Sensing Centre (NRSC) have developed hazard zonation maps to identify landslide-prone areas. These maps help in planning safer land use, infrastructure development, and disaster preparedness.<\/li>\n\n\n\n<li><strong>The National Landslide Risk Management Strategy (2019)<\/strong> covers all aspects of landslide disaster risk reduction and management, such as hazard mapping, monitoring, and early warning systems.<\/li>\n\n\n\n<li>The <strong>National Institute of Disaster Management (NIDM)<\/strong> has been providing capacity building and other support to various national and state-level disaster management authorities.<\/li>\n\n\n\n<li>Efforts have been made towards better prediction of weather. E.g. <strong>Ensemble Prediction System<\/strong>.
