Some of the major causes of landslide can be seen under the following two heads:\n<ul class=\"wp-block-list\">\n<li><strong>Natural Causes:<\/strong> Heavy Rainfall, intense ground shaking due to earthquakes, Volcanic Eruptions and erosions.<\/li>\n\n\n\n<li><strong>Anthropogenic Causes:<\/strong> Deforestation, Encroachment in Vulnerable Terrains, poorly planned excavation activities, and overgrazing by cattle.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Based on the type of movement involved, there are mainly 4 types of landslides:\n<ul class=\"wp-block-list\">\n<li><strong>Falls:<\/strong> They refer to the type of landslide that involves the collapse of material from a cliff or steep slope, which then falls down the slope and collects near the base.<\/li>\n\n\n\n<li><strong>Topples:<\/strong> Under this type of landslide, the falling mass undergoes forward rotation and movement around an axis or point at or near the base.<\/li>\n\n\n\n<li><strong>Slides: <\/strong>Under this type of landslide, there is a distinct zone of weakness that separates the moving material from a more stable underlying material.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p><strong>Impacts of Landslides<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Loss of human and animal lives.<\/li>\n\n\n\n<li>Damage to infrastructure and properties such as homes, roads, etc.<\/li>\n\n\n\n<li>They can bury or wash away agricultural land, thus affecting agriculture.<\/li>\n\n\n\n<li>The aftermath of landslides may mean the displacement of local communities.<\/li>\n\n\n\n<li>Landslides, often, block transportation routes such as roads. This, then, has its own repercussions.<\/li>\n<\/ul>\n\n\n\n<p><strong>Landslide Prone Areas in India<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>ISRO has recently released the Landslide Atlas of India. As per this atlas, some of the prominent statistics regarding landslides in India are as follows:<\/li>\n\n\n\n<li>India is among the top five landslide-prone countries in the world.<\/li>\n\n\n\n<li>Excluding snow-covered areas, around 12.6 percent of India\u2019s geographical land area is prone to landslides.<\/li>\n\n\n\n<li>A rough break-up of reported landslides in India is as follows:\n<ul class=\"wp-block-list\">\n<li>About 66.5 percent from the North-Western Himalayas<\/li>\n\n\n\n<li>About 18.8 percent from the North-Eastern Himalayas<\/li>\n\n\n\n<li>About 14.7 percent from the Western Ghats.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>As per the Landslide Atlas of India, major landslide prone areas in India are as follows:\n<ul class=\"wp-block-list\">\n<li>The Northeastern Region (comprises about 50 percent of the total landslide prone areas in India)<\/li>\n\n\n\n<li>Areas of Uttarakhand, Himachal Pradesh, and Jammu &amp; Kashmir lying along the Himalayas.<\/li>\n\n\n\n<li>Areas of Maharashtra, Goa, Karnataka, Kerala, and Tamil Nadu lying along the Western Ghats.<\/li>\n\n\n\n<li>The Araku region in Andhra Pradesh along the Eastern Ghats.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p><strong>Initiatives Taken<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The <strong>Disaster Management Act, of 2005<\/strong> provides a comprehensive legal and institutional framework for the management of various disasters including landslides.<\/li>\n\n\n\n<li>The <strong>National Landslide Risk Management Strategy (2019)<\/strong> covers all aspects of landslide disaster risk reduction and management, such as hazard mapping, monitoring, and early warning systems.<\/li>\n\n\n\n<li>The <strong>National Disaster Management Authority (NDMA)<\/strong> has issued Guidelines on Landslide Hazard Management (2009) that outline the steps that should be taken to reduce the risk of landslides.<\/li>\n\n\n\n<li>The <strong>National Institute of Disaster Management (NIDM<\/strong>) has been providing capacity building and other support to various national and state-level disaster management authorities.<\/li>\n\n\n\n<li>Efforts have been made towards better prediction of weather. <strong>E.g. Ensemble Prediction System.<\/strong> This will help predict disasters like landslides.<\/li>\n<\/ul>\n\n\n\n<p><strong>Source: PIB<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading has-text-align-center has-text-color has-link-color wp-elements-d57ff37f4333c9c5e84630e61d11f50c\" style=\"color:#015aa7\"><strong>Demand for Separate \u201cBhil Pradesh\u201d<\/strong><\/h2>\n\n\n\n<p><strong>Syllabus: GS2\/Indian Polity<\/strong><\/p>\n\n\n\n<p><strong>Context<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The members of the<strong> Bhil tribe <\/strong>have again demanded<strong> a separate \u2018Bhil Pradesh<\/strong>\u2019.<\/li>\n<\/ul>\n\n\n\n<p><strong>What is \u2018Bhil Pradesh\u2019?<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Bhil community has been demanding that <strong>49 districts<\/strong> be carved out of the&nbsp; parts of <strong>Rajasthan, Madhya Pradesh, Gujarat and Maharashtra<\/strong> to establish Bhil Pradesh.&nbsp;<\/li>\n\n\n\n<li>Bhil social reformer and spiritual leader <strong>Govind Guru<\/strong> first raised the demand for a separate state for <strong>tribals back in 1913.<\/strong>\n<ul class=\"wp-block-list\">\n<li>This was after the <strong>Mangarh massacre<\/strong>, which took place six years before Jallianwalla Bagh and is sometimes referred to as the \u201c<strong>Adivasi Jallianwala\u201d.&nbsp;<\/strong><\/li>\n\n\n\n<li>It saw hundreds of Bhil tribals being killed by British forces on November 17, 1913, in the hills of Mangarh on the Rajasthan-Gujarat border.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Post-Independence, the demand for Bhil Pradesh was raised repeatedly.&nbsp;<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-background has-fixed-layout\" style=\"background-color:#fff2cc\"><tbody><tr><td><strong>Bhil Tribe<\/strong><br><br>&#8211; The Bhil tribal community mainly resides in <strong>Rajasthan, western Madhya Pradesh, Gujarat and northern Maharashtra.&nbsp;<\/strong><br>&#8211; Some families have migrated to other states like <strong>Tripura for jobs in tea gardens.&nbsp;<\/strong><br>&#8211; In the Bhil tribe, sub-tribes Bhil-Garasia and Dholi Bhil are included.<br>&#8211; It is believed that their name emerged from the<strong> Dravid language word &#8220;billu&#8221;<\/strong> means bow and arrow.&nbsp;<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p><strong>Process to form\/rename a state in India<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Article 3 <\/strong>authorizes the Parliament to:\n<ul class=\"wp-block-list\">\n<li>form a new state by separation of territory from any state or by uniting two or more states or parts of states or by uniting any territory to a part of any state;&nbsp;<\/li>\n\n\n\n<li>increase the area of any state;&nbsp;<\/li>\n\n\n\n<li>diminish the area of any state;&nbsp;<\/li>\n\n\n\n<li>alter the boundaries of any state; and&nbsp;<\/li>\n\n\n\n<li>alter the name of any state.&nbsp;<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>However, <strong>Article 3<\/strong> lays down two conditions in this regard:\n<ul class=\"wp-block-list\">\n<li>a bill contemplating the above changes can be introduced in the Parliament only with the prior recommendation of the President;&nbsp;<\/li>\n\n\n\n<li>and before recommending the bill, the President has to refer the same to the state legislature concerned for expressing its views within a specified period.&nbsp;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The <strong>President (or Parliament) is not bound<\/strong> by the views of the state legislature and may either accept or reject them.<\/li>\n\n\n\n<li>Moreover, the <strong>Indian<\/strong><strong>Constitution (Article 4) <\/strong>itself declares that laws made for alteration of names of existing states (under Articles 3) are not to be considered as amendments of the Constitution under<strong> Article 368<\/strong>\n<ul class=\"wp-block-list\">\n<li>Such laws can be passed by a simple majority and by the ordinary legislative process.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p><strong>Factors Responsible for Demands for a Separate State<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Linguistic and Cultural Identity:<\/strong> Communities often feel that their distinct language, culture, and heritage are not adequately represented or protected within larger states.<\/li>\n\n\n\n<li><strong>Regional Disparities:<\/strong> Economic and developmental disparities between different regions within a state often fuel demands for bifurcation.&nbsp;<\/li>\n\n\n\n<li><strong>Political Representation:<\/strong> Some regions feel that they are not adequately represented in state governments or at the national level due to their minority status within larger states.\n<ul class=\"wp-block-list\">\n<li>The creation of separate states can provide better political representation and empower local leaders to address the specific needs and concerns of their communities.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Resource Allocation:<\/strong> Disputes over the distribution of resources, such as water, land, and revenue, also drive demands for bifurcation.<\/li>\n\n\n\n<li><strong>Historical Grievances:<\/strong> Historical injustices, perceived discrimination, and unresolved grievances from the past&nbsp;
