It is currently operating with only one full-time member out of six required positions and seven ex-officio members.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>About National Human Rights Commission (NHRC)<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It was established on October 12, 1993, under the Protection of Human Rights Act (PHRA), 1993, amended by the <strong>Protection of Human Rights (Amendment) Act, 2006.\u00a0<\/strong><\/li>\n\n\n\n<li>It aligns with the <strong>Paris Principles<\/strong>, which were endorsed by the UN General Assembly in 1993.\u00a0<\/li>\n\n\n\n<li>The Protec<strong>tion of Human Rights Act, 1993<\/strong> was amended in 2019 to allow <strong>any Supreme Court judge<\/strong> to head the <strong>NHRC<\/strong>, not just retired Chief Justices of India.\u00a0<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Functions and Mandate<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Enquire into complaints of human rights violations or negligence by public servants.<\/li>\n\n\n\n<li>Study human rights treaties and international instruments.<\/li>\n\n\n\n<li>Make recommendations for effective implementation of these treaties to the Government.<\/li>\n\n\n\n<li>Promote human rights awareness among the public.<\/li>\n\n\n\n<li>Encourage human rights literacy at both national and international levels.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Importance\u00a0<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It represents India\u2019s commitment to <strong>promoting and protecting human rights<\/strong>, defined in Section 2(1)(d) of the PHRA as rights related to life, liberty, equality, and dignity, guaranteed by the Constitution and enforceable by Indian courts.<\/li>\n\n\n\n<li>It plays an<strong> active role in coordinating with other NHRIs<\/strong> of the world to enhance awareness from the perspective of human rights.<\/li>\n\n\n\n<li>\u00a0It has also <strong>hosted delegations from UN Bodies<\/strong> and other National Human Rights Commissions as well as members of civil society, lawyers and political and social activists from many countries.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Issues and Concerns\u00a0<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Global Alliance of National Human Rights Institutions (GANHRI) has <strong>deferred NHRC\u2019s accreditation<\/strong> for the second consecutive year, <strong>citing lack of transparency and poor representation.<\/strong><\/li>\n\n\n\n<li>It\u00a0 fails to cooperate with civil society, involves police personnel in investigations creating \u201cconflict(s) of interest,\u201d and is unable to respond to escalating human rights violations.<\/li>\n\n\n\n<li>There have been r<strong>ecurring delays in appointing NHRC<\/strong> chairpersons, with significant gaps between the terms of the last four chairs<\/li>\n\n\n\n<li>The Supreme Court is reviewing the Union government&#8217;s delay in filling these vacancies, with recent hearings highlighting ongoing concerns about the NHRC&#8217;s <strong>diminished effectiveness and independence.<\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Conclusion and Way Forward\u00a0<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The National Human Rights Commission of India remains a vital institution in the country\u2019s human rights landscape.\u00a0<\/li>\n\n\n\n<li>Its establishment was a significant step towards reinforcing India\u2019s commitment to human rights and justice.\u00a0<\/li>\n\n\n\n<li>However, to effectively fulfill its mandate, the NHRC must overcome existing challenges and continue to evolve in response to the dynamic human rights environment.\u00a0<\/li>\n\n\n\n<li>By addressing these issues, the NHRC can strengthen its role in protecting human rights and
