{"id":29090,"date":"2024-09-06T19:16:37","date_gmt":"2024-09-06T13:46:37","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=29090"},"modified":"2024-09-06T19:16:39","modified_gmt":"2024-09-06T13:46:39","slug":"rajasthan-approves-33-quota-for-women-in-police-force","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/06-09-2024\/rajasthan-approves-33-quota-for-women-in-police-force","title":{"rendered":"Rajasthan approves 33% Quota for Women in Police Force"},"content":{"rendered":"\n<p><strong>Syllabus :GS 1\/Women Empowerment&nbsp;<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>In News\u00a0<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Rajasthan government approved 33% reservation for women in the police force by deciding to amend the State Police Subordinate Service Rules, 1989.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Current Status\u00a0<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Over the years, the representation of women in Indian police has improved.<\/li>\n\n\n\n<li>However, it\u2019s essential to note that this progress remains slow but steady.<\/li>\n\n\n\n<li>As of January 1, 2022, women made up 11.7% of the total State police force.\u00a0<\/li>\n\n\n\n<li><strong>Police <\/strong>being a <strong>State <\/strong>subject, it is primarily the responsibility of the State Governments\/Union Territory (UT) Administrations to <strong>recruit more women police personnel including improvement of gender balance.<\/strong>\u00a0<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Importance of Women in police force<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Improved Handling of Violence Against Women:<\/strong> Increased female representation in law enforcement correlates with higher reporting rates and better handling of domestic violence, sexual assault, and other crimes against women.\n<ul class=\"wp-block-list\">\n<li>Female officers improve reporting rates and clearance rates for these cases.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Enhanced Police-Community Relations:<\/strong> Women officers tend to be trusted more by their communities due to their high interpersonal communication skills and lower likelihood of using force.\n<ul class=\"wp-block-list\">\n<li>This fosters better relationships and safer communities.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Problem-Solving Skills<\/strong>: Women bring effective problem-solving skills to law enforcement.\n<ul class=\"wp-block-list\">\n<li>Diverse workforces, including a balance of men and women, are more creative, resilient, and effective in decision-making and service delivery.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Issues and Challenges<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Infrastructure Issues<\/strong>: Many women in the police force expressed dissatisfaction with poor infrastructure, including the lack of separate toilets and inadequate venues to report workplace harassment.<\/li>\n\n\n\n<li><strong>Prejudiced Notions<\/strong>: A portion of the population\u00a0 held prejudiced views about the capability of women in handling police duties.\n<ul class=\"wp-block-list\">\n<li>There is a prevalent belief among a notable share of personnel that policing is predominantly a man&#8217;s job.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Workplace Environment<\/strong>: Women in the police force often face a hostile work environment characterized by sexism and gender bias.\n<ul class=\"wp-block-list\">\n<li>Stereotypes and biases often hinder women\u2019s advancement within the force.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>\u00a0Steps taken\u00a0<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The <strong>Ministry of Home Affairs<\/strong> has issued regular advisories to the State Governments\/UT Administrations to increase the<strong>\u00a0 representation of women police to 33% of the total Strength.<\/strong><\/li>\n\n\n\n<li>\u00a0<strong>States\/UTs<\/strong> are advised to ensure each police station has at least 3 women Sub-Inspectors and 10 women Constables to maintain a women&#8217;s help desk round the clock.<\/li>\n\n\n\n<li><strong>States are encouraged<\/strong> to improve welfare measures for women police personnel, including housing, medical facilities, and rest rooms, to create a conducive work environment.<\/li>\n\n\n\n<li><strong>Central Assistance: <\/strong>Under the \u201cAssistance to States &amp; UTs for Modernization of Police\u201d scheme, central assistance is provided for constructing separate toilet facilities and cr\u00e8ches in police stations.<\/li>\n\n\n\n<li><strong>Wide Publicity and Fee Exemption<\/strong>: Recruitment is widely advertised, and female candidates are exempt from application fees.<\/li>\n\n\n\n<li><strong>Relaxed Physical Tests: <\/strong>Women candidates receive relaxed standards in the Physical Standard Test (PST) and Physical Efficiency Test (PET) compared to male candidates.<\/li>\n\n\n\n<li><strong>Anti-Sexual Harassment Measures<\/strong>: Committees are established at all levels to address and resolve sexual harassment complaints.<\/li>\n\n\n\n<li><strong>The Supreme Court<\/strong> has highlighted the critical need for higher representation of women in the police force due to the prevalence of crimes against women.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Suggestions and Way Ahead :<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>There should be efforts to create a conducive environment and basic infrastructure to attract more women to the police force.<\/li>\n\n\n\n<li>Establishing recruitment boards in all States to ensure regular recruitment of women.<\/li>\n\n\n\n<li>A model policy is needed to challenge deep-rooted patriarchy within police institutions.<\/li>\n\n\n\n<li>Deployment decisions should avoid gender stereotyping, enabling women to take on leading operational and investigative roles.<\/li>\n\n\n\n<li>Implement a zero-tolerance policy towards discrimination and harassment.<\/li>\n\n\n\n<li>Gender sensitization within police forces is crucial.
