class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The White House recently reaffirmed the strong foundation of India-U.S. bilateral relations amidst the controversy of bribery allegations against Indian businessman Gautam Adani.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Overview of India and US Bilateral Relations<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Since India\u2019s independence, ties with the United States have weathered the <strong>Cold War era<\/strong> distrust and <strong>estrangement over India\u2019s nuclear program.\u00a0<\/strong>\n<ul class=\"wp-block-list\">\n<li>Relations have <strong>warmed in recent years<\/strong> and cooperation has strengthened across a range of economic and political areas.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Bilateral Trade:<\/strong> The bilateral trade between the two countries has risen by<strong> 72 percent<\/strong> between 2017-18 and 2022-23.\n<ul class=\"wp-block-list\">\n<li>The US accounted for <strong>18 percent <\/strong>of the gross <strong>FDI inflows<\/strong> into India during <strong>2021-22<\/strong>, ranking second behind Singapore.<\/li>\n\n\n\n<li>US is the largest trading partner of India with overall bilateral trade in goodsandservices of $190.1 billion for calendar year 2023<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Defense and Security:<\/strong> India and the US have signed a troika of \u201cfoundational pacts\u201d for deep military cooperation, beginning with the<strong> Logistics Exchange Memorandum of Agreement (LEMOA) in 2016<\/strong>, followed by the Communications Compatibility and Security Agreement<strong> (COMCASA)<\/strong> after the first 2+2 dialogue in 2018, and then the <strong>Basic Exchange and Cooperation Agreement (BECA) <\/strong>in 2020.\n<ul class=\"wp-block-list\">\n<li>In <strong>2016<\/strong>, the United States elevated India to a <strong>major defense partner.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Space: Artemis Accords <\/strong>signed by India established a common vision for the future of space exploration for the benefit of all humankind.<\/li>\n\n\n\n<li><strong>Multilateral Cooperation:<\/strong> India and the United States cooperate closely in multilateral organizations and forums, including the <strong>United Nations, G20,<\/strong>, <strong>International Monetary Fund, World Bank, and World Trade Organization<\/strong>.\n<ul class=\"wp-block-list\">\n<li>Together with Australia and Japan, the United States and India convene as the <strong>Quad<\/strong>, a diplomatic network, to promote a<strong> free and open Indo-Pacific.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Nuclear Cooperation: Civil Nuclear Deal <\/strong>was signed in <strong>2005<\/strong>, under the agreement, India agreed to separate its civil and military nuclear facilities and place all its civil resources under International Atomic Energy Agency (IAEA) safeguards.\n<ul class=\"wp-block-list\">\n<li>In exchange, the United States agrees to work toward full civil nuclear cooperation with India.\u00a0<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>New initiatives:<\/strong> Several new initiatives have been announced like <strong>GE-HAL deal<\/strong> to manufacture jet engines in India and the <strong>initiative on Critical and Emerging Technology (iCET),<\/strong> to bring revolution between the relations of the two nations.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Divergence in relations<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Limited Utility:<\/strong> India&#8217;s utility to the US in an Indo-Pacific conflict, such as a Chinese invasion or naval blockade of Taiwan, is likely limited.\n<ul class=\"wp-block-list\">\n<li>In the event of US military involvement in Taiwan&#8217;s defense, India would likely avoid entanglement in such a US-China conflict.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>The US seeks greater alignment from its allies against Russia<\/strong>: India is viewed by the US and the West as opportunistically buying more oil from Russia amid the war.<\/li>\n\n\n\n<li><strong>Defence Relations with Russia:<\/strong> The US is concerned about India&#8217;s acquisition of arms like the S-400 air defense system, as it strengthens Russian power.<\/li>\n\n\n\n<li><strong>Trade Protectionism: <\/strong>India\u2019s high tariffs and the U.S.\u2019s emphasis on intellectual property rights strains the trade relations.<\/li>\n\n\n\n<li><strong>Human Rights and Democratic Norms: <\/strong>The U.S. has raised concerns over India&#8217;s press freedom and religious tolerance, which is viewed as interference in internal matters of India.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Concerns for India<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Economic Stability:<\/strong> Issues like the Adani controversy highlight vulnerabilities in India\u2019s corporate governance that have the possibility to deter U.S. investors.<\/li>\n\n\n\n<li>The <strong>Russia-Ukraine conflict <\/strong>has shifted the focus of the US away from China, and has, therefore, contributed to considerably eroding the strategic convergence between India and the US.<\/li>\n\n\n\n<li>Further, the<strong> war in the Middle East<\/strong> has diverted US attention away and Indo-Pacific in general and India, in particular, have suffered neglect.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Concluding remark<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India-U.S. relations are multifaceted, marked by both cooperation and divergence.\u00a0<\/li>\n\n\n\n<li>However, the strategic convergence in addressing global challenges underscores the resilience of this
