{"id":31365,"date":"2024-10-25T17:34:43","date_gmt":"2024-10-25T12:04:43","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=31365"},"modified":"2024-10-25T17:34:45","modified_gmt":"2024-10-25T12:04:45","slug":"competency-model-for-civil-servants","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/25-10-2024\/competency-model-for-civil-servants","title":{"rendered":"Competency Model for Civil Servants"},"content":{"rendered":"\n<p><strong>Syllabus: GS2\/ Governance, GS4\/ Ethics<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Capacity Building Commission (CBC), has developed the Karmayogi Competency Model for civil servants.\u00a0<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>About<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It is a framework of behavioral and functional competencies designed to aid their transition <strong>from a karmachari (employee) to a karmayogi (dedicated worker).<\/strong><\/li>\n\n\n\n<li>The model aims to optimize deployment of officials to roles based on their competencies, which are also mapped to courses on the<strong> Integrated Government Online Training (iGOT) portal.<\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Components of the Competency Model<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The model consists of <strong>34 competencies<\/strong>, categorized as<strong> behavioral and functional.<\/strong><\/li>\n\n\n\n<li><strong>Behavioral Competencies: <\/strong>There are 13 behavioral competencies, further divided into two sub-categories;\n<ul class=\"wp-block-list\">\n<li>Core Competencies<\/li>\n\n\n\n<li>Leadership Competencies<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Key behavioral competencies include:<\/strong> Self-awareness, Personal effectiveness,\u00a0 Creativity and innovation and Strategic leadership.\n<ul class=\"wp-block-list\">\n<li>These competencies are inspired by four resolutions that every public official should embody: Vikas (Development), Garva (Pride),\u00a0 Kartavya (Duty) and Ekta (Unity).<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Functional Competencies:<\/strong> There are 21 functional competencies, which focus on skills required to effectively perform specific roles in governance.\n<ul class=\"wp-block-list\">\n<li><strong>Key functional competencies include:<\/strong> Citizen-centricity, Policy architecture, Digital fluency, Financial management and Data analytics.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Mission Karmayogi National Program<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It is a flagship programme of Government of India <strong>launched in 2020<\/strong> for training of civil servants, which intends to transform the Civil Services from \u2018<strong>Rule Based\u2019 to \u2018Role Based\u2019<\/strong> way of functioning and Citizen Centric.\u00a0<\/li>\n\n\n\n<li><strong>Mission Karmayogi has the following six pillars;<\/strong>\n<ul class=\"wp-block-list\">\n<li>Policy Framework,<\/li>\n\n\n\n<li>Institutional Framework,<\/li>\n\n\n\n<li>Competency Framework,<\/li>\n\n\n\n<li>Digital Learning Framework (Integrated Government Online Training Karmayogi Platform (iGOT-Karmayogi),<\/li>\n\n\n\n<li>Electronic Human Resource Management System (e-HRMS), and<\/li>\n\n\n\n<li>Monitoring and Evaluation Framework.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Key Features of Mission Karmayogi<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Capacity Building Commission (CBC):<\/strong> CBC monitors and reviews the implementation of capacity-building programs, aligning them with the objectives of Mission Karmayogi.\n<ul class=\"wp-block-list\">\n<li>The CBC was established in <strong>April 2021<\/strong> and is uniquely staffed with representation from the private sector and the civil society.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>iGOT (Integrated Government Online Training) Platform:<\/strong> This digital platform provides anytime, anywhere training, enabling civil servants to access personalized learning paths based on their roles and skill gaps.<\/li>\n\n\n\n<li><strong>Annual Capacity Building Plans (ACBP):<\/strong> Each government department creates and implements its own capacity-building plans in alignment with its priorities and objectives.<\/li>\n\n\n\n<li><strong>Role-based Competency Framework:<\/strong> The training is designed to develop role-based competencies in civil servants, focusing on specific skills required for their respective functions.<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-background\" style=\"background-color:#fff2cc\"><tbody><tr><td><strong>Integrated Government Online Training (iGOT) portal<\/strong><br>&#8211; It is being developed as an integral part of the <strong>Digital India stack <\/strong>for capacity building of all government employees.<br>&#8211; It aims to provide \u2018<strong>anytime-anywhere-any device\u2019<\/strong> learning to train around 2.0 crores users which was so far unachievable through traditional measures.<br>&#8211; It is envisioned to evolve into a vibrant and world class marketplace for content modeled on FRACs.<br>&#8211; Supported by a robust e-learning content industry the content can be curated by individual government ministries or organizations.<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Conclusion<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Mission Karmayogi seeks to transform India\u2019s civil services, making them better prepared and citizen-oriented, ultimately contributing to the nation\u2019s ambitious goals.<\/li>\n\n\n\n<li>It is a transformative initiative that empowers civil servants to drive India\u2019s progress.
