{"id":31522,"date":"2024-10-29T20:01:07","date_gmt":"2024-10-29T14:31:07","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=31522"},"modified":"2024-10-29T20:01:09","modified_gmt":"2024-10-29T14:31:09","slug":"digitization-of-land-records","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/29-10-2024\/digitization-of-land-records","title":{"rendered":"Digitization of Land Records"},"content":{"rendered":"\n<p><strong>Syllabus: GS2\/Governance<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Rural India is undergoing a <strong>significant transformation<\/strong> with the <strong>digitization of land records<\/strong>, modernizing the management of land ownership.\u00a0<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>About<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>95% of land records<\/strong> have been digitized in rural India <strong>since 2016<\/strong>, marking a <strong>critical advancement<\/strong> towards ensuring secure and accessible land ownership in rural areas.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Need for Digitization of Land Records<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It has <strong>transformed land management<\/strong> by addressing <strong>traditional challenges<\/strong> like disputes, fraud, and inefficient manual processes.\u00a0<\/li>\n\n\n\n<li><strong>Ownership information<\/strong> is <strong>easily accessible <\/strong>online, enhancing transparency and reducing illegal encroachments.\u00a0<\/li>\n\n\n\n<li>It<strong> simplifies dispute resolution,<\/strong> easing court burdens, and empowering marginalized communities by improving access to land rights.\u00a0<\/li>\n\n\n\n<li>Integration with geospatial mapping <strong>enhances land management,<\/strong> enabling accurate surveys and planning.\u00a0<\/li>\n\n\n\n<li><strong>During land acquisitions or disasters,<\/strong> digital records ensure fair and timely <strong>compensation<\/strong>.\u00a0<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Digital India Land Records Modernization Programme (DILRMP)<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It was previously known as the <strong>National Land Record Modernization Programme<\/strong>, and was restructured as a <strong>Central Sector Scheme in 2016<\/strong>, with full funding from the union government.\u00a0<\/li>\n\n\n\n<li>Its main goal is to <strong>establish a modern and transparent land records management system<\/strong> by developing an Integrated Land Information Management System.<\/li>\n\n\n\n<li><strong>Achievements:\u00a0<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Around 95%<\/strong> of land records have been computerized.<\/li>\n\n\n\n<li>Digitization of cadastral maps has reached 68.02% at national level.\u00a0<\/li>\n\n\n\n<li>87% of Sub-Registrar Offices (SROs) have been integrated with land records.\u00a0<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Key Initiatives under DILRMP<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Unique Land Parcel Identification Number (ULPIN):<\/strong> It provides a 14-digit alphanumeric code for each land parcel, based on its geo-coordinates.<\/li>\n\n\n\n<li><strong>National Generic Document Registration System (NGDRS): <\/strong>It provides a uniform process for document registration across the country, allowing online entry, payments, appointments, and document searches.\u00a0<\/li>\n\n\n\n<li><strong>e-Court Integration:<\/strong> It aims to provide authentic land information to the judiciary, aiding in faster case resolution and reducing land disputes.\u00a0<\/li>\n\n\n\n<li><strong>Transliteration of Land Records: <\/strong>To overcome language barriers in accessing land records, the program is transliterating land documents into any of the 22 languages listed in Schedule VIII of the Constitution.\u00a0<\/li>\n\n\n\n<li><strong>Bhoomi Samman:<\/strong> 168 districts across 16 States have achieved &#8220;Platinum Grading&#8221;
