{"id":29536,"date":"2024-09-16T18:26:53","date_gmt":"2024-09-16T12:56:53","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=29536"},"modified":"2024-09-16T18:26:56","modified_gmt":"2024-09-16T12:56:56","slug":"road-connectivity-project-for-lwe-affected-areas-rcplwe","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/16-09-2024\/road-connectivity-project-for-lwe-affected-areas-rcplwe","title":{"rendered":"Road Connectivity Project for LWE affected areas (RCPLWE)"},"content":{"rendered":"\n<p><strong>Syllabus :GS 3\/Internal Security&nbsp;<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>In News<\/strong><\/h2>\n\n\n\n<p>The Centre has doubled the allocation of funds under the <strong>Road Connectivity Project for <\/strong><a href=\"https:\/\/www.nextias.com\/ca\/current-affairs\/27-08-2024\/elimination-of-left-wing-extremism\"><strong>Left Wing Extremism<\/strong><\/a><strong> Affected Areas (RCPLWEA)<\/strong> for financial year 2024-25,&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Earlier, the Union Home Minister announced that <a href=\"https:\/\/www.nextias.com\/ca\/current-affairs\/27-08-2024\/elimination-of-left-wing-extremism\">Left Wing Extremism<\/a> will be \u201ccompletely eradicated\u201d in the country before March 2026.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>About RCPLWEA<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It is a separate vertical under the <a href=\"https:\/\/www.nextias.com\/ca\/current-affairs\/12-09-2024\/news-in-short-12-09-2024#:~:text=Government%20launched%20the%20Pradhan%20Mantri,only%20up%20to%202015%2D16.\">Pradhan Mantri Gram Sadak Yojana (PMGSY).<\/a><\/li>\n\n\n\n<li>It\u00a0 is aimed at providing all-weather road connectivity with culverts and cross-drainage structures in 44 worst-affected<a href=\"https:\/\/www.nextias.com\/ca\/current-affairs\/27-08-2024\/elimination-of-left-wing-extremism\"> Left-Wing Extremism (LWE)<\/a> districts and adjoining districts in nine states, which are \u201ccritical from security and communication point of view\u201d.<\/li>\n\n\n\n<li><strong>Covered states :<\/strong>Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Odisha, Telangana and Uttar Pradesh<\/li>\n\n\n\n<li><strong>Major allocations include:<\/strong>\n<ul class=\"wp-block-list\">\n<li>Chhattisgarh: Rs 200 crore<\/li>\n\n\n\n<li>Jharkhand: Rs 200 crore<\/li>\n\n\n\n<li>Andhra Pradesh: Rs 150 crore<\/li>\n\n\n\n<li>Maharashtra and Madhya Pradesh: Rs 140 crore each.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Objectives : <\/strong>The project aims to drive socio-economic development, strengthen rural livelihoods, and address strategic security needs in LWE-affected areas, which have historically lacked infrastructure.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Other related Efforts\u00a0<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Constitutional Framework <\/strong>: Police and Public Order are state subjects, but the Indian Government supplements state efforts against Left Wing Extremism (LWE).<\/li>\n\n\n\n<li><strong>National Policy<\/strong>: Approved in 2015, it includes security measures, development interventions, and ensuring local rights.\n<ul class=\"wp-block-list\">\n<li>Measures include providing Central Armed Police Forces, training, modernizing state police, and infrastructure support.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>\u00a0Other initiatives <\/strong>include instilling confidence in development and calling on LWE-affiliated youth to abandon violence and join national development efforts.<\/li>\n\n\n\n<li><strong>Development Initiatives: <\/strong>Road Network: 14,395 km roads built, with 11,474 km in the last 10 years.\n<ul class=\"wp-block-list\">\n<li>Telecom Connectivity: 5,139 towers installed.<\/li>\n\n\n\n<li>Financial Inclusion: 1,007 bank branches, 937 ATMs, and 5,731 post offices opened.<\/li>\n\n\n\n<li>Skill Development: 46 Industrial Training Institutes (ITIs) and 49 Skill Development Centres (SDCs) established.<\/li>\n\n\n\n<li>Education: 130 Eklavya Model Residential Schools (EMRS) in tribal areas.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Progress : <\/strong>Violence Reduction: LWE incidents down 73% from 2010 levels;
