class=\"wp-block-list\">\n<li>Recently, the Commerce Secretary of India has attended the 14th BRICS Trade Ministers\u2019 Meeting held under the BRICS Presidency of the Russian Federation.\n<ul class=\"wp-block-list\">\n<li>Theme for this year\u2019s BRICS engagement titled as <strong>\u2018Strengthening Multilateralism for Just Global Development\u2019.<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-luminous-vivid-orange-color has-text-color has-link-color wp-elements-eef10706424067fb946c8ce02253e1a6\"><strong>Background: About BRICS<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It is an acronym that refers to a group of five major emerging national economies: <strong>Brazil, Russia, India, China, and South Africa.&nbsp;<\/strong><\/li>\n\n\n\n<li>It started after the meeting of the Leaders of Russia, India and China in St. Petersburg on the margins of the <strong>G8 Outreach Summit in 2006<\/strong>, as a formal grouping, and was formalised during the<strong> 1st meeting of BRIC Foreign Ministers<\/strong> on the margins of <strong>UNGA in New York in 2006.&nbsp;<\/strong>\n<ul class=\"wp-block-list\">\n<li>Initially, the grouping was termed BRIC as South Africa was inducted in 2010 and from there on it has been referred to as BRICS.<\/li>\n\n\n\n<li>The governments of the <strong>BRICS states<\/strong> have met annually at <strong>formal summits since 2009.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Over a period of time, BRICS countries have come together to deliberate on important issues under the <strong>three pillars of political and security, economic and financial and cultural and people-to-people exchanges.<\/strong><\/li>\n<\/ul>\n\n\n\n<p><img decoding=\"async\" width=\"333.48196721311473\" height=\"421.6450742240216\" diversification, technology transfer, and infrastructure development, which are crucial for India\u2019s economic growth and development aspirations.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Global Governance Reform:<\/strong> India uses BRICS as a platform to advocate for reforms in international financial institutions like the IMF and World Bank, aiming to increase the voice and representation It focuses on compact, mixed-use communities centered around high-quality public transportation systems.<\/li>\n\n\n\n<li>TOD focuses on creation of high density mixed land use development in the influence zone of transit stations.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-luminous-vivid-orange-color has-text-color has-link-color wp-elements-5ec668837681ac19238693a5f4d8c872\"><strong>Need for a National TOD Policy<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>As the cities are experiencing rapid growth, transit systems like metro rail, BRTS, etc. are being implemented to cater to the growing travel demand.&nbsp;<\/li>\n\n\n\n<li>National TOD policy would serve as guidelines and play a catalytic role in formulating state\/ city level policies for promotion of transit oriented development.<\/li>\n\n\n\n<li>National TOD policy shall be a guiding document for the Central Government ministries\/ departments\/ agencies to ensure that their schemes, policies, etc. encourage TOD in cities, especially those with upcoming mass transit systems.&nbsp;<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-luminous-vivid-orange-color has-text-color has-link-color wp-elements-2021ae3d1cceff899dea2e55172fea8f\"><strong>Significance of Transit-oriented Development<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Promoting higher densities and the concentration of jobs within relatively small areas, TOD creates agglomeration effects proven to boost a city\u2019s competitiveness.&nbsp;<\/li>\n\n\n\n<li>Compact urban development and high-quality public transit also mutually reinforce each other: mass transit can support the large passenger flows that come with high density development, while the concentration of jobs.<\/li>\n\n\n\n<li>Proximity to mass transit improves access to TOD neighborhoods, boosting their attractiveness and increasing real estate value.<\/li>\n\n\n\n<li>When located in areas that are less exposed to natural hazards, the TOD approach can enhance resilience to disaster risks by supporting high-density housing and activities in lower-risk zones.<\/li>\n\n\n\n<li>By concentrating jobs, services, and housing within the catchment area of transit stations, TOD makes public transport a more attractive and efficient option, while reducing dependence on private cars and promoting shorter commutes.&nbsp;<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-luminous-vivid-orange-color has-text-color has-link-color wp-elements-ac00471a55c535a813b6560fe5eda730\"><strong>Three Values (3V) Framework<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A new report by the World Bank proposes the<strong> \u201cthree values\u201d (3V) Framework for TOD,<\/strong> which allows decision makers to better understand the linkages between connectivity, accessibility, place quality, and market potential values around a given station.&nbsp;<\/li>\n\n\n\n<li>The <strong>node value<\/strong> describes the importance of a station in the public transit network based on passenger traffic, connections with other transport modes, and centrality within the network.<\/li>\n\n\n\n<li>The <strong>place value<\/strong> reflects the quality and attractiveness of the area around the station. Factors include the diversity of land use; the availability of essential services such as schools and healthcare; the proportion of everyday amenities that can be accessed by walking or cycling; pedestrian accessibility and also the size of urban blocks around the station.<\/li>\n\n\n\n<li>The <strong>market potential value<\/strong> refers to the unrealized market value of station areas. In cane juice or molasses, sugar is present in the form of <strong>sucrose <\/strong>that is <strong>broken down into glucose and fructose.&nbsp;<\/strong><\/li>\n\n\n\n<li>Also grains contain starch, a carbohydrate that has to <strong>first be extracted and converted<\/strong> into sucrose and simpler sugars, before their further fermentation, distillation and dehydration to ethanol.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-luminous-vivid-orange-color has-text-color has-link-color wp-elements-591c3ae2780e31a98bac1c4330321203\"><strong>Ethanol blending<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The <strong>\u2018National Policy on Biofuels\u2019 <\/strong>notified by the government in 2018 envisaged an indicative target of 20% ethanol blending in petrol by 2030.\n<ul class=\"wp-block-list\">\n<li><strong>In 2014 only 1.5 per cent<\/strong> ethanol was blended in petrol in India.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Given the encouraging performance and various interventions made by the government since 2014,<strong> the 20% target was advanced to 2025-26.<\/strong><\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-luminous-vivid-orange-color has-text-color has-link-color wp-elements-852c04c21c08a576ce24f36982b7ec66\"><strong>Why&nbsp; is maize being promoted to produce ethanol ?<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Till 2017-18, ethanol was being produced only from <strong>molasses,<\/strong> the dense dark brown liquid byproduct containing sucrose that mills cannot economically recover and crystallize into sugar.<\/li>\n\n\n\n<li>However Sugarcane is a <strong>water-guzzling crop<\/strong>. Endangered<\/strong> in the IUCN Red List and in Appendix II of the CITES.\n<ul class=\"wp-block-list\">\n<li><strong>Unscientific extraction and extensive exploitation<\/strong> have decimated the species.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>India is home to only two species of <strong>Aquilaria namely A. malaccensis and A. khasiana.&nbsp;<\/strong><\/li>\n\n\n\n<li><strong>Uses: <\/strong>It is<strong> <\/strong>highly valued for its traditional uses as incense, the extracts (agarwood oil) of plants are also used in water-based perfumes.\n<ul class=\"wp-block-list\">\n<li>It is used in the aroma industry, in medicine preparations, preparations of air fresheners and purifiers.&nbsp;<\/li>\n\n\n\n<li>The essential oil extracted from agarwood has anti-inflammatory, anti-rheumatic, analgesic and antioxidant properties.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Aquilaria malaccensis <\/strong>was listed in <strong>Appendix II of CITES<\/strong> for the first time in
