{"id":24502,"date":"2024-05-08T18:36:03","date_gmt":"2024-05-08T13:06:03","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=24502"},"modified":"2024-05-09T12:22:58","modified_gmt":"2024-05-09T06:52:58","slug":"daily-current-affairs-08-05-2024","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/08-05-2024\/daily-current-affairs-08-05-2024","title":{"rendered":"Daily Current Affairs 08-05-2024"},"content":{"rendered":"\n<h2 class=\"wp-block-heading has-text-align-center has-text-color has-link-color wp-elements-370d1e9e28c5c088641a819da0fddf9b\" style=\"color:#015aa7\"><strong>Australian Parliamentary Report Over Child Labour in India<\/strong><\/h2>\n\n\n\n<p><strong>Syllabus: GS2\/ Governance<\/strong><\/p>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-cb9dfec66108ce9f742f389a74ffcdb1\" style=\"color:#ff6a00\"><strong>Context<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>An Australian parliamentary committee in its report has raised concerns over child labour in India referring to Australia-India Economic Cooperation and Trade Agreement.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-5f077d3f6cdce2eb40c8488bd933c5c6\" style=\"color:#ff6a00\"><strong>About<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The report has pointed out that Australia\u2019s trade agreement with India does not recognise international labor rights.<\/li>\n\n\n\n<li>India has a well-documented presence of child and (forced) labor, making significant contributions to the population of the world in modern slavery.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-ca7e90c67a493c9edf3e616ea6b01398\" style=\"color:#ff6a00\"><strong>What is Child Labour?<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>The International Labour Organization (ILO),<\/strong> defines child labour as work that deprives children of their childhood, their potential and their dignity, and that is harmful to physical and mental development.&nbsp;<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-ff99b228b75e5114289e4f48c566ed14\" style=\"color:#ff6a00\"><strong>Child Labour in India<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India is home to about <strong>1.01 crore <\/strong>working children between the age of <strong>five<\/strong> and fourteen years, as per <strong>2011 census.&nbsp;<\/strong><\/li>\n\n\n\n<li>As per an Indian parliamentary standing committee report, <strong>Bihar, Uttar Pradesh, Rajasthan, Madhya Pradesh and Maharashtra<\/strong>, employ over half of India\u2019s child labour.&nbsp;<\/li>\n\n\n\n<li>While the incidence of child labour declined between 2001 and 2011, it is more visible in rural areas due to migration.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-cbbc6c183826cd808fc43c8ddc3d7004\" style=\"color:#ff6a00\"><strong>Causes of Child Labour in India<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Many families in India live<strong> below the poverty line,<\/strong> and children often have to work to supplement their family income.<\/li>\n\n\n\n<li>In some cases, families become trapped in <strong>debt bondage<\/strong>, where they are forced to send their children to work to repay loans. This perpetuates a cycle of exploitation and poverty.<\/li>\n\n\n\n<li><strong>Conflict situations<\/strong> and mass migrations, whether due to internal strife, natural disasters, or economic instability, disrupt families and expose children to the harsh realities of labor.<\/li>\n\n\n\n<li><strong>The demand for cheap labour<\/strong> in various industries, including agriculture, manufacturing, and domestic work, perpetuates child labour.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-148a6aefafe7bff442eb7949b250e01a\" style=\"color:#ff6a00\"><strong>Constitutional Provisions against Child Labour<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Article 23<\/strong> prohibits traffic in human beings, begar (forced labor) and other similar forms of forced labor.&nbsp;<\/li>\n\n\n\n<li><strong>Article 24<\/strong> prohibits the employment of children below the age of 14 years in any factory, mine or other hazardous activities.<\/li>\n\n\n\n<li><strong>Article 21-A <\/strong>provides free and compulsory education for all children in the age group of six to fourteen years.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-d37a2924cb89c973ab85f4f62a2ecc99\" style=\"color:#ff6a00\"><strong>Steps taken by Government<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Child Labour Act (Prohibition and Regulation) 1986:<\/strong> It prohibits children under the age of 14 years to be working in hazardous industries and processes.<\/li>\n\n\n\n<li><strong>National Child Labour Project (NCLP) Scheme:<\/strong> Under the scheme children in the age group of 9-14 years are rescued from work and provided with education, vocational training, mid-day meal, stipend, health care, etc.&nbsp;<\/li>\n\n\n\n<li><strong>PENCIL (Platform for Effective Enforcement of No Child Labour) Portal:<\/strong> It is an electronic platform that aims at involving Centre, State, District, Governments, civil society and the general public in achieving the target of child labour free society.<\/li>\n\n\n\n<li><strong>ILO conventions on child labour: <\/strong>In 2017 <strong>India ratified <\/strong>ILO Conventions <strong>No. 138<\/strong> on Minimum Age to Employment&nbsp; Leveraging India\u2019s IT prowess, the industry holds natural potential for India.<\/li>\n\n\n\n<li>The size of the global gaming industry crossed <strong>$300 billion in 2021,<\/strong> still the online gaming segment in India constitutes<strong> 1.1%<\/strong> of the global online gaming revenue.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-1ad059222d8be9f20f7086c166713044\" style=\"color:#ff6a00\"><strong>Government Initiatives to Promote Online Gaming<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Digital Gaming Research Initiative:<\/strong> The government has started a digital gaming research initiative, and the <strong>SERB-INAE Conclave<\/strong> was organized recently to support the Indian digital gaming research space and industry.&nbsp;<\/li>\n\n\n\n<li><strong>The Science and Engineering Research Board (SERB) of the Department of Science and Technology <\/strong>has identified three main directions for its Digital Gaming Research Initiative;\n<ul class=\"wp-block-list\">\n<li>R&amp;D in learning and leisure gaming platforms,&nbsp;<\/li>\n\n\n\n<li>immersive game prototypes with an emphasis on Indian culture and values, and&nbsp;<\/li>\n\n\n\n<li>a collaborative technical design process, which was made by SERB Game Labs.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>AVGC Promotion Task Force: <\/strong>The Ministry of Information and Broadcasting has established the Animation, Visual Effects, Gaming and Comic (AVGC) Promotion Task Force.\n<ul class=\"wp-block-list\">\n<li>The government recognizes that the Indian AVGC industry has the ability to carry the &#8220;Make in India&#8221; and &#8220;Brand India&#8221; banners.&nbsp;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-a2dd877cdaec07184c831cacf48713a6\" style=\"color:#ff6a00\"><strong>Regulation of Industry<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>At present, there is <strong>no uniform federal law <\/strong>regulating the skill gaming industry in India.&nbsp;<\/li>\n\n\n\n<li>The <strong>Public Gambling Act, 1867 and Prize Competitions Act, 1955 <\/strong>currently govern India\u2019s online gaming industry at the federal level while varying legislation in different Indian states supersede these Acts.&nbsp;<\/li>\n\n\n\n<li>This is because <strong>state governments <\/strong>in India are empowered by the constitution to <strong>legislate on gambling.&nbsp;<\/strong><\/li>\n\n\n\n<li>Recently the government decision to appoint the <strong>Ministry of Electronics and Information Technology (MeitY) as the nodal ministry<\/strong> for online gaming in India has finally provided l<strong>egitimacy to the sector.<\/strong>&nbsp;<\/li>\n\n\n\n<li>The government will shortly draft<strong> regulations for intermediaries in the online gambling industry and initiate a public consultation process.<\/strong><\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-ecf7a38325d6ddd377b3e33b1d07d283\" style=\"color:#ff6a00\"><strong>Challenges<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The rise of online gaming has brought many concerns such as <strong>addiction, mental illness, suicides, financial frauds, privacy and data security<\/strong> concerns.&nbsp;<\/li>\n\n\n\n<li>The situation is further exacerbated by the growth of<strong> illegal offshore gambling <\/strong>and betting markets wherein the volume of digital transactions provides fertile ground for financial malpractices.<\/li>\n\n\n\n<li>No mechanism exists for individuals to differentiate between legitimate gaming platforms and illegal gambling\/betting sites.\n<ul class=\"wp-block-list\">\n<li>In addition, in the <strong>absence of a specialized regulatory authority<\/strong>, enforcement is lacking.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>The Goods and Services Tax Council<\/strong> decided to enforce a tax rate of <strong>28%<\/strong> on the total face value of bets which was earlier 18%.\n<ul class=\"wp-block-list\">\n<li>The measure has raised concerns about the industry\u2019s sustainability in the long term and its consequential impact on jobs being created in this sector.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-23d39977e4a1a2e05fe5ef5020e43ffc\" style=\"color:#ff6a00\"><strong>Way Ahead<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India stands at a distinctive juncture to emerge as a prominent global gaming hub. Also India has the advantage of tapping its rich cultural heritage (stories, legends, and folklore).&nbsp;<\/li>\n\n\n\n<li>As perceptions about gaming as a viable career option evolve, India stands to benefit from a growing pool of talented individuals driving innovation and pushing boundaries in the gaming landscape.<\/li>\n\n\n\n<li>By fostering an enabling environment for skill gaming, promoting diversity and inclusion, and capitalizing on its rich cultural narratives, India can not only realize its vision of a <strong>$1-trillion digita<\/strong>l economy but also shape the future of gaming on a global scale.<\/li>\n<\/ul>\n\n\n\n<p><strong>Source: <\/strong><a href=\"https:\/\/www.thehindu.com\/opinion\/op-ed\/getting-to-a-new-level-in-indias-online-gaming-sector\/article68146583.ece\" rel=\"nofollow noopener\" target=\"_blank\"><strong>TH<\/strong><\/a><\/p>\n\n\n\n<h2 class=\"wp-block-heading has-text-align-center has-text-color has-link-color wp-elements-1cbee5af57999aa7455a7f9565ecb101\" style=\"color:#015aa7\"><strong>NASA Creating a Standard Time for the Moon<\/strong><\/h2>\n\n\n\n<p><strong>Syllabus :GS 3\/Space&nbsp;<\/strong><\/p>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-b72ae7c0e9db72158aed50846f069462\" style=\"color:#ff6a00\"><strong>In News<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The White House directed NASA to establish a <strong>Coordinated Lunar Time (LTC)<\/strong> to standardise cislunar operations with the universal time followed on Earth.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-0b79ccd7fc1bf92a4c22f24b96278437\" style=\"color:#ff6a00\"><strong>Coordinated Lunar Time (LTC)<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The LTC will be the standard to measure cislunar operations \u2014 <strong>space activities between the moon and Earth<\/strong> \u2014 with <strong>Coordinated Universal Time (UTC)<\/strong>, the global time used to regulate time on Earth.<\/li>\n\n\n\n<li>NASA has been directed to engage with the 39 nations who have signed the <a href=\"https:\/\/www.nextias.com\/ca\/editorial-analysis\/26-06-2023\/india-and-the-artemis-accords\"><strong>Artemis Accords <\/strong><\/a>for this project.\n<ul class=\"wp-block-list\">\n<li>The White House has set a deadline of December 31, 2026, for NASA and its international partners to deliver a strategy to implement LTC.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-b3fb46587d4efce030a6827c26e30565\" style=\"color:#ff6a00\"><strong>Key Points<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The White House\u2019s Celestial Time Standardization policy seeks to assign a time standard to each celestial body and its surrounding space environment, first focusing on the <strong>lunar surface<\/strong> and missions <strong>operating in cislunar spac<\/strong>e.&nbsp;<\/li>\n\n\n\n<li>It outlines the four features such a time standard must possess:\n<ul class=\"wp-block-list\">\n<li><strong>Traceability to UTC: <\/strong>Lunar Time is analogous to Terrestrial Time on Earth (TAI+ 32.184 seconds). Similar to Terrestrial Time, Lunar Time may be set through an ensemble of clocks on the moon.\n<ul class=\"wp-block-list\">\n<li>This time standard, i.e., LTC may directly employ or distribute the UTC offsets required to maintain both local time and UTC time within tolerance limits.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Scalability beyond the Earth-Moon system: <\/strong>Conversion of LTC to UTC for operations involving interactions with Earth will be possible by using the above approach to set the LTC.\n<ul class=\"wp-block-list\">\n<li>This approach is also extensible to space environments beyond the Earth-Moon system (for example, for Mars).<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Accuracy for precision navigation and science:<\/strong> The LTC will give users in cislunar space a reference time standard near the gravitational environment in which they operate.\n<ul class=\"wp-block-list\">\n<li>Space assets can synchronise with each other with precision for navigation.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Resilience to loss of contact with Earth<\/strong>: The reference time \u2013 LTC \u2013 must survive independently when contact to Earth is lost.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-background\" style=\"background-color:#fff2cc\"><tbody><tr><td><strong>Do you know ?<\/strong><br><br>&#8211; The idea for the <strong>UTC was formulated in the 1960s<\/strong>.&nbsp;<br>&#8211; The UTC was designed as a way to <strong>accommodate the difference between solar time and atomic time<\/strong>, and is kept within 0.9 seconds of solar time to follow Earth\u2019s rotation variations and within an exact number of seconds of the International Atomic Time (TAI).<br>&#8211; Currently, moon missions follow the time of the country which operates the spacecraft, while the<strong> International Space station (ISS) runs on the UTC<\/strong>.<br>&#8211; However, a standardised time for space and the moon is not followed.<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-437b667d108bd40f2eea6f38d942c629\" style=\"color:#ff6a00\"><strong>Why is LTC needed?<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>UTC cannot be used to determine time on the Moon. That is because time on the Moon flows differently than it does on the Earth.\n<ul class=\"wp-block-list\">\n<li>On Earth, we use a 24-hour day based on the planet\u2019s rotation.\n<ul class=\"wp-block-list\">\n<li>However, the moon rotates much more slowly \u2013 every 29.5 Earth days.\u201d Due to its slow rotation, it would be practical to have less than <strong>Earth\u2019s 24 time zones<\/strong>&nbsp;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Previous moon missions involved astronauts visiting the lunar surface, completing their work and flying home.&nbsp;<\/li>\n\n\n\n<li>However, with space agencies across the world aiming to establish a permanent human presence on the moon, LTC is required,&nbsp;<\/li>\n\n\n\n<li>The pressing need for LTC is due to the plan to create a <strong>dedicated global satellite navigation system (GNSS) for the moon by 2030<\/strong>.\n<ul class=\"wp-block-list\">\n<li>This system will function similar to how the Global positioning system (GPS) and other navigation networks work on Earth.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Moon missions of various agencies will need an official lunar time to communicate with Earth-based stations and each other.&nbsp;<\/li>\n\n\n\n<li><strong>Commercial operations<\/strong> on lunar surface involving transactions and logistics will be more reliable with the LTC<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-2308b4503e63c1ed33e93e41190bb39f\" style=\"color:#ff6a00\"><strong>Issues in defining and implementing LTC<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The process of defining lunar time is complicated by the effect of the moon\u2019s gravitational pull.&nbsp;<\/li>\n\n\n\n<li>As per special relativity theory, due to the weaker gravitational pull of the moon, a clock on the moon would run faster than one on Earth.<\/li>\n\n\n\n<li>A clock\u2019s speed would also change depending on its position on the lunar surface, because of the moon\u2019s rotation,<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-81804eee5524541a62f08489092beec4\" style=\"color:#ff6a00\"><strong>Global Progress<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>In November 2022, the need for a unified lunar time was voiced globally by space agencies and academic organizations at an ESA meeting in the Netherlands.&nbsp;<\/li>\n\n\n\n<li>In 2023, the European Space Agency (ESA) launched a project called \u2018<strong>Moonlight\u2019 <\/strong>to design satellites for astronauts and robotic explorers, which will be used to support NASA\u2019s moon mission \u2018Artemis.\u2019\n<ul class=\"wp-block-list\">\n<li>While working on the project, questions arose on <strong>setting a single time zone for the moon and how to go about it.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Several countries have lunar ambitions.\n<ul class=\"wp-block-list\">\n<li>China has stated that it will put its astronauts on the moon by 2030,
