Some PPP projects have been initiated, but full-scale liberalization is yet to be undertaken.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Empowering Railway Officials: <\/strong>Grant more autonomy to GMs and DRMs for decision-making.\n<ul class=\"wp-block-list\">\n<li><strong>Implementation:<\/strong> Implemented. GMs and DRMs have been empowered to take independent decisions, leading to faster decision-making and improved efficiency.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Overhaul of Accounting System: <\/strong>Implement accrual accounting to improve financial transparency and accountability.\n<ul class=\"wp-block-list\">\n<li><strong>Implementation:<\/strong> Implemented. The Indian Railways has adopted accrual accounting.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Establishment of Rail Development Authority (RDA): <\/strong>Create an independent regulator to oversee railway operations and promote competition.\n<ul class=\"wp-block-list\">\n<li><strong>Implementation:<\/strong> Implemented. The RDA has been established to provide expert advice on pricing, non-fare revenue, and competition.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Focus on Safety: <\/strong>Create a dedicated fund for safety-related investments.\n<ul class=\"wp-block-list\">\n<li><strong>Implementation:<\/strong> Implemented.
