{"id":24993,"date":"2024-05-23T18:47:38","date_gmt":"2024-05-23T13:17:38","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=24993"},"modified":"2024-05-23T23:13:24","modified_gmt":"2024-05-23T17:43:24","slug":"daily-current-affairs-23-05-2024","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/23-05-2024\/daily-current-affairs-23-05-2024","title":{"rendered":"Daily Current Affairs 23-05-2024"},"content":{"rendered":"\n<h2 class=\"wp-block-heading has-text-align-center has-text-color has-link-color wp-elements-5650083d820a807393ea018d94971686\" style=\"color:#015aa7\"><strong>La Nina and Its Impacts<\/strong><\/h2>\n\n\n\n<p><strong>Syllabus: GS1\/Climatology<\/strong><\/p>\n\n\n\n<p><strong>Context<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The<strong> India Meteorological Department (IMD) has<\/strong> forecasted <strong>above-normal rain in the upcoming monsoon season in India,<\/strong> with <strong>\u201cfavourable\u201d La Nina conditions <\/strong>expected to set in by August-September.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p><strong>About<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>El Ni\u00f1o and La Nina are climate phenomena that are <strong>a result of ocean-atmosphere interactions,<\/strong> which impact the temperature of waters in the central and eastern tropical Pacific Ocean.<\/li>\n\n\n\n<li><strong>El Ni\u00f1o events are far more frequent<\/strong> than La Nina ones. <strong>Once every two to seven years, <\/strong>neutral ENSO conditions get interrupted by either El Ni\u00f1o or La Nina.<\/li>\n\n\n\n<li><strong>Coriolis Effect:<\/strong> The <strong>Earth\u2019s east-west rotation<\/strong> causes all winds blowing between 30 degrees to the north and south of the equator to slant in their trajectory.\n<ul class=\"wp-block-list\">\n<li>As a result, winds in the region flow towards a southwesterly direction in the northern hemisphere and a northwesterly direction in the southern hemisphere. This is known as the Coriolis Effect.<\/li>\n\n\n\n<li>Due to this, winds in this belt <strong>called trade winds blow westwards on either side of the equator.&nbsp;<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Normal Conditions: <\/strong>During normal conditions in the Pacific ocean, <strong>trade winds <\/strong>blow west along the equator, <strong>taking warm water from South America towards Asia.&nbsp;<\/strong>\n<ul class=\"wp-block-list\">\n<li>To replace that warm water, cold water rises from the depths \u2014 a process called <strong>upwelling.&nbsp;<\/strong><\/li>\n\n\n\n<li>The warmer surface waters<strong> near Indonesia create a region of low-pressure area, <\/strong>causing the air to rise upwards. This also results in <strong>formation of clouds and heavy rainfall.&nbsp;<\/strong><\/li>\n\n\n\n<li>The air flow also helps in building up the monsoon system which brings <strong>rainfall over India.<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p><strong>La Ni\u00f1a:&nbsp;<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It means<strong> Little Girl <\/strong>in Spanish. La Ni\u00f1a is also sometimes called El Viejo, anti-El Ni\u00f1o, or simply &#8220;a cold event.&#8221; La Ni\u00f1a has the opposite effect of El Ni\u00f1o.&nbsp;<\/li>\n\n\n\n<li>The<strong> trade winds become stronger than usual,<\/strong> pushing more <strong>warmer waters towards the Indonesian coast<\/strong>, and making the<strong> eastern Pacific Ocean colder than normal.<\/strong><\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/lh7-us.googleusercontent.com\/8gcf3-3br5OJeouyPCJG--OS55__6LM_CI3lgUrzML6hxxxUPsjqNbQIcZf4ZNTWD0RNXFR4lgwtCcezPbtWC91uGDOpoMoRxvPp_Qr4B9fJiZdaJ60qLnXo-DH8Hf3eIPDIIz8sOSoNXg8gSjaFU7k\" alt=\"El Nino &amp; La Nina\"\/><\/figure>\n\n\n\n<p><strong>Impacts<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Increased rainfall:<\/strong> Regions such as Southeast Asia, northern Australia, and parts of South America often experience above-average rainfall during La Ni\u00f1a events.\n<ul class=\"wp-block-list\">\n<li>Except in<strong> east and northeast India,<\/strong> all remaining regions are expected to receive normal or above seasonal rainfall during La Nina.<\/li>\n\n\n\n<li>Similar to India, Indonesia, the Philippines, Malaysia and their neighbouring countries receive good rainfall during a La Nina year.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Drier conditions in some areas:<\/strong> Conversely, regions like the southwestern United States and parts of Africa experience below-average rainfall, leading to drought conditions.<\/li>\n\n\n\n<li><strong>Stronger Atlantic hurricanes:<\/strong> La Ni\u00f1a tends to reduce wind shear in the Atlantic, creating conditions that are more conducive to the development of hurricanes.\n<ul class=\"wp-block-list\">\n<li>For instance, the Atlantic Ocean churned out a record 30 hurricanes during the La Nina year 2021.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Cooler temperatures:<\/strong> Some areas experience cooler temperatures than normal, particularly in the Pacific Northwest of the United States and parts of South America.<\/li>\n<\/ul>\n\n\n\n<p><strong>What is El Nino?<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>El Ni\u00f1o means <strong>Little Boy<\/strong> in Spanish. South American fishermen first noticed periods of unusually warm water in the Pacific Ocean in the 1600s.\n<ul class=\"wp-block-list\">\n<li>It is a climate phenomenon characterized by the periodic warming of sea surface temperatures in the central and eastern equatorial Pacific Ocean.<\/li>\n\n\n\n<li>During El Ni\u00f1o, <strong>trade winds weaken. <\/strong>Warm water is pushed back east, toward the west coast of the Americas and as a result <strong>cold water is pushed towards Asia.<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p><strong>Impact of El Nino<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Low Rainfall:<\/strong> El Ni\u00f1o often correlates with below-average monsoon rainfall in India, leading to droughts in many parts of the country. This can have severe consequences for agriculture, water resources, and the economy.<\/li>\n\n\n\n<li><strong>Increased Temperature: <\/strong>El Ni\u00f1o also lead to an increase in temperatures across various parts of India.&nbsp;<\/li>\n\n\n\n<li><strong>Forest Fires:<\/strong> The drier conditions associated with El Ni\u00f1o increase the risk of forest fires, particularly in regions with dense vegetation. These fires cause environmental damage, loss of biodiversity, and air pollution.<\/li>\n\n\n\n<li><strong>Water Scarcity: <\/strong>Decreased rainfall during El Ni\u00f1o events lead to water scarcity in many parts of India. This affect drinking water supplies, irrigation for agriculture, and hydropower generation.<\/li>\n\n\n\n<li><strong>Impact on Fisheries:<\/strong> El Ni\u00f1o also affect marine ecosystems and fisheries along India&#8217;s coastline. The UK and the US are among nations that do not formally recognise a Palestinian state.<\/li>\n\n\n\n<li><strong>Israel does not recognise Palestinian statehood<\/strong> and opposes the creation of a Palestinian state in the West Bank and Gaza. It argues such a state would be a threat to Israel&#8217;s existence.<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/lh7-us.googleusercontent.com\/5m1geAZkKjM4pyrlWLIQmnv_FNIAhD_g72NS0Vm2JUGU2CB2W0WLYlaAG9AJuW4wTxhggPOxQNIKYLeX7bLDmFTqYBWUq8XFVggQih-tTSFMvieknpZJ2K67pmqmp1ut_h0RtxGAPt4-zAY2Ht1yuKM\" alt=\"Norway to Formally Recognise Palestine\"\/><\/figure>\n\n\n\n<p><strong>Israel-Palestine Conflict<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Inception of Conflict:<\/strong> The United Nations (UN) proposed an <strong>Arab-Jewish partition of Palestine<\/strong> between Palestine and the new state of Israel.\n<ul class=\"wp-block-list\">\n<li>This partition plan mandated <strong>53 percent<\/strong> of the land to the Jewish-majority state (Israel) and<strong> 47 percent<\/strong> to the Palestinian-majority state (Palestine).<\/li>\n\n\n\n<li>This idea didn\u2019t receive well by the Arab countries in the Middle East.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>First Arab-Israeli war:<\/strong> Jewish paramilitary groups, however, formed the state of Israel by force in 1948. This prompted a deadly war with its Arab neighbors \u2013 Egypt, Iraq, Lebanon, Syria, and Jordan in 1948. This was the first Arab-Israeli war.\n<ul class=\"wp-block-list\">\n<li>Israel won this war and ended up occupying more land than previously envisaged in the 1947 UN partition plan.<\/li>\n\n\n\n<li>The Palestinians were forced out of their homes when the State of Israel was created in historical Palestine in <strong>1948<\/strong> (the Palestinians call the events <strong>\u2018Nakba\u2019,<\/strong> or catastrophe).&nbsp;<\/li>\n\n\n\n<li>Twenty-eight of those Palestinian families moved to Sheikh Jarrah in East Jerusalem to settle there.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Six-Day War of 1967:<\/strong> In 1967, the Arab countries again refused to recognise Israel as a state, which led to another war, known as the Six-Day War.\n<ul class=\"wp-block-list\">\n<li>Israel won this war too and occupied even more parts of Palestine.&nbsp;<\/li>\n\n\n\n<li>The <strong>West Bank, the Gaza Strip and East Jerusalem, <\/strong>which houses the holy Old City, came under Israel\u2019s control.&nbsp;<\/li>\n\n\n\n<li>It also occupied <strong>Syrian Golan Heights and Egypt\u2019s Sinai Peninsula.<\/strong><\/li>\n\n\n\n<li>By the early 1970s, Jewish agencies started demanding the families leave the land.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Oslo Accords: <\/strong>It was <strong>backed by the United Nations (UN)<\/strong> and signed between the Israeli government and the Palestine Liberation Organization (PLO) in 1993.\n<ul class=\"wp-block-list\">\n<li>Under this, a part of the West Bank came under the control of the Palestinian Authority.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Abraham Accords:<\/strong> Abraham Accords are a <strong>series of agreements<\/strong> to normalize relations between <strong>Israel and several Arab states.<\/strong>\n<ul class=\"wp-block-list\">\n<li>The accords are named after the <strong>patriarch Abraham<\/strong> regarded as a prophet in Judaism and Islam.<\/li>\n\n\n\n<li>The accords, all of which were <strong>signed in the latter half of 2020<\/strong>, consist of a general declaration alongside bilateral agreements between Israel and the <strong>United Arab Emirates, Bahrain, and Morocco<\/strong>.<\/li>\n\n\n\n<li>The accord has normalized the relations between many West Asian countries and Israel.&nbsp;<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>11 days war:<\/strong> In May 2021, Israeli police raided Al-Aqsa Mosque in Jerusalem, the third-holiest site in Islam, which set off an 11-day war between Israel and Hamas that killed more than 200 Palestinians and more than 10 Israelis.<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-image is-resized\"><img decoding=\"async\" Relations<\/strong><\/p>\n\n\n\n<p><strong>Context<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC) will now be open to new members and observers after a historic first charter of the grouping came into force.<\/li>\n<\/ul>\n\n\n\n<p><strong>Background<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The seven members of BIMSTEC first signed the charter in <strong>2022<\/strong> at the fifth BIMSTEC summit held virtually in Colombo, Sri Lanka.&nbsp;<\/li>\n\n\n\n<li>However, it could come into force only after every country ratified the document, which finally happened in April 2024.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p><strong>What is BIMSTEC?<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>BIMSTEC is a regional organization that was <strong>established in 1997 <\/strong>with the signing of the <strong>Bangkok Declaration.<\/strong><\/li>\n\n\n\n<li><strong>Permanent Secretariat: <\/strong>Dhaka, Bangladesh<\/li>\n\n\n\n<li><strong>Members: <\/strong>Bangladesh, Bhutan, Sri Lanka, Nepal, Thailand, Myanmar and India.<\/li>\n\n\n\n<li><strong>Significance:<\/strong> The BIMSTEC countries are home to <strong>22 percent<\/strong> of the total world population and have a combined gross domestic product (GDP) of about <strong>$3.6 trillion.<\/strong>&nbsp;<\/li>\n<\/ul>\n\n\n\n<p><strong>About Charter<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The charter establishes a <strong>legal and institutional framework for cooperation <\/strong>among the seven countries surrounding the Bay of Bengal.&nbsp;<\/li>\n\n\n\n<li>The document also gives the organization a <strong>legal personality, <\/strong>establishes a mechanism for admitting new members and observers, and enables negotiations and agreements with countries and other regional and international groupings.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p><strong>Significant aspects of charter<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>According to the charter <strong>all decisions will be taken by consensus<\/strong> among current members.&nbsp;<\/li>\n\n\n\n<li>The charter gives the institution a clear process for the <strong>admission of new members,<\/strong> including adding the criteria of geographical contiguity or \u201cprimary\u201d dependence on the Bay of Bengal for trade and transport purposes.&nbsp;<\/li>\n\n\n\n<li>The charter also highlights that the <strong>leaders\u2019 summit will be held every two years <\/strong>and indicates the procedure for the rotational chairmanship of the organization.&nbsp;<\/li>\n\n\n\n<li>It also empowers the BIMSTEC ministerial meeting to set up any further criteria as required.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p><strong>BIMSTEC and SAARC<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The idea of BIMSTEC also gained prominence after the <strong>2016 Uri attack<\/strong> when India was able to get <strong>SAARC (South Asian Association for Regional Cooperation) <\/strong>nations<strong> <\/strong>on its side to boycott the organizations\u2019 summit, which was to be held in Pakistan.<\/li>\n\n\n\n<li>SAARC and BIMSTEC focus on geographically overlapping regions. But, they are not equal alternatives.\n<ul class=\"wp-block-list\">\n<li>SAARC is a purely regional organization, whereas BIMSTEC is inter-regional and connects both South Asia and ASEAN.&nbsp;<\/li>\n\n\n\n<li>Unlike SAARC, which is burdened by India-Pakistan hostilities, BIMSTEC is relatively free of sharp bilateral disagreements and promises to provide India with a co-operative sphere of its own.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>India is often accused by Nepal for deactivating SAARC in favor of BIMSTEC due to the membership of Pakistan in the former organization.&nbsp;<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-background\" style=\"background-color:#fff2cc\"><tbody><tr><td><strong>South Asian Association for Regional Cooperation (SAARC)<\/strong><br><br>&#8211; <strong>SAARC was established<\/strong> in 1985.&nbsp;<br>&#8211; <strong>Secretariat:<\/strong> It was set up in <strong>Kathmandu, Nepal,<\/strong> in 1987.&nbsp;<br>&#8211; <strong>It aims <\/strong>to accelerate the process of economic and social development in its member states through increased intra-regional cooperation.<br>&#8211; <strong>SAARC has eight member countries:<\/strong> Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri-Lanka.<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p><strong>Way Ahead<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The BIMSTEC Charter is a <strong>testament to the shared commitment of the Member States<\/strong> to promote regional cooperation in key sectors such as security, connectivity, trade, agriculture, environment, science and technology, agriculture and people to people contact.<\/li>\n\n\n\n<li>It is an important step towards States and Japan <\/strong>will account for <strong>51 percent<\/strong> of this volume, according to the 2024 POD Report by EA Earth Action.&nbsp;<\/li>\n\n\n\n<li><strong>India <\/strong>will be the <strong>second leading polluter of the water bodies, after China in the world.<\/strong><\/li>\n\n\n\n<li>A 2023 report by the <strong>Nordic Council of Ministers<\/strong> indicated that without global action, the annual levels of mismanaged plastics would continue to rise and could almost double from <strong>110 million tonnes (Mt) in 2019 to 205 Mt by 2040.<\/strong><\/li>\n<\/ul>\n\n\n\n<p><strong>What is Plastic and Microplastics?<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The word plastic is derived from the Greek word<strong> plastikos,<\/strong> meaning \u201c<strong>capable of being shaped or moulded.\u201d<\/strong><\/li>\n\n\n\n<li>Plastic refers to a <strong>wide range of synthetic or semi-synthetic materials
